RIGHT TO APPEAL: Judicial review of any city administrative decision pursuant to Code of Civil

specified in Section 1094.6 of the California Code of Civil Procedure, which generally limits the time
within which the decision may be challenged to the 90th day following the date that the decision
becomes final.
SIMULTANEOUS MEETING COMPENSATION DISCLOSURE (Government Code Section
54952.3): Members of the City Council receive no additional compensation as a result of convening this
joint meeting of the City Council and the Rohnert Park Financing Authority.

At this time, any Councilmember may request the City Manager or Designee to add an item to a
future agenda. Pursuant to the City Council Protocols, a concurrence of two Councilmembers is
needed for the City Manager to consider the request. In accordance with the Brown Act,
Councilmembers may only discuss whether the item should be placed on a subsequent agenda for
deliberation and action. The City Manager will be responsible for placement of requested items on
the agenda after evaluation of all requests for, among other things, time -sensitivity, and number of

MARCH 2O25 AS AMERICAN RED CROSS MONTH
IN THE CITY OF ROHNERT PARK
Vbereag, this March, we celebrate American Red Cross Month by recognizing the compassionate
acts of people in the City of Rohnert Park and by renewing our commitment to lend a helping hand to
our neighbors in need; and
Vbereag, since Clara Barton founded the American Red Cross almost 150 years ago, generation
after generation has stepped up to deliver relief and care across our country and around the world. The
volunteers, blood and platelet donors, and financial supporters who now give back through the
Sonoma/Napa Disaster Response Area of the American Red Cross remain unwavering in their
commitment to prevent and alleviate human suffering in the face of today's emergencies; and
Vberea!5, these voluntary and generous contributions shine a beacon of hope in people's darkest
hours — whether it's delivering shelter, food, and comfort during disasters; providing critical blood
donations for hospital patients; supporting service members, veterans, and their families; saving lives
with first aid, CPR, AED, and other skills; or delivering international aid and reconnecting loved ones
separated by global crises; and
Vberea!g, this work to uplift our community is truly made possible by those who selflessly answer
the call to help, whenever and wherever it's needed. We hereby recognize this month of March in

Hi to all of you: and thank you, council members for all the hard work and effort for our
Rohnert Park. I am wondering if there could be a question put to the council regarding a need
for community garden space? Maybe the city could see if there is more space available to
share with community to create garden space for citizens? After two years on a wait list I
arrived this morning to find that the available spaces were already distributed for the year.
(There is more to this story- but I don't care to elaborate at this time- suffice to say; my
conclusion is that it's not possible to get a space- in that garden - if your not "in the know")
Just asking about possibilities of getting an adjenda item (or something like that regarding
creating more community garden space for the large of us who area artment dwellers? please

Dear City Council,
I am writing to formally request that the City of Rohnert Park reconsider its
stance on allowing residents to keep backyard chickens within city limits. Many
neighboring cities, including Santa Rosa and Cotati, already permit residents to
keep hens, providing numerous benefits to families and the community as a
whole.
With the rising cost of eggs and increasing concerns over food security, allowing
backyard chickens would be a meaningful way for Rohnert Park to support its
residents. A well -regulated ordinance could ensure that only a reasonable
number of hens (not roosters) are allowed, minimizing noise concerns while still
providing families with a sustainable and cost-effective food source.
Some key benefits of allowing backyard chickens include:
• Food Security & Affordability - With egg prices soaring, having a
personal supply of fresh eggs would ease financial strain for families.
• Environmental & Waste Reduction - Chickens help reduce food waste
by consuming scraps and producing nutrient -rich compost for
gardens.
• Educational & Community Benefits - Raising chickens teaches
responsibility, sustainable food practices, and self-sufficiency,
especially for children.
• Consistency with Neighboring Cities - Many nearby communities
already allow backyard chickens with reasonable restrictions,
demonstrating that such policies can be successfully implemented
without issue.
I urge the City of Rohnert Park to consider drafting an ordinance that allows
residents to responsibly raise backyard hens. This change would align Rohnert
Park with modern urban farming trends while providing direct benefits to its
citizens.

