6. DISCUSSION ITEMS
6.1 PRESENTATION – Received an informational report on the Local Hazard Mitigation Plan Update (This is not a project under the California Quality Act (CEQA)
BACKGROUND: A Local Hazard Mitigation Plan (LHMP) is a strategic plan that
identifies natural hazards and vulnerabilities and identifies mitigation actions that will reduce risk across the city. The Federal Emergency Management Agency (FEMA) requires an LHMP to be updated and approved every five years to be eligible to apply for and/or receive many forms of funding for disaster mitigation and recovery.
7. DEVELOPMENT ACTIVITY UPDATE Update on projects throughout the City of Rohnert Park that have received Planning approval and are currently under construction, as well as anticipated future applications to be submitted to the Planning Commission. Additionally, summarized the Planning Division accomplishments
achieved in 2024. 8. YEAR’S HIGHLIGHT VIDEO SLIDE SHOW Chairperson Epstein presented the City of Rohnert Park 2024 Year in Rohnert Park video slide show to the Planning Commissioners and Staff.
9. ITEMS FROM PLANNING COMMISSION Commissioner Orloff emphasized the need for upgrades in the Southwest corridor, highlighting his ongoing concerns about its current condition. He recommended that stakeholders improve
transparency regarding the processes for any proposed enhancements. Additionally, he
suggested organizing a meeting with both large and small shopping center owners to collaboratively develop a plan that could include loan options to support property upkeep. Chairperson Epstein extended his appreciation to the Commissioners and the Planning Division
Staff for their ongoing support and for keeping the commission informed about all planning
matters throughout 2024. He also announced his anticipation of handing over the chairmanship to Commissioner Marc Orloff for the year 2025. 10. ITEM FROM DEVELOPMENT SERVICES STAFF
Director Ali Giudice provided an update on the Planning Commissioner Academy, which is scheduled to take place from March 5th to 7th, 2025, in Santa Rosa. She informed the Commission that the registration process has commenced to ensure all Commissioners are enrolled. She will also be attending the event and is eager to engage with the Commissioners at
the event.
In January 2025, the City Council will discuss, review, and approve appointments for the Planning Commissioner vacancy. Additionally, the transition of the Chair and Vice Chair positions will also occur at that time.

BACKGROUND:
SOMO Village Planned Development, located south of Camino Colegio and east of Bodway Parkway, is a 175-acre redevelopment project, converting the former HP/Agilent commercial campus into a walkable, sustainable, mixed-use community. The Final Development Plan for this
project was adopted in 2010 and amended in 2021. The Design Guidelines adopted along with the project set expectations for signage and call for comprehensive sign guidelines to be outlined in a SOMO Signage Master Plan. At this point, the first phase of SOMO Village's residential development is nearing completion, and the site's commercial core is nearing full occupancy. As an area with existing development, there are some existing monument signs, business signs, and
directory signs. The applicant seeks to establish the SOMO Signage Master Plan that would apply to future signage to maintain design continuity, facilitate the approval of new commercial tenants, and implement its vision for the project area.
SUMMARY:
SOMO has proposed a sign program that sets standards and guidelines for signage throughout the project site, including signage for commercial tenants, monument sites, event and seasonal signs, and wayfinding signage. The proposed sign program includes the following components:

• Sign Submittal Process and Tenant Responsibilities
• Construction Criteria, Sign Allowances, and Size Standards
Section 1, Introduction, outlines the objectives of the sign program, identifies the applicable
zones for the project, and sets definitions for the various types of signs regulated under this
program. As described in this section, the sign program is designed to allow flexibility while maintaining a cohesive design scheme, celebrating the community's unique identity, and encouraging the selection of simple, timeless materials, colors, and graphics.
Section 2, Design Inspiration and Examples, includes images of desired signage styles to
illustrate the standards and objectives of the sign program. These examples demonstrate the desired balance of contemporary urban character and natural elements. Some examples are included within Figure 2, below.

