A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
ACCEPTING FEDERAL SUBGRANT AWARD OF $10,189.15 FROM THE
HAZARD MITIGATION GRANT PROGRAM (HMGP) AND AUTHORIZING THE
FINANCE DIRECTOR TO APPROPRIATE SAME TO THE
AUTONOMOUS FIRE WATCH SYSTEM PROJECT (CIP2304)
WHEREAS, in August 2021, the City submitted a grant subapplication to the
Governor's Office of Emergency Services (CaIOES) for the Autonomous Fire Watch System
("Project"), a project to design, purchase and install an infrared camera system to monitor fire
and hotspot activity along the eastern wildland-urban interface of Rohnert Park; and
WHEREAS, in July 2022, CalOES notified the City that Federal Emergency
Management Agency (FEMA) awarded the City a subgrant in the amount of $152,837.25 in
Hazard Mitigation Grant Program (HMGP) funds for the Project; and
WHEREAS, in August 2022, the City Council adopted Resolution No. 2022-098, adding
the Project to the FY 22-23 Capital Improvement Plan as Project No. CIP2304, with a budget of
$226,783.40 which included the $152,837.25 in HMGP funds and $73,946.15 in local match
funds.
WHEREAS in April 2023, the City was notified by CalOES of an additional award of
$10,189.15 in HMGP Subrecipient Management Cost Reimbursement funds to be used on
administration of the grant funds for the Project; and
WHEREAS, the Project is an important regional hazard mitigation project; and
WHEREAS, the City needs to formally accept the $10,189.15 in HMGP Subrecipient
Management Cost Reimbursement grant funds for proper accounting and compliance with
internal procedures.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rohnert
Park accepts the grant award of $10,189.15 in Federal HMGP funding.
BE IT FURTHER RESOLVED that the Finance Director or their designee is
authorized to increase appropriations in the amount of $10,189.15 and to make any other
accounting adjustments necessary to execute the supplemental HMGP subgrant in accordance
with applicable laws.

Dear Ms. Piedra:
The California Governor's Office of Emergency Services (Cal OES) received
notification that the Federal Emergency Management Agency (FEMA) has
approved $10,189.15 in funding for subrecipient management costs (SRMC).
SRMC are costs incurred while administering a Hazard Mitigation grant subaward.
A copy of FEMA's letter is enclosed for your records.
Payments are made on a reimbursement basis using the specialized Subrecipient
Management Cost Reimbursement Request Form. Subrecipients are reminded to
document their SRMC separately from direct project expenditures. To qualify for
SRMC reimbursement, subrecipients must first incur and seek reimbursement for
direct project expenditures via the specialized Project Expenditures
Reimbursement Request Form. Reimbursement for SRMC is capped at five
percent of a project's cumulative direct project expenditures. Please note that
your organization must maintain an active registration in the SAM.gov (System for
Award Management) database for the duration of this grant subaward.
Please read the enclosed supplement. In accordance with Title 44 Code of
Federal Regulations, Part 206.440, if you disagree with FEMA's obligated amount
or scope of work listed in the supplement, you can appeal. All appeals must be in
writing and received by Cal OES within 60 days from the receipt of this letter.

This letter is to approve and issue Hazard Mitigation Grant Program (HMGP) Subrecipient
Management Cost (SRMC) funds for projects under the above -referenced disasters. The total SRMC
of $2,205145.43 has a 100 percent Federal share with no matching requirement. This is summarized
below by disaster number and includes 32 individual projects across six disasters. These funds are
available in SmartLink for immediate and eligible disbursements.

In accordance with the Hazard Mitigation Grants Management Costs (Interim) Policy (FEMA Policy
#104-11-1), FEMA will provide all management cost funding to the Recipient, and the Recipient
must provide the SRMC funding for documented actual costs, up to 5 percent of the total amount of
the HMGP award.
These funds are available for subrecipients through the activity completion date of each individual
project. The Recipient is responsible for monitoring all awards, including grant management costs,
through closeout and ensuring all SRMC incurred are in adherence with the Disaster Recovery
Reform Act (DRRA) and Hazard Mitigation Grants Management Costs (Interim) Policy. SRMC
needs to be documented in future closeout letters to ensure these costs do not exceed 5% of the final
project costs.
