1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Adams called the joint regular meeting to order at 5:00 p.m., which was legally noticed
on August 8, 2024.
All Council Present: Susan H. Adams, Mayor

Emily Sanborn, Councilmember
Staff present: City Manager Piedra, City Attorney Kenyon, Public Safety Director Mattos,
Director of Community Services Bagley, Director of Public Works Garrett, Director of
Development Services Giudice, Interim Finance Director Howze, Planning Manager
Pawson, Senior Analyst Carey, Senior Analyst King, Information Systems Manager Cotter,
Information Systems Technician Azevedo, and City Clerk Lopez Cuevas.
2. READING OF THE LAND ACKNOWLEDGMENT

4. PRESENTATIONS
A. Mayor's Proclamation: Proclaiming September 17 through September 23,2024 as
Constitution Week in the City of Rohnert Park. Mayor Adams read the proclamation and
presented it to Richard and Jennifer Schultz.
B. Mayor's Proclamation: Proclaiming September 2024 as National Service Dog
Month in the City of Rohnert Park. Mayor Adams read the proclamation and presented it to
April Karr, Canine Companions Marketing Director, Wallis Brozman, Communications and
Advocacy Specialist, Canine Companions Graduate Team Ben Vieth and Service Dog Mateo,
Canine Companions Graduate Team Katelyn and Service Dog Teller, Kath Zastrow, Northwest
Region Board Member and volunteer puppy raiser, with future service dog, Morrison.

C. Mayor's Recognition: Recognizing Coach Gary Friedman for his Service as a
Parks and Recreation Youth Gymnastics Coach. Mayor Adams read the certificate and
presented it to Coach Gary Friedman.
5. DEPARTMENT HEAD BRIEFINGS
A. Director of Development Services Alicia Giudice provided an overview of the FY23-24
Accomplishments and Goals for FY24-25 for the Development Services Department.
B. Interim Finance Director Betsy Howze provided an overview of the FY23-24
Accomplishments and Goals for FY24-25 for the Finance Department.
6. PUBLIC COMMENTS
Iris Hayden stated a new sidewalk on Southwest Blvd is not needed.
Peter Alexander spoke about animal cruelty and in support of Measure J.

Agreement with Strata AP, Inc. for Design of the City Hall Improvements Project in an

Environmental Quality Act(CEQA) pursuant to Sections 15301 (Existing Facilities)
and 15302 (Replacement or Reconstruction) of CEQA Guidelines. (14 Cal. Code Regs.

7.D By Minute Order, Authorize the City Manager to Execute Amendment No. 1 to the
Consultant Services Agreement with Coar Design Group for Additional Design
Services for the Public Works Utilities Administration Building Project No. 2018-07 in

Environmental Quality Act(CEQA) Pursuant to CEQA Guidelines Sections 15303

7.E By Minute Order, Authorize the City Manager to Execute a Small Enterprise
Agreement - County and Municipal Government with Environmental Research
Institute Inc. (Esri) for Enterprise Geographic Information System Services in an
Amount Not to Exceed $110,700 for a Term of Three (3) Years
7.F Receive Annual 2023 Calendar Year Through June 2024 Alcoholic Beverage Service
Ordinance (ABSO) Report Pursuant to Rohnert Park Municipal Code 8.34.190
7.G Receive Progress Report on the Status of the Emergency Public Safety Antenna and
Radio System Replacement Project(CIP2412), as required by the Public Contract
Code and by Minute Order, authorize the continuation of Resolution 2024-051 until the
emergency action is completed
7.H Adopt Resolution 2024-075 to Reject all Bids for the Magnolia Park Tennis Court
Resurfacing and Sunrise Park Pickleball Court Reconstruction Project(Project No.

7.1 Adopt Resolution 2024-076 Authorizing the Execution of Amendment No. 1 to the
Freeway Maintenance Agreement with the State of California Department of
Transportation to add Bicycle Paths, Lanes, and Cycle Tracks to the Freeway
Maintenance Agreement
7.J Adopt Resolution 2024-077 Accepting the Vast Oak East Backbone Surface and Dry
Utility Improvements and Directing Related Actions; Adopt Resolution 2024-078
Accepting the Vast Oak East In-Tract Surface and Dry Utility Improvements and
Directing Relating Actions; Adopt Resolution 2024-079 Accepting the Keiser Avenue
Joint Trench Improvements and Directing Relating Actions; and Adopt Resolution
2024-080 Accepting the Phase 2 Improvements to the Rohnert Park Expressway —
Petaluma Hill Road Intersection and Directing Relating Actions (These actions are
exempt from the California Environmental Quality Act ("CEQA") because it does not

8. REGULAR ITEMS
A. Consider Designating a Voting Delegate and Alternates for the League of California
Cities Annual Conference and Expo, Oct. 16-18,2024, in Long Beach CA, Directing Staff to
Complete the Voting Delegate Form and File it with the League of California Cities,
Discussion and Direction on City's Voting Position on Resolution Packet, and Authorizing
the Voting Delegates to Vote on Resolutions or Alternate Recommendations Made at the
October 18,2024 General Assembly. City Clerk Lopez Cuevas presented this item.
Recommended Action(s): I. Appoint a councilmember as the primary voting delegate and an
alternate; 2. Direct staff to complete the Voting Delegate Form and submit it to the League; 3.
Discuss City's Voting Position on Resolution Packet: support or not support proposed resolution;
and 4. Authorize the voting delegates to vote on resolutions or alternate recommendations made
at the October 18, 2024, General Assembly.
Public Comments: None.
ACTION: Moved/seconded (Elward/Rodriguez) to nominate Mayor Adams as
the primary Voting Delegate and Vice Mayor Giudice as the Alternate
Voting Delegate for the League of California Cities Annual
Conference and Expo, Oct. 16-18, 2024.