Section 3, Sign Submittal and Tenant Responsibilities, outlines the relationship between the landlord and the tenant, and identifies prohibited sign types, which includes most temporary signs, window signs, banners, flashing signs, and paper or cardboard signs in storefront
windows. Section 4, Construction Criteria, Sign Allowances and Sign Standards, provides the allowances and standards City staff will use, along with the conditions of approval, to review and approve specific sign permits. Construction criteria ensure that signs will be weatherproof,
minimize damage to structures, and set hours for illumination of signs near residential areas. Materials used could include metal (such as Corten steel, stainless steel, and aluminum), wood, concrete, glass, plastic (vinyl or acrylic), and neon (glass or LED). ANALYSIS: The project is located within the SOMO Village Planned Development Area and is subject to the standards of the SOMO Village Final Development Plan, SOMO Village Design Guidelines, and
Rohnert Park Municipal Code (RPMC) Article XV.A. - Sonoma Mountain Village Planned Development Zoning District. As a Sign Program, this project is processed under the provisions

of RPMC Chapter 17.27 – Signs. The proposed Sign Program complies with these standards, as described below. SOMO Village Final Development Plan
The SOMO Village Final Development Plan (FDP) provides high-level project objectives, along with zoning information and proposed improvements. These objectives address economic development, building community, and pedestrian amenities. The proposed sign program provides for attractive business signage, civic signs, monument signs, wayfinding signs, and
directory signs that help achieve these objectives.
The FDP also specifically calls for the inclusion of interpretive signage along bike and pedestrian paths. The proposed sign program sets standards for these signs.
SOMO Village Design Guidelines
The SOMO Village Design Guidelines outline essential attributes to reinforce the physical and social structure of “place” to meet the goals of the Final Development Plan. This document includes principles and guidelines for signage and monumentation, including the following:
• Encourage visitors and residents to explore the amenities at SOMO Village
• Consider specifications that will ensure the program to be understood by a wide range of user groups, modes of access, and those with disabilities
• Provide clearly legible signs that are simple and easy to understand
• Recommend a 24-hour strategy for the signage program, allowing for maximum use of outdoor public open spaces
• Select simple materials, colors, and graphics that will endure the test of time
• Propose functional signage forms that will not block views, detract or distract from the natural and built environment
• Explore digital signage information opportunities to keep SOMO Village on the forefront
of design and innovation
• Celebrate the unique identity of the community
• Develop a “family” of signs that will maintain clear cohesion throughout the community, while allowing for “special sign moments” at key locations to provide diversity and
interest
• Vary signage materials to express the life balance at SOMO Village - one that combines the best of a mixed-use lifestyle with commercial and community experiences
• Express a relaxed pace of life through simplicity of color and naturally inspired materials
The proposed sign program is designed to celebrate the unique identity of SOMO Village. The taller monument signs allow for the “special sign moments” envisioned by the code. The interpretative signs and inclusion of QR codes provide an interactive experience and meet SOMO’s goals to integrate technology and innovation. The emphasis on simple, timeless,
durable materials in the proposed sign program aligns with the design principles and will provide a cohesive image and sense of place. Municipal Code Article XV.A – Sonoma Mountain Village Planned Development Zoning District
This section of the municipal code contains specific development standards, intended to create a

well-designed, pedestrian-oriented, economically viable neighborhood. This code states that “signage requirements for size, type, location, lighting and materials are contained in the SV DRB Design Standards.” As described above, the proposed sign program is consistent with the applicable design guidelines.
Municipal Code Chapter 12.27 - Signs Applications for sign programs are guided by the standards, criteria, and findings in Chapter 12.27 of the municipal code. The standards in this chapter ensure that signage is appropriately scaled, in harmony with the character and appearance of the building or use and regulates the
number and size of signs to protect against adverse impacts. Table 1 below compares the proposed sign allowances within SOMO Village with the standards for allowed signs within the mixed-use district. While the proposed sign program would allow larger signs than that strictly allowed in the code for individual signs; the program as proposed,

In order to regulate the number of signs and minimize visual clutter, staff recommends the following conditions of approval on this sign program: 1. One monument sign shall be allowed at each entrance to the SOMO Village Planned
Development Area, at each entrance to the SOMO Commercial Core (Transect T7),
and one monument sign and/or art installation shall be allowed in the center of each roundabout.
2. In addition to a window and door sign per tenant frontage, each tenant shall be
allowed up to three of the following signs per frontage: wall, trellis, canopy, awning, or blade sign.
These conditions allow the developer and their tenants flexibility, while complying with the purpose of the Sign Ordinance.
The analysis of this application was guided by RPMC Section 17.27.040(G), Findings. Staff has evaluated the required criteria and has prepared the appropriate findings recommending approval with conditions in the resolution attached.

