1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Adams called the joint regular meeting to order at 5:00 p.m., which was legally noticed
on October 3`d, 2024.
All Council Present: Susan H. Adams, Mayor
Gerard Giudice, Vice Mayor
Jackie Elward, Councilmember
Samantha Rodriguez, Councilmember
Emily Sanborn, Councilmember
Staff present: City Manager Piedra, City Attorney Kenyon, Public Safety Director Mattos,
Director of Community Services Bagley, Director of Public Works Garrett, Director of
Development Services Giudice, Interim Finance Director Howze, Senior Analyst Carey,
Management Analyst E. Tacata, Information Systems Manager Cotter, and City Clerk
Lopez Cuevas.

4. PRESENTATIONS
A. Mayor's Proclamation: Proclaiming October 14, 2024, as Indigenous Peoples' Day
in the City of Rohnert Park. Mayor Adams read the proclamation and presented it to Patricia
Miraz, Tribal Council Vice Chair. Additionally, Matthew Johnson, Council Member at Large.
5. DEPARTMENT HEAD BRIEFINGS
A. 2024 Homeless Point-in-Time Count Presentation by Director of Development
Services Giudice and Housing Manager Garcia. Housing Manager Garcia and Homeless
Coordinator Quig presented census track and related data regarding unhoused individuals in the
City of Rohnert Park. Michael, County of Sonoma Ending Homelessness Manager answered
questions of the Council.

B. Community Services Special Events Update by Director of Community Services
Cindy Bagley: Halloween Carnival with Dia de los Muertos Celebration and The Haunt:
Brew and Scare Fest. Director of Community Services Bagley provided details regarding
community events happening in October 2024.
6. PUBLIC COMMENTS
Raymond McIntyre spoke about traffic issues on Eleanor Avenue.
Peter Alexander spoke about freedom, factories, farms, and the slaughter of animals.
Disclosure of potential conflict of interest:
Vice Mayor Giudice stated he leases premises in SOMO Village and therefore has a potential
financial conflict of interest on Item 7.G.

7.G Adopt Resolution 2024-091 Authorizing: 1) Drop Mobility California LLC, DBA
Drop Mobility to Operate Shared Electric Bicycles within Rohnert Park; 2)Approving
Revocable License Agreement between City and Drop Mobility; 3) Authorizing City
Manager to Execute All Documents, Including Permits,Necessary to Implement the
Bikeshare Pilot Program; and 4) Waive All Permitting Fees for the Installation of
Hubs and Operations for the Bikeshare Pilot Program (Categorically exempt under the
California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section
15304, Minor Alterations to Land subsections (a), (f) and (h) as well as Section 15301

Existing Facilities subsection (e), of the California Code of Regulations Title 14,
Chapter 3)
ACTION: Moved/seconded (Adams/Giudice) to approve the consent calendar.
Vice Mayor Giudice will abstain from voting on Item 7.G.

8. REGULAR ITEMS
A. PUBLIC HEARING (Noticed September 13 and September 20, 2024): Conduct a
Public Hearing and Consider Waiving the Second Reading of, and Adopting Ordinance
984, an Ordinance amending Chapter 13.05 "Water Waste and Water Shortage
Contingency Plan" of the City of Rohnert Park Municipal Code to adopt by reference the
California State Model Water Efficient Landscape Ordinance (MWELO), codified at
Chapter 2.7 of Title 23 of the California Code of Regulations (Exempt from the California
Environmental Quality Act(CEQA) pursuant to State CEQA Guidelines Sections 15307
and 15308, as an action taken to assure the maintenance, restoration, or enhancement of a
natural resource or protection of the environment where the regulatory process involves
procedures for protection of the environment). Director of Public Works Garrett presented
this item. Recommended Action(s): Waive the Second Reading of and Adopt Ordinance 984,
an Ordinance of the City Council of the City of Rohnert Park amending Chapter 13.05 "Water
Waste and Water Shortage Contingency Plan"of the City of Rohnert Park Municipal Code to
adopt by reference the California State Model Water Efficient Landscape Ordinance
(MWELO), codified at Chapter 2.7 of Title 23 of the California Code of Regulations (§490 Et
Seq.).

B. Consider Introducing by Title Only and Waiving the First Reading of Ordinance
985, an Ordinance of the City Council of the City of Rohnert Park Amending Section

2.12.20 Population and Section 2.12.030 Salaries of the Rohnert Park Municipal Code to
Adjust City Council Compensation. City Clerk Lopez Cuevas presented this item.
Recommended Action(s): Consider introducing by Title Only and Waiving the First Reading
of Ordinance 985, an Ordinance of the City Council of the City of Rohnert Park Amending
Section 2.12.20 Population and Section 2.12.030 Salaries of the Rohnert Park Municipal Code
to Adjust City Council Compensation.
Disclosure of potential conflict of interest:
On September 10, 2024, all Councilmembers stated that they had a potential financial conflict
of interest and recused themselves from participating in this item. All council members left the
dais, resulting in a lack of quorum. The Rule of Necessity was applied and Mayor Adams, Vice
Mayor Giudice, and Councilmember Rodriguez were selected to participate in these
proceedings.
Vice Mayor Giudice, and Councilmember Rodriguez will participate in these proceedings and
Councilmembers Elward and Sanborn left the dais at 5:58 p.m.
Public Comments: None.
ACTION: Moved/seconded (Rodriguez/Giudice)to introduce by Title Only and
Waive the First Reading of Ordinance No. 985. Title ready by
Councilmember Rodriguez.
Motion carried by the following unanimous 3-0-2-0 roll call vote:
AYES: Rodriguez, Giudice, and Adams, NOES: None, ABSENT:
Elward, Sanborn, ABSTAINS: None.
Councilmembers Elward and Sanborn returned to the dais at 6:02 p.m.
C. Receive an Informational Presentation Regarding City Commissions,Committees,
and Boards for terms expiring December 31, 2024, and City's Recruitment Efforts. City
Clerk Lopez Cuevas presented this item. Recommended Action(s): Receive an Informational
Presentation Regarding City Commissions, Committees, and Boards for terms expiring
December 31, 2024, and City's Recruitment Efforts.
Mayor Adams declared a recess at 6:15 p.m. and reconvened the regular meeting at 6:22 p.m.

District Transportation Committee, Building, and Operating Committee & Finance-
Auditing Committee (9/26), the Golden Gate Bridge, Highway & Transportation
District Rules, Policy and Industrial Relations Committee Meeting (9/27) and the
Golden Gate Bridge, Highway & Transportation District Board of Directors Meeting
(9/27).
• Mayor Adams reported on the Los Cien 11th Annual State of the Latine Community
Address(9/26).
10. COMMUNICATIONS
Mayor Adams reported on the Rohnert Park People Services Center ribbon cutting on October
2°d 2024 and Big Blue Weekend at Sonoma State University.
Councilmember Rodriguez invited all to attend the Public Safety Pancake Breakfast this
Saturday and the Chamber of Commerce AM Breakfast with Congressman Thompson next
week. She also reminded all to be mindful of tomorrow's Walk and Roll to school.
Vice Mayor Giudice invited all to attend the Peace Garden and Clean Up this Saturday and the
Rotary's annual Thanksgiving dinner this year at the Senior Center.
