MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL
OF THE CITY OF ROHNERT PARK
Wednesday, February 13,2025
1. CITY COUNCIL SPECIAL MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the special meeting to order at 9:07 a.m., which was legally noticed on
February 11, 2025.
All Council Present: Gerard Giudice, Mayor
Emily Sanborn, Vice Mayor
Susan H. Adams, Councilmember
Jackie Elward, Councilmember
Samantha Rodriguez, Councilmember(arrived at 9:08 a.m.)
Staff present: City Manager Piedra, City Attorney Kenyon, Deputy Chief Johnson,
Director of Human Resources Cannon, Director of Community Services Bagley, Director
of Development Services Giudice, Director of Public Works Garrett, Director of Finance
Howze, Information Systems Manager Cotter, and City Clerk Lopez Cuevas.
2. DISCUSSION AND DIRECTION REGARDING CITY COUNCIL STRATEGIC
PRIORITIES
This Strategic Priorities Workshop was facilitated by Jan Perkins, Vice President of Raftelis.
Discussions led by Jan Perkins included City Manager/Council effectiveness, review of the
City's Vision, Mission, and Values, City Manager's Operational Plan, Council annual
priorities and multi-year goals,review of accomplishments, challenges, current initiatives, and
opportunities to discuss and establish council priorities.
PUBLIC COMMENTS:
Peter Skafe spoke about friendship and results.
Pamela Granger spoke about tobacco retail licenses.
Steve Keith spoke about trails,recycling, and municipal code reform.
Megan Brys spoke about health and the use of tobacco amongst the young community.
Omar Lopez spoke about housing.
Mayor Giudice declared a brief recess at 10:44 a.m. and reconvened the meeting at 11:04 a.m.

ACTION: By consensus (none opposed), Raftelis will complete a workshop
report that will include the feedback shared by the Council today,
including four broad goals for the Council: Long Term Financial

Sustainability, Community Quality of Life, Planning and
Infrastructure, and Organization Well Being. The report will also
include the Council's top three priorities: Continue Progress on the
Downtown, Focus on Infrastructure and Beautification, and
Emergency Management. The Council will confirm these priorities
at a future City Council Meeting.
4. ADJOURNMENT
Mayor Giudice adjourned the special meeting at 2:33 .m.