PLANNING COMMISSION RESOLUTION NO. 2025-01 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROHNERT PARK APPROVING A SIGN PROGRAM FOR THE SOMO VILLAGE PLANNED DEVELOPMENT AREA
WHEREAS, the applicant, Leah Tibbens for SOMO Commercial LLC, filed Planning Application No. PLSI24-0025 for a Master Sign Program for the property located within the SOMO Village Planned Development Area, as identified in Exhibit A, in accordance with the City of Rohnert Park Municipal Code;
WHEREAS, Planning Application No. PLSI24-0025 was processed in the time and manner prescribed by State and local law; WHEREAS, on January 23, 2025, the Planning Commission reviewed Planning Application
No. PLSI24-0025 at which time interested persons had an opportunity to testify either in support of
or opposition to the project; WHEREAS, at the January 23, 2025 Planning Commission, upon considering all testimony and arguments, if any, of all persons desiring to be heard, the Planning Commission considered all
the facts relating to Planning Application No. PLSI24-0025.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ROHNERT PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct.
Section 2. Factors considered. The Planning Commission, in approving Planning Application No. PLSI24-0025 makes the following findings, to wit:
A. That the proposed location of the use is in accordance with the objectives of the zoning
ordinance and the purposes of the district in which the sign is located, as it provides for the installation of attractive business signage, civic signs, monument signs, wayfinding signs, and directory signs that achieve the objectives of the SOMO Village Final Development Plan and emphasizes the use of simple, timeless, durable materials that integrate natural
materials, consistent with the SOMO Village Design Guidelines and municipal code.
B. That the proposed location of the sign and the conditions under which the sign would be operated and maintained will not be detrimental to the public health, safety or welfare, or materially injurious to properties or improvements in the vicinity, as the signs will be
located out of the City right of way, public easements, or vision triangles, will be
constructed of sturdy weatherproof material, and will be designed and installed by professionals holding the appropriate credentials and insurance. Section 4. Environmental Clearance. The project is categorically exempt from the California
Environmental Quality Act (CEQA), Article 19, Section 15311(a) accessory structures on-
premises signs. NOW THEREFORE BE IT RESOLVED, that the Planning Commission does hereby approve Planning Application No. PLSI24-0025 subject to the following conditions:

1. Prior to the installation of any signs, the applicant shall submit and receive approval of a Sign Permit application from the Planning Division and apply for the necessary building permits.
2. The signs shall conform to Exhibit B attached hereto.
3. Every sign and all parts, portions and materials must be maintained in good repair. The
display surface of all signs must be kept clean, neatly painted, and free from rust,
cracking, peeling, corrosion or other states of disrepair. This maintenance obligation includes the replacement of broken faces, repainting of rust, chipped or peeling structures or faces within fifteen days following written notification by the city. When there is a change or discontinuance of a business or occupancy such that a sign no longer
represents a place of business or occupancy, the sign must be removed or the name of
the prior business or occupant either removed, or the sign face covered in a manner that blends with the building or supporting structure.
4. One monument sign shall be allowed at each entrance to the SOMO Village Planned Development Area, at each entrance to the SOMO Commercial Core (Transect T7), and one monument sign and/or art installation shall be allowed in the center of each roundabout.
5. In addition to a window and door sign per tenant frontage, each tenant shall be allowed up to three of the following signs per frontage: wall, trellis, canopy, awning, or blade sign.
BE IT FURTHER RESOLVED that said action shall not be deemed final until the appeal period has expired and that the appeal period shall be ten (10) working days from the date of said action. No building permits shall be issued until the appeal period has expired, providing there are no appeals.