BACKGROUND AND ANALYSIS:
On June 25, 2024, the Rohnert Park City Council adopted Resolution 2024-051 Declaring an
Emergency Project Pursuant to Public Contract Code Sections 20168 and 22050, Amending the
Fiscal Year (FY) 2023-24 Capital Improvement Plan to Add the Public Safety Antenna and Radio
System Replacement Project (CIP2412) with a project budget of $1,500,000.00, Approving a
budget Amendment to Transfer $1,500,000.00 from Non -Departmental Operating Fund,
Equipment Over $5,000 to the new CIP2412 Project, and award the Construction Contract to
Dailey -Wells.
The City Council is required to review the status of this emergency project at each regular meeting
of the City Council and vote to authorize the continuation of Resolution 2024-051 until the
emergency action is completed.
Since the last report, Daily Wells has started programming the Dispatch Consoles at the remote
location in San Antonio.
Public Safety and Public Works are meeting to discuss existing agreements from the cell phone
providers which will outline replacing existing radio infrastructure at M Park and Station 2.
ENVIRONMENTAL ANALYSIS:
This action is exempt from the California Environmental Quality Act ("CEQA") because it does
not qualify as a "project" pursuant to Public Resource Code Section 21065 and CEQA
Guidelines Sections 15320, 15378 and 15061(b)(3), because it can be seen with certainty that

environment or a reasonably foreseeable indirect physical change in the environment.

RECOMMENDED ACTION:
Receive a Report of Councilmember Elward's Appointment of Jeffrey Tibbetts to serve on the
Parks and Recreation Commission, with a term Expiring December 31, 2028.
BACKGROUND:
The Maddy Act requires the City to prepare a list of all boards, commissions, and committee
appointments made by the City Council no later than December 31 of each year. This list is
also known as the Local Appointments List or Maddy Act List. The Maddy Act List contains
the following information:
a. A list of all appointive terms expiring during the next calendar year, with the name of
the incumbent appointee, the date of appointment, the date the term expires, and the
necessary qualifications for the position.
b. A list of all boards, commissions, and committees whose members serve at the
pleasure of the legislative body, and the necessary qualifications for each position.
The City Clerk posted the abovementioned list on September 10, 2024 (See attachment 1.)
City Council Protocols XI.A.1. requires all persons interested in being considered for service on a
City board, commission, or committee have an application on file with the Clerk's Office. In
October 2024, the Committee, Commission, and Board members were advised of their expiring
term and the City Clerk began recruitment efforts for new members. Outreach efforts included the
following:
1. Social media posts on Facebook, Instagram, and NextDoor.
2. Used the City's website for updates and deadline information.
3. Press releases sent to various outlets and groups, including the Community Voice.
4. Notices posted at various City facilities.
5. Articles posted on the City's Spotlight magazine.
6. Notices distributed to diverse groups including but not limited to the Latino Alliance,
Leadership Rohnert Park Alumni, Sonoma County Bicycle Coalition, Sonoma State
University, Los Cien, Sonoma State University Filipino American Association (FAASSU),
Filipino American National History Society (FANHS), Rohnert Park Chamber of
Commerce, League of Women Voters Sonoma County (LWVSC), Cotati-Rohnert Park
Rotary Club, 100 Black Men, the Rohnert Park Cotati Regional Library, Federated Indians
of Graton Rancheria, NAACP of Sonoma County, and Cotati-Rohnert Park Unified School
District parents/family members.

ANALYSIS:
Most commissions, committees, and boards established by the City Council are advisory to the
City Council. The role of all such commissions, committees, or boards is to make
recommendations to the City Council on matters affecting the City of Rohnert Park. Except as
otherwise provided by state or local law, commissions and committees have no independent role
separate and apart from their role as advisory to the City Council. Commissions, committees, and
boards have no authority to appropriate funds or make policy except as otherwise approved by
the City Council.
For City commissions, committees, and boards with five (5) members, each Councilmember
shall be entitled to appoint one member (City Council Protocols Section XI.A.2.). All other
commissions, committees, and boards not divisible by five (5) shall be selected by the Council as
a whole on an "at -large" basis.
Although the City of Rohnert Park transitioned to a by -district elections system, it is not
required that Councilmembers appoint members within their respective district.
The applications were provided to Councilmember Elward for review and selection.
Councilmember Elward has reviewed the applications and appointed Jeffrey Tibbetts to serve on
the Parks and Recreation Commission, with a term expiring December 31, 2028.