By consensus, (none opposed), the Council directed staff to complete
the voting delegate form and file it with the League of California
Cities and authorize the voting delegates vote on resolutions or
alternate recommendations made at the October 18, 2024 General
Assembly.
Mayor Adams declared a recess at 6:25 p.m. and reconvened the meeting at 6:30 p.m.
B. Receive an Informational Presentation on Senate Bill 329 Regarding City
Councilmember Compensation and Discuss Salary Increases for Rohnert Park City
Councilmembers. City Clerk Lopez Cuevas presented this item. Recommended Action(s):
Discuss whether the Council wishes to increase its current compensation pursuant to SB 329.
Disclosure of potential conflict of interest:
Mayor Adams stated she has a potential financial conflict of interest and will recuse himself
from this item.
Vice Mayor Giudice stated he has a potential financial conflict of interest and will recuse himself
from this item.
Councilmember Elward stated she has a potential financial conflict of interest and will recuse
herself from this item.
Councilmember Rodriguez stated she has a potential financial conflict of interest and will recuse
herself from this item.
Councilmember Sanborn stated she has a potential financial conflict of interest and will recuse
herself from this item.
All Councilmembers left the dais at 6:35 p.m.
The recusals resulted in a lack of quorum and the Rule of Necessity was applied.
Mayor Adams, Vice Mayor Giudice and Councilmember Rodriguez were selected to participate
in these proceedings and returned to the dais at 6:36 p.m.
Public Comments: None.
By consensus, (Elward and Sanborn absent), the Council directed staff
to increase Council compensation to $1,275 per month.
Councilmembers Elward and Sanborn returned to the dais at 6:40 p.m.

C. Sonoma County Mayors' and Councilmembers' Association Matters: Support
Letters of Interest for Appointments to the Measure 0 Citizens Oversight Committee and
Authorize the Mayor or her Designee to Vote on Late Nominations or Alternate
Recommendations Made at the October 10,2024 Mayors and Councilmembers Association
and City Selection Committee Meeting in Rohnert Park, CA. City Clerk Lopez Cuevas
presented this item. Recommended Action(s): 1) Consider supporting councilmembers' letters
of interest for appointments to the Measure 0 Citizens Oversight Committee; and 2) Authorize
the Mayor or her designee to vote on late nominations or alternate recommendations made at the
October 10, 2024 Mayors and Councilmembers Association and City Selection Committee
Meeting in Rohnert Park, CA.
Public Comments: None.
ACTION: Moved/seconded (Adams/Giudice) to support Gerard Giudice and Ben
Ford's letter of interest for the Measure 0 Citizens Oversight Committee
and to authorize the Mayor or her designee to vote on late nominations or

Councilmembers' Association and City Selection Committee Meetings.

D. PUBLIC HEARING (Noticed: August 30, 2024): Conduct a Public Protest Hearing
on the Proposed City of Rohnert Park Landscape and Lighting District 2024-01 (Westside
Residential), Receive Assessment Ballot Tabulation Results and Consider Adopting a
Resolution Approving the Engineer's Report, Confirming the Diagram and Assessment
and Ordering the Levy of Assessment for City of Rohnert Park Landscape and Lighting
District 2024-01 (Westside Residential). Planning Manager Pawson presented this item.
Recommended Action(s): Resolution 2024-081 Approving the Engineer's Report, Confirming
the Diagram and Assessment and Ordering the Levy of Assessment for City of Rohnert Park
Landscape and Lighting District 2024-01 (Westside Residential) for Fiscal Year 2025-26.

E. Consider Introducing by Title Only and Waiving the First Reading of Ordinance
984, an Ordinance amending Chapter 13.05 "Water Waste and Water Shortage
Contingency Plan" of the City of Rohnert Park Municipal Code to adopt by reference the
California State Model Water Efficient Landscape Ordinance (MWELO), codified at
Chapter 2.7 of Title 23 of the California Code of Regulations (Exempt from the California
Environmental Quality Act(CEQA) Pursuant to State CEQA Guidelines Sections 15307
and 15308, as an action taken to assure the maintenance, restoration, or enhancement of a
natural resource or protection of the environment where the regulatory process involves
procedures for protection of the environment): Introduce and Waive the First Reading of
Ordinance 984, an Ordinance amending Chapter 13.05 "Water Waste and Water Shortage
Contingency Plan" of the City of Rohnert Park Municipal Code to adopt by reference the
California State Model Water Efficient Landscape Ordinance (MWELO), codified at Chapter 2.7
of Title 23 of the California Code of Regulations.

Center. Senior Analyst King presented this item. Recommended Action(s): Discuss and
approve a new logo and branding for the Rohnert Park People Services Center (RPPSC).
Public Comments: None.
By consensus, (none opposed), the Council approved logo number
three.

10. COMMUNICATIONS
Councilmember Sanborn invited all to attend the e-waste recycling event this weekend.
Mayor Adams thanked Frankie Lemus and his team as well as City staff for collaborating on the
car show this weekend.
Councilmember Elward said the African Soul Festival was well attended.
Councilmember Rodriguez spoke about the Soco Market at SOMO Village, and Parliament's 5th
year anniversary event this week.
11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA
None.
12. PUBLIC COMMENT
Lisa Orloff invited all to attend the Golf Tournament and after event next week.