Signage in the General Urban Zone identifies medium density residential and
diversity in single family detached homes and townhomes. Residential signage
incluedes project signs at each entry from a main thourough-fare. Sales phase
signage may be utilized at the discretion and approval of the Landlord.
T3 Suburban Zone
Signage in the Suburban Zone identifies low density residential, home occupations
and accessory buildings.
CS Civic Space Zones
Signage in the Civic Space Zone identifies open spaces, artworks, public safety,
parks, playgrounds, recreation fields, public events and civic buildings.

1.2 SIGN TYPES
Monument Signs
Property identification signages, typically ground level and freestanding with
information designed for vehicles to identify and read quickly.
Site Wayfinding Signs
Signs to identify the site, announce arrivals at desinations, convey the rules and
regulations of spaces, provide information such as distance or context, and idenfity
bike networks or special conditions around the community. Includes signage for
pedestrians, cyclists and vehicle traffic.
Site Intrepretive Signs
Used as a storytelling tool by providing contextural and engaging informaiton
to share meaning and connect people and their surroundings. Communicates
information about a natural area, public access site, art installations and such.
Includes the use of QR codes for more context.
Site Civic Signs
Used to identify open spaces, pathways, artworks, public safety, parks, playgrounds,
recreation fields, public events and civic buildings. Designed to be placed selectively
at key moments throughout the community to inform and educate the public on the
environment, culture, history, sustainable strategies,

Tenant Storefront Wall, Trellis, Canopy and Awning Signs
Tenant signs immediately next to the primary entrance door. Tenants wall, trellis,
canopy or awning signs could be in combination to attract and inform.
Tenant Blade Signs
Tenant signs which hang vertically and installed immediately next to the tenant’s
primary entrance door.
Tenant Window Signs
Tenant signage used for sharing hours of operation installed immediately next to the
tenant’s primary entrance door, large window or sidelight window.
Residential Signs
Residential signage to identify neighborhoods and allow for additional signage
for neighborhoods, in addition to condominium and apartment leasing and sales
information.

1.0 INTRODUCTION
This Master Sign Plan has been prepared to set standards and guidelines for
signage elements while allowing flexibility and visible cohesion. It is intended to
ensure compliance in particular to the provisions regulating the design, illumination,
location, material, number of, size and type of sign.
The plan is designed to foster communication with visotors and residents to facilitate
orientation and wayfinding as below:
• Sense of welcome and arrival
• Statement of identity
• Continuity with Master Plan design elements
• Encourage all to explore the amenties with effective and efficient circulation,
vehicular and pedestrian wayfinding signage types and styles (excluding standard
roadway signs which are part of the infrastructure plans)
The plan objectives include but are not limited to the below:
• Provide for the use of durable, long-lasting materials, respecting the natural
environment of the region
• Selection of simple materials, colors and graphics that will endure the test of time
• Celebrate the unique identity of the community
• Express a relaxed pace of life through color and materials
• Allow SOMO Village to approve property signs adhering to the design criteria
contained herein.
1.1 SITE ZONING
SOMO Village’s zoning as a Planned Development provides a Project Code for land
use which includes “transect” zones. These seven (7) Transect Zones guide the
signage criteria. The zones are as follows:
T7 Light Industrial Zone and T6 Urban Core Zone
Signage in the Light Industrial Zone and Urban Core Zones identifies campus-like
environments in retail, mixed-use commercial, and civic spaces with the highest
density, heights and greatest variety of uses. The designs of these signs are brand
and image driven to support the vibrant heart of the SOMO Village commercial
community. This zone includes buildings 1100-1500 Valley House Drive.
T5 Urban Center Zone
Signage in the Urban Center Zone identifies high density buildings that accomodate a
mix of uses to include but not limited to retail, offices, townhoumes, apartments and
condominiums, and civic spaces.