XI. CITY COMMISSIONS, COMMITTEES, AND BOARDS
A. Appointments to City Commissions, Committees, and Boards
The following procedures will be used in considering appointments by the City
Council to the various City commissions, committees, and boards which extend for
a term in excess of six (6) months:
1. All persons interested in being considered for service on a City board,
commission, or committee must have on file with the City an application (fact -
City Council Protocols Page 22 of 27

sheet) or request for reappointment indicating an interest in serving.
Councilmembers may not appoint city employees to serve in City Committees,
Commissions and Board.
2. For City commissions, committees, and boards with five (5) members, each
Councilmember shall be entitled to appoint one member. All other
commissions, committees, and boards not divisible by five (5) shall be selected
by the Council as a whole on an "at -large" basis.
3. At -large nominees must receive a majority vote of the City Council membership
in order to be appointed.
4. Nominations/appointments are made on a rotation basis. Rotation order is by
seniority, based on 1) the date first elected to City Council to present continuous
period of service and 2) the number of votes received in the event of a tie in
period of service. In circumstances in which two members have the same tenure
on the City Council, the number of votes received in the election determines the
position in the sequence, with the Councilmember receiving the highest number
of votes being first. If a Councilmember is appointed to fill a mid-term vacancy,
that Councilmember will go to the bottom of the rotational list. The City Clerk
shall keep a record of the appointments and the Councilmembers' rotation order.
The rotation order shall stay intact for future appointments unless amended or
rescinded.
5. Whenever an appointed member of a commission, committee, or board vacates
a term of office, the Councilmember who nominated/appointed said person, or
the Councilmember's successor in office, shall be entitled to make the
appointment to complete the term of office.
6. Whenever a vacancy occurs on a City commission, committee, or board, the
City Clerk shall post a notice of the vacancy notifying the public of the vacancy
to be filled and the date that applications will be considered to fill the vacancy
in compliance with the Maddy Act.
7. The City Council may establish committees, commissions, boards, or other
taskforces with a nomination/appointment process as the Council deems
appropriate.
B. Policy for Service on City Commissions, Committees, and Boards
1. Attendance
Members of commissions, committees, and boards are expected to attend meetings
on a regular and consistent basis. Board members, commissioners, and committee
members should inform the staff liaison in advance if they are unable to attend a
meeting. Absence without cause from three consecutive regular meetings or more
than three regular meetings within a twelve-month period shall be deemed an
automatic resignation. Cause means "illness or other unavoidable circumstance of
which the staff is notified prior to the meeting." Vacations and other travel are not
cause. The City clerk shall notify the appointing Councilmember and issue a notice
of automatic resignation and post the vacancy.

2. Removal
Each member of a board, commission, or committee created and appointed by the
City Council serves at the pleasure of the City Council. Any Councilmember may
bring forward a proposal to remove a board, commission, or committee member.
Three (3) affirmative votes of the City Council are required to remove a member of
a board, commission, or committee.
3. Role
Most commissions, committees, and boards established by the City Council are
advisory to the City Council. The role of all such commission, committee, or board
is to make recommendations to the City Council on matters affecting the City of
Rohnert Park. Except as otherwise provided in state or local law, commissions and
committees have no independent role separate and apart from their role as advisory
to the City Council. Commissions, committees, and boards have no authority to
appropriate funds or make policy except as otherwise approved by the City Council.
4. Conflict of Interest and Training
All members of commissions, committees, and boards shall abide by the provisions
of the Political Reform Act of the State of California and provisions of the common
law relating to conflicts of interest. All city council members and designated
Conflict of Interest filers, including those serving on any City board or commission,
shall complete any Brown Act training and Ethics (AB 1234) trainings provided by
the City.

beautiful, smartly planned, and well managed community. Now that my children are of an
adult age, I wish to serve and contribute to my local community in a positive and supportive
capacity. I feel my 32-years of planning, engineering, project management, and problem -
solving experience could be well utilized as a Planning Commissioner or on the Parks &
Recreation Commission.

Guard Officer. Most of my time in the Coast Guard was spent in a planning, project,

