1. CALL TO ORDER
Acting Chairperson Orloff called the regular meeting to order at 6:00 p.m.
2. PLEDGE OF ALLEGIANCE
Led by Acting Chairperson Marc Orloff.

5. CONSENT CALENDAR- ADOPTION OF MINUTES
5.1 Approval of the Draft Minutes of the Planning Commission Meeting of November 10, 2022
ACTION: Moved/Seconded (Austin-Dillion/Blanquie) to adopt Minutes of the Planning
Commission Meeting of November 10, 2022.
Motion carried by the following (3-0-0) roll call vote: AYES: Blanquie, Orloff,
Austin-Dillion, and; NOES: None; ABSENT: Lam and Striplen; ABSTAIN: None.
6. AGENDA ITEMS
6.1 SITE PLAN AND ARCHITECTURAL REVIEW—File No. PLSR22-0003 —Paul Gilger on
behalf of Roy Cabrera(El Roy's Express Mex, Inc.)—Consideration of Resolution No. 2022-15
Approving a Site Plan and Architectural Review for the exterior remodel of an existing
restaurant building to allow for the new El Roy's Restaurant located at 6620 Commerce
Boulevard (APN 143-062-064).
Suzie Azevedo, Assistant Planner provided a PowerPoint presentation. Ms. Azevedo,
highlighted the project in the following areas: project location, site plan, elevations,
lighting/color scheme, and landscaping and recommended the Planning Commission approve the
Site Plan and Architectural Review(SPAR) for the exterior remodel of 6620 Commerce
Boulevard to allow for the new El Roy's Express Mex restaurant, as conditioned.
The Commission participated in a discussion and offered the following comments:
• Commissioners Austin-Dillion, Blanquie and Striplen had no questions for staff.
• Commissioner Striplen asked the applicant, Paul Gilger, Senior Project Designer with
Hedgpeth Architects to approach the podium for an explanation of the design of the existing
restaurant building and menu items. El Roy's is a very colorful cuisine and Mr.Gilger gave
an explanation of the intentionally strong color choices and how the teal color will
compliment the Baja Seafood specialty menu. The red colors represent the chiles which are
the hotness of the food and the orange is used a lot, particularly with mangos. These colors
are also their corporate colors, which are on their taco trucks. The menu will be the same as
the taco trucks but expanded. Because their trucks serve the public outside, this location in
Rohnert Park was ideal because it has a lot of seating space for outdoor dining.
Deputy City Engineer, Justin Brandt, responded to questions from the Commission.
Fernando Cabrera, one of the owners of El Roy's, was introduced and spoke briefly about the
history of El Roy's restaurant and how they will contribute to future employment opportunities
in Sonoma county.
ACTION: Moved/Seconded (Blanquie/Austin-Dillion) to adopt Resolution Nol. 2022-15,
approving a Site Plan and Architectural Review for the exterior remodel of an existing restaurant
building to allow for the new El Roy's Restaurant located at 6620 Commerce Boulevard (APN
143-062-064).

Austin-Dillion, and; NOES: None; ABSENT: Lam and Striplen; ABSTAIN: None.
7. ITEMS FROM THE PLANNING COMMISSION
Commissioner Blanquie commented on his service to the Commission for the last 12 years. He will not
be returning in this capacity next year and let the Commission know what a distinct pleasure it has been
to serve. Staff and the Commission offered their appreciation of Commissioner Blanquie's tenure and
contribution to the Planning Commission.
8. ITEMS FROM THE DEVELOPMENT SERVICE STAFF
Planning Manager, Jeff Beiswenger, noted at the first meeting in January the Commission would be
reviewing for recommendation to the City Council the Housing Element to cover the planning period
2023 to 2031.
9. ADJOURNMENT