3.1MASTER SIGN PROGRAM

3.1 SIGN SUBMITTAL PROCESS
All signs must be designed by a qualified professional, i.e., architect, designer or
others whose principal business is the design, manufacture, or sale of signs. All
installers must be licensed to perform such work.
All sign manufacturers and installers must provide Landlord with a current certificate
of insurance naming Landlord as additional insured with primary wording and waiver
of subrogation for general liability, as well as provide automobile coverage and
workers compensation coverage, prior to commencement of work on site.
Prior to the manufacturing of any sign, Tenant shall submit to the Landlord for
approval two (2) copies of detailed shop and/or architectural drawings.
All requests for signage shall include:
a) A site plan showing proposed sign location;
b) Detailed plans showing letter construction to include font, font size,
layout and color (include all copy and graphics);
c) Detailed plans showing electrical connections and lighting details;
d) Detailed elevations showing proposed signage, including scale and
dimensions;
e) Samples and descriptions of the proposed sign copy, colors and materials;
f) Details of waterproofing;
g) Detailed description of method of attachment.
Landlord’s written approval of Tenant’s prepared sign drawings and specifications is
required. Landlord shall review submittal for conformance with the sign criteria and
overall design quality.
Approval or disapproval of sign submittals based on aesthetics of design or space
available for the sign shall remain the sole right of the Landlord. In such an event,
Landlord will work closely with the Tenant and its sign contractor to develop an
acceptable sign.
Sign approval will expire one (1) year from the date of issuance.
3.2 TENANT RESPONSIBILITIES
Tenant shall pay for all costs for its signs including design, manufacturing,
installation, repairs, maintenance and any permitting, if required.
Every sign and all parts, portions and materials must be maintained in good condition
and repair. The display surface of all signs must be kept clean, neatly painted,
and free from rust, cracking, peeling, corrosion or other states of disrepair. This
maintenance obligation includes the replacement of malfunctioning or burned out
lamps or lighting, replacement of broken faces, repainting of rust, chipped or peeling
structures or faces within fifteen days (15) following written notification by Landlord.
Landlord reserves the right to periodically hire an independent engineer or sign
company, at Tenants sole expense, to inspect the intallation of Tenants signs. Tenant
will be required to have any discrepancies and/or code violations corrected at
Tenants expense. All code violations, request for sign removal, and/or discrepancies
not corrected or completed within twenty-one (21) days of written notice, may be
corrected by the Landlord at Tenants expense.
Any unsafe sign may be removed by the Landlord without prior notice, at Tenants
expense. If an unsafe sign remains unclaimed for a period of thirty days after notice
of removal is sent to the Tenant, Landlord will deem it to be unclaimed personal
property and it may be disposed of in accordance with applicable laws.
Upon vacating, tenant must remove the sign and all hardware, patch, paint, repair
and restore the wall of the building or grounds of the premises to an as-new
condition within fourteen (14) days of vacating.
Tenant name on site wayfinding and multi-tenant directories is provided by Landlord,
at Tenants expense.
3.3 NOT ALLOWED:
Temporary signs, windows signs (except as noted in 1.1), placards, flags, pennants,
banners of any type.
Signs with manufacturer’s names, stamps or decals visible from normal viewing
angles are allowed on the sign.
Flashing and/or audible signs. No signs on the soffit, above the facia.
Signs in the public right of way or on public property.
Paper, cardboard or styrofoam signs on storefronts or windows.
Signs located within a vision triangle.
Signs that have not beeen specifically approved by Landlord.