RECOMMENDED ACTION:
Receive informational report on the City's pavement management program.
BACKGROUND:
On January 28, 2024, the City Council received an informational report on the Five -Year Capital
Improvements Plan (CIP) Budget. Along with explaining the role of the Five -Year CIP as
budgeting and planning document, the report also listed major capital challenges before the City,
including the continued preservation of City's pavement assets.
This report is a primer on pavement management, the funding levels needed to keep pavement in
good condition, and the funding sources available to the City for pavement preservation.
DISCUSSION:
Pavement Management Program (PMP) is Blueprint for Preserving Streets
The paved street network is one of the City's largest capital assets. Pavement generally has a 30
year lifespan, however, pavement normally deteriorates due to weathering (i.e. sunlight, rain,
heat), chemical exposure, and traffic loads. Ideally, streets would be maintained regularly to slow
pavement deterioration and maintain its asset life. Determining which streets to fix first, what
treatments to apply (e.g., sealing, overlays or reconstruction) and balancing these needs with
available funding is a complex process. For this reason, a computerized pavement management
system is used to organize pavement maintenance strategies into a multi -year street maintenance
plan. This multi -year plan is referred to as a Pavement Management Program (PMP).
The Metropolitan Transportation Commission (MTC) provided funding for a 2023 update of the
City's PMP, starting with a pavement condition assessment. The update also included a final
report with street inventory, condition ratings and several funding and pavement work plan
scenarios to improve the City's road conditions as well as maintain it.
Pavement Condition Index (PCI): What It Says About Rohnert Park's Streets
Pavement Condition Index (PCI) is a rating scheme in which new pavement with no damage is
assigned a PCI of "100" and structurally failed pavement is assigned a "0".

The City manages 99.64 centerline miles of
road network. Between August and
November 2023, MTC's consultant, Adhara
Systems, sampled and evaluated the
pavement condition of the City's network and
determined a weighted network average PCI
of 66 as of December 31, 2023. This PCI

rating placed the City street network
condition in "GOOD" (50<=PCI<70) category. In summary:
• Rohnert Park's overall average Pavement Condition Index is rated as "Good"
• The majority (75.5%) of streets are rated "Very Good" or "Good"
• 17.4% of Rohnert Park's streets are rated Poor.
• 7.0% of Rohnert Park's streets are rated Very Poor
Preventative Maintenance to Extend Pavement Life and Delay Reconstruction

rapidly after a certain age. Because of
this, timing of pavement maintenance
is critical, as the maintenance cost
increases exponentially with time.

Extensive research in the area of pavement management since the 1970's has shown that it is far
more economical to follow a preventative maintenance ("PM") strategy prioritizing cost-
effective planned maintenance actions to prevent street network failure, as opposed to
prioritizing fixing the worst streets first. If the correct preventive maintenance treatments are
applied at the right time, the service life of streets can be greatly extended.
Preventative maintenance treats roads in "Very Good/Good" condition (50<=PCI<70).
Preventative maintenance includes surface treatments for minor deterioration like cracking and
normal wear and tear. Typically, the cost of maintenance is 10-15% of the expected cost to repair

pavement failure that will occur without timely preventative maintenance. National data
indicates that every $1 spent on preventative maintenance saves $6- $10 on major rehabilitation.
(See Figure 2.) Locally, the preventative treatment and rehabilitation cost difference is even
more stark: $4 per square yard for slurry seal vs. $200 per square yard for road rehabilitation.
Pavement Preservation Scenarios Using Available Funding or Improving PCI
The April 2024 final report developed 4 "scenarios" of network pavement condition and deferred
maintenance resulting from differing levels of City investment (i.e. budgeted funding) toward
pavement preservation within a 5-year timeframe.
Scenario 1: Budget Plan of $2.7 million / $2.0 million
Annually, the City receives approximately $2.3 million in State -allocated gas tax funding. This
transportation -restricted funding is used not only for capital preservation paving, but also for
maintaining non -pavement assets such as sidewalks, curbs and gutters, street lights, and traffic
lights. For this reason, a budget scenario was built using $2.7 million in funding (existing fund
balance + a portion of gas tax allocation) in the first year of the pavement plan, and $2.0 million
thereafter (to allow non -pavement assets to be addressed). Table I and Figure 3 show the effect
of utilizing only available gas tax allocation for pavement management:

