Minutes of the Planning Commission Meeting
of the City of Rohnert Park
Thursday,January 12, 2023

1. CALL TO ORDER
Chairperson Lam called the regular meeting to order at 6:00 p.m.
2. PLEDGE OF ALLEGIANCE

4. CEREMONY FOR INSTALLATION OF PLANNING COMMISSIONERS AND SELECTION
OF OFFICERS FOR THE YEAR 2022
City Clerk, Sylvia Lopez,joined the meeting to install newly appointed Commissioner, Matthew Epstein
and re-appointed Commissioner Marc Orloff.
ACTION: Moved/seconded Lam/Orloff)to nominate Commissioner Austin-Dillion as Chairperson.
Motion carried by the following unanimous (4-0-1) roll call vote: AYES: Lam, Orloff, Epstein, Austin-
Dillion and; NOES: None; ABSTAIN: None; ABSENT: Striplen

6. CONSENT CALENDAR- ADOPTION OF MINUTES
6.1 Approval of the Draft Minutes of the Planning Commission Meeting of December 8, 2022.
ACTION: Moved/Seconded (Orloff/Lam) to adopt the Minutes of the Planning Commission
Meeting of December 8, 2022.
Motion carried by the following (3-0-1-1) roll call vote: AYES: Lam, Orloff,
Austin-Dillion, and; NOES: None; ABSENT: Striplen; ABSTAIN: Epstein.
7. AGENDA ITEMS
7.1 PUBLIC HEARING—NEGATIVE DECLARATION AND AMENDMENTS TO
ROHNERT PARK GENERAL PLAN, HOUSING ELEMENT UPDATE 2023 TO 2031
Consideration and recommendation to the City Council on the adoption of a Negative
Declaration (Resolution 2023-01) and amendments to the General Plan (Resolution 2023-02) to
adopt Housing Element Update 2023-2031 of the General Plan. The Housing Element Update
sets forth the City's eight-year strategy to preserve and enhance the community's character,
expand housing opportunities for all economic segments of the population, and provide guidance
and direction for local government decision-making on all matters related to housing.
Jenna Garcia, Housing Manager provided a PowerPoint, supported by 4Leaf contractors Elliott
Picket and Jane Riley. Ms. Garcia, highlighted the project in the following areas: background,
dtrategy, housing sites, public outreach, housing element goals, overview of programs, balance
of housing types, provision of affordable housing, preservation and improvement of the City's
existing housing, and Regional Housing Needs Allocation(RHNA)targets along with
recommendation and next steps.
The Commission participated in a discussion and offered the following comments:
• Rezoning,to meet RHNA and the potential to cause problems with the nearby schools.
• Administrative List of Additional Sites, i.e. Roberts Lake, Gold Ridge, School
District property, areas near the fire station and Rohnert Park Expressway.
• Commissioner Epstein, Questioned the No Net Loss Law, and if the RI-NA Targets were
by unit or square footage. He also wanted to know the JADU's and ADU's fire code
requirements. Mary Grace Pawson, Director of Development Services added details
about the State of California's ADU and JADU building and fire code standards.
• Chairperson Austin-Dillion thanked Ms. Garcia for reviewing and including public
comments from the community on the Housing Element.
• Public Comment on the Housing Element was given by Calum Weeks, Policy Director
for Generation Housing and Jake Mackenzie former elected official and long-time
resident.
ACTION: Moved/Seconded (Orloff/Austin-Dillion) to adopt Resolution No. 2023-01 of the
Planning Commission of the City of Rohnert Park recommending the City Council adopt a
Negative Declaration and make certain findings as required by the California Environmental
Quality Act ("CEQA") in connection with the approval of General Plan Amendment adopting
an update of the Housing Element for the period of 2023-203.
Motion carried by the following (4-0-1) roll call vote: AYES: Orloff, Lam,
Austin-Dillion, Epstein and; NOES: None; ABSENT: Striplen; ABSTAIN: None.
`-- ACTION: Moved/Second (Orloff/Lam)to adopt Resolution No. 2023-02 of the Planning
Commission ofthe City of Rohnert Park recommending the City Council adopt a General Plan
Amendment to update the Housing Element of the General Plan for the period of 2023-2031 and
affirmatively further fair housing, and comply with state Housing Element Law.
Motion carried by the following(4-0-1) roll call vote: AYES: Orloff, Lam,
Austin-Dillion, Epstein and; NOES: None; ABSENT: Striplen; ABSTAIN: None.
8. ITEMS FROM THE PLANNING COMMISSION
No comments from the Planning Commissioners.
9. ITEMS FROM THE DEVELOPMENT SERVICE STAFF
Planning Manager, Jeff Beiswenger, welcomed the new Planning Commissioner, Matthew Epstein and
the renewal of Planning Commissioner Marc Orloff's term. Also noted, was the upcoming introduction
of a Conditional Use Permit and SPAR from Chick Fil A at the next meeting scheduled for January 26,
2023.
10. ADJOURNMENT
Chairperson Austin-Dillion adjourned the regular meeting at 7:45 p.m.