4.1 CONSTRUCTION CRITERIA
All signage shall comply with all local building codes and this sign program.
Tenant shall pay all costs for its signs including design, manufacture, installation and
maintenance.
All sign designs shall include only the busines name in individual channel style
letters along with logo. Channel style depicts three dimensional with individual
lettering and single logo/iconography.
All signs must be designed to minimize the number of holes drilled, if to be attached
to the building.
All illuminated signs will be low voltage, LED halo lit or other high efficiency
lighting, constructed with new materials most suitable for their intended purpose
and designed to be weatherproof to protect the sign and its components from the
weather. Signs both visible from and within one hundred feet of a residential area
may not be illuminated between 10 p.m. and 7 a.m.
Tenants sign contractor shall completely install and connect sign and primary wiring
at sign location per Landlords approval. Signs are to be connected to the J-box,
which is connected to the Tenants electrical panel and controlled by a 7-day, 24-hour
time clock or photo sensor which is all to be provided by the Tenant for control of the
illumination of the Tenants sign.
All exterior signs shall be secured by concealed fasteners which are stainless steel
nickel or cadmium plated.
No signs shall be placed within the City right of way and/or public easements.
4.2 Sign Allowances and Size Standards
4.2.1 Site Monument Signs
Ground level, freestanding with maximum height not to exceed 20’ in height and
1,000sf in size.
4.2.2 Site Wayfinding Signs
4.2.2.1 Vehicular
Typical traffic-control roadway signage such as speed limits and stop signs will be
included in the Infrastructure planning and reviewed by the City in the Sub-Phase
Application.
4.2.2.2 Site Wayfinding Signs - Pedestrian
Ground level, freestanding with a maximum height not to exceed 12’ and 200sf in
size.
4.2.2.3 Site Intrepretive Signs
Ground level, freestanding with a maximum height not to exceed 12’ and 200sf in
size.
4.2.2.4 Site Directory Signs
Ground level, freestanding with a maximum height not to exceed 12’ and 200sf in
size.
4.2.2.5 Site Building Address Signs
Individual building address numbers with a maximum height not to exceed 4’ and
36sf in size.
New and existing buildings shall have approved illuminated address numbers,
building numbers or approved building identification placed in a position that is
plainly legible and visible from the street or road fronting the property. Where access
is by means of a private road and the building cannot be viewed from the public way,
a monument, pole, or other approved sign or means shall be used to identify the
structure. The numbers shall contrast with their background. Address numbers shall
be Arabic numerals or alphabet letters. Size and location of the Address Numbers
shall be approved by the fire code official. (per California Fire Code Section 505)
4.2.2.6 Residential Building Address Signs
One- and two-family dwellings:
Address numbers for one and two family dwellings shall be a minimum of 4 inches
in height with a minimum stroke width of one half (0. 5) inches. (per California Fire
Code Section 505 1.1)
Numbers for other than one- and two-family dwellings:
Each address identification character shall be not less than twelve ( 12) inches high
with a minimum stroke of one inch. Suite and unit numbers shall not be less than six
(6) inches high with a minimum stroke of threequarters ( 0. 75) inch or as approved by
the fire code official. (per California Fire Code Section 505 1.2)
Complex directory:
Where two or more buildings cannot be viewed from the public way or when
determined by the fire code official, an illuminated complex directory, monument,
pole or other approved sign or means shall be used to identify the structures at the
main entrances to the property. (per California Fire Code Section 505 103)
4.3 Site Event and Seasonal Signs
Typically parking pole banners are allowed on a case-by-case basis to advertise
or publicize special or seasonal events and business events, subject to Landlord
approval. Banner fabric must be durable, weather resistant and maintained in good
repair. Light pole banner size shall not exceed 15sf with 7” top and bottom pole
pockets.
4.4 Site Directory - Multi Tenant Signs
Gound level, freestanding with a maximum height not to exceed 16’ and 350sf in
size.
4.5 Tenant Wall or Trellis Signs
One (1) or more sign is allowed on each face of the building exterior wall or trellis at
or above tenants primary entrance.
Signs are limited to the tenant name and logo/iconography.
Exterior Wall or Trellis sign shall not exceed a maximum individual lettering and logo
or iconography size of 36” in height from the top of the tallest letter ot the bottom of
the lowest letter. Shall have 1.5” standoffs from backing material, if applicable.
Shall be reverse channel letters with diffusted plastic backs and white or black
finishes on returns.
Shall be interior halo illuminated with LED lights.
Shall include a time clock or photocell module.
4.6 Tenant Canopy or Awning Signs
Awning signs are to be not more than 50% of the awning face.
Sign width on the sloped face or valance is limited to 85% of the awning width, on
the sloped awning surface the maximum size of logos limited to 2 square feet.
For awnings, on the valance, the height of the letters should be limited to 85% of the
valance height.
Shall be non-illuminated.

4.7 Tenant Blade Signs
One (1) sign to hang vertically from tenant storefront, are allowed on one (1) face of
the building exterior to further signify and direct to tenants primary entrance.
Shall be mounted horizontally from the building wall.
Shall not exceed 20sf.
Shall be non-illuminated.
4.8 Tenant Window Signs
One (1) tenant window signs is allowed to be installed adjacent to the primary
entrance door, large window or sidelight window only.
Shall be white vinyl or light box channel letters encased and sized to be not more
than 25% of the glazed area, with height within the window frame.
If illuminated, must be of box design with LED illumination.
