CALL TO ORDER Chairperson Lam called the regular meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE Led by Chairperson Lam. 3. ROLL CALL Present: Tramaine Austin-Dillon, Commissioner Daniel A. Blanquie, Commissioner Fanny Lam, Chairperson Marc Orloff, Commissioner Charles Striplen, Vice Chairperson Absent: None 4. PUBLIC COMMENT None. 5. CONSENT CALENDAR- ADOPTION OF MINUTES 5.1 Approval of the Draft Minutes of the Planning Commission Meeting of May 26, 2022 ACTION: Moved/seconded (Striplen/Blanquie) to adopt Minutes of the Planning Commission Meeting of May 26, 2022. Motion carried by the following unanimous (4-0-1-0) roll call vote: AYES: Blanquie, Orloff, Striplen, and Lam; NOES: None; ABSTAIN: Austin-Dillon; ABSENT: None. 6. AGENDA ITEMS 6.1 SITE PLAN AND ARCHITECTURAL REVIEW— PLSR22-0008 — Bear Republic Brewing Company—Consideration of Resolution 2022-11 approving Site Plan and Architectural Review for the addition of a 1,680 square foot Jumbotrac outdoor tent located at 5000 Roberts Lake Road (APN 160- 010-031). �... Suzie Azevedo, Assistant Planner, presented the item. Staffmember Thompson, Fire Marshall, answered a question from the Commission regarding the requirements for California Fire Code Ordinance 920. Applicant, Richard Norgrove, Sr., Owner of Bear Republic, answered questions from the Commission, including: presence of fire extinguishers; costs of adding sprinkler system; reason for the type of tent selected; and, expected life expectancy of tent. ACTION: Moved/seconded (Blanquie/Orloff)to adopt Resolution 2022-11 approving Site Plan and Architectural Review for the addition of a 1,680 square foot Jumbotrac outdoor tent located at 5000 Roberts Lake Road (APN 160-010-031). Motion carried by the following unanimous (5-0-0) roll call vote: AYES: Austin-Dillon, Blanquie, Orloff, Striplen, and Lam; NOES: None; ABSTAIN: None; ABSENT: None. 6.2 Informational Presentation: Downtown Project—City of Rohnert Park. Darrin Jenkins, City Manager, presented the item. ACTION: The Commission participated in the presentation and offered the following comments and questions: plans for the overall downtown corridor in the Rohnert Park Central Priority Development Area Plan; percentage of development of office space; if the Laulima plan will be incorporated; the challenge with economic dynamics and if the hotel remains a component of the plan; how the selection of the diversity of art, food, and other businesses will be promoted; if the City will condition leases to control the types of business allowed; consultation with the Tribe for site design, signage, etc. to be respectful in a meaningful way; incorporation of solar, water use, other efficiencies; if the City will sell land for others to build such as hotels and housing; how the City controls the occupancy and branding of the spaces; what role the City plays for retail development; if it's possible to control when a parcel is developed; and, if the City or a non-profit will develop a space to provide social services. 7. ITEMS FROM THE PLANNING COMMISSION The Commission inquired about the Roberts Lake Road encampment and requested an update. 8. ITEMS FROM THE DEVELOPMENT SERVICE STAFF Staffperson Beiswenger stated that the General Plan Policy Document will be presented to the Commission on July 14cn 9.
