CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Giudice called the joint regular meeting to order at 5:00 p.m., the notice for which being legally noticed on January 23, 2025. Mayor's Proclamation: Proclaiming February 2025 as Black History Month in the City of Rohnert Park. Mayor Giudice read the proclamation and presented it to Santa Rosa Junior College Board of Trustee Member Andre Bailey and ARS Roofing and Gutters CEO/President Letitia Hanke. B. FY 2024-25 Budget Implementation and Project Update from Sonoma Water Assistant General Manager Brad Sherwood and Director of Engineering Kent Gylfe. SSU STUDENT REPORT A. AJ Franklin, Legislative Representative, Sonoma State University Associated Students, Inc. (SSU, ASI) was not present to provide a report. 6. DEPARTMENT HEAD BRIEFING None. 7. PUBLIC COMMENTS Steve Keith spoke about changes needed in the City's Municipal Code and item 8.D. 8. CONSENT CALENDAR 8.A Acceptance of Reports from Finance Department: 1. Operations Manager Bunte and Davey's Tree Service Consultant Anne Fenkner presented this item. Arborist Keck answered questions from the Council. Recommended Action(s): Receive an informational presentation regarding the City's Tree Inventory and Resource Analysis Report by Davey Resource Group. PUBLIC COMMENTS: None. Council received the report. B. Receive Informational Update on Capital Improvements Program (CIP); Discuss and Direct Staff on Planned FY 25-30 Projects; and Adopt a Resolution Amending the Fiscal Year 2024-25 (FY 2024-25) CIP Budget to Appropriate $1,003,000 from Public Facilities Fee Fund (Fund 4250) for Snyder Lane/Keiser Avenue Intersection Improvements (CIP2201) Increase the Project Budget for CIP2201 from $2,400,000 to $3,403,000 (Exempt Under California Environmental Quality Act (CEQA) Guidelines §§15306). Senior Analyst E. Tacata and Director of Public Works Garrett presented this item. Recommended Action(s): 1) receive an informational report; 2) provide direction on the Planned FY 25-30 Projects; and 3) Adopt Resolution 2025-007 Amending the Fiscal Year 2024-25 (FY 2024-25) CIP Budget to Appropriate $1,003,000 from Public Facilities Fee Fund(Fund 4250) for Snyder Lane/Keiser Avenue Intersection Improvements(CIP2201) Increase the Project Budget for CIP2201 from $2,400,000 to $3,403,000. City Standing Committees, Council Liaison Assignments, Outside Agency and Mayors & Councilmembers/City Selection Committee Appointments and Reports Under Government Code Section 53232.3(d): • Councilmember Elward reported on the Homeless Coalition Board (1/22) • Councilmember Rodriguez reported on the Rohnert Park Chamber of Commerce Board of Directors Meeting (1/21). • Councilmember Adams reported on the ABAG General Assembly Meeting. • Vice Mayor Sanborn reported on the Zero Waste Sonoma(1/16), Santa Rosa Plain Groundwater Sustainability Agency (1/16). • Mayor Giudice reported on the Golden Gate Bridge, Highway and Transportation District Building and Operating Committee, Finance-Auditing Committee & Governmental Affairs and Public Information Committee (1/23) and the Golden Gate Bridge, Highway and Transportation District Board of Directors meeting (1/24). 11. COMMUNICATIONS Councilmembers Rodriguez stated that the RPPSOA Crab feed was very enjoyable and fun and invited all to attend cookies with a cop tomorrow at the John Reed Elementary School. Councilmember Elward stated the Human Trafficking Movie and Panel of Experts at SSU was great. Mayor Giudice stated that he attended the Rotary Peace Conference 2025 on January 24-26, 2025 in Rohnert Park and that he recently dedicated three peace poles within the City. 12. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA Councilmember Rodriguez requested to discuss communications protocols at a future meeting. The request was supported by Councilmember Adams. 13. PUBLIC COMMENT None. 14.