The above scenarios are funded at levels exceeding the City's gas tax allocation. Other sources
would need to be tapped to fund scenarios that increase the network PCI. In the past, the City has
funded capital pavement preservation projects with other sources, including:
Local Sales Tax Proceeds: The City receives approximately $400,000 annually in proceeds
from Measure M, a'/4 cent sales tax approved by Sonoma County voters in 2004. In 2020,
the sales tax was renewed. The resulting "Go Sonoma" transportation funding program and
strategic plan is expected to provide the City with approximately $700,000 annually, starting
in July 2025. These funds can be used on pavement, but also road safety, traffic management,
active transportation (i.e. bicycle and pedestrian projects) and transit.
Federal funds: Federal funds are available through regional competitive processes
administered by MTC and the Sonoma County Transportation Authority (SCTA). Federal
funds are typically limited for use on roads in Rohnert Park on the Federal -aid network,
generally, major and minor arterials. In the past, the City has been able to access about $1
million approximately every 3-5 years for pavement. Increasingly, these funds cannot be
used exclusively for pavement; rather, projects supporting transit -oriented communities or
that emphasize safety and active transportation more successfully compete for funding.
• General Fund or "Infrastructure Reserve Fund": From 2018 through 2023, the City set
aside a portion of General Fund surplus for infrastructure preservation. The "Infrastructure
Reserve Fund" initially provided significant funding for pavement maintenance, although
this has been reduced over time as other critical facilities needs have been addressed.
• Other funds (Casino Mitigation, Refuse Road Impact Fee): Funds available through the
Casino MOU have been tapped on occasion where a nexus was established for use. The Refuse
Road Impact Fee (RRIF) through the Recology franchise agreement also provided significant
funds for paving, however, the RRIF no longer exists.

While the City has turned to a variety of funding sources for pavement maintenance as shown
above, for the most part, the pavement investment has been only $2 million per year, and
network pavement condition is starting to decline.
Table 3 below shows the shortfall in funding if the City were to pursue a pavement management
scenario that increases the network PCI to 68 over a 5-year period:

Table 3 assumes that all of the Gas Tax and Go Sonoma funding allocation is used on pavement,
and not on other non -pavement uses (i.e. sidewalks, curb and gutter, active transportation,
safety). Even the increased amount from Go Sonoma does not provide enough transportation -
restricted funding on top of the typical sources. Federal funding sources are infrequent and
competitive (i.e. this funding is not guaranteed or under the City's control). In short, in order to
raise the network PCI, the City would have to make up the funding difference with sources at its
disposal, such as General Fund. The shortfall in pavement funding would need to be funded by
discretionary funding such as the General Fund / Infrastructure Reserve Fund, or other sources
not identified in this report.
There are significant challenges once network pavement condition is allowed to fall into the
PoorNery Poor category of PCI, both on a network basis, as well as for individual street

segments. One neighboring jurisdiction provides an example: Faced with 62% of its streets with
PCIs in the Fair/Poor/Very Poor categories — despite incremental increases in the street repair
budget since 2017 — Petaluma turned to their voters' approval of an additional sales tax for
pavement preservation in 2020. The sales tax proceeds helped fund the beginnings of an
aggressive pavement preservation program, pushing the network PCI up from 45 to 52 between
2021 and 2024. The jurisdiction has a five-year plan to maintain the current PCI at the cost of
$11 million/year, up from $3 million - $4 million in past years.
For Rohnert Park, the network PCI being in the Good/Very Good category means that it is not in
as dire a situation. However, it is also conceivable that a combination of insufficient budget,
escalating costs of pavement work, and the accelerating nature of pavement deterioration can push
the City's pavement status to a precarious position. Timely and continued investment in the road
network is necessary to prevent this.
ENVIRONMENTAL ANALYSIS:
There is no action associated with this report. The report does not qualify as a "Project" as defined
in California Government Code Section 15378(b) of the Guidelines for California Environmental
Quality Act (CEQA), and it is also not considered a feasibility or planning study for possible future
action and exempt under CEQA Guidelines 15262.
STRATEGIC PLAN ALIGNMENT:
The recommended action is consistent with the multi -year broad goals adopted by the Rohnert
Park City Council in May 2024, and which include: (1) Long Term Financial Sustainability, (2)
Community Quality of Life, (3) Planning and Infrastructure, and (4) Organization Well Being.
OPTIONS CONSIDERED:

Drop -In Teen Volunteer Hour (teens) Mon. Mar. 3, 4-5:30 p.m. Need community service hours? Drop by our
Volunteer Hour and assist with various library tasks. No need to register - the only requirement is that you are
between the ages of 13 and 18 and have turned in a Teen Volunteer Application with a parent or guardian
signature. Pick up a Teen Volunteer Application at the Rohnert Park Cotati Library.
Computer Basics: Email (adults) Tue. Mar. 4, 1-3 p.m. Create a Gmail account and learn how to perform
basic email functions like send, receive, and reply to an email. Also learn how to organize, delete, and search
for emails.
Game On! (teens) Tue. Mar. 4, 4-5:30 p.m. Game On! is an after -school videogame meetup for grades 7-12.
Join other teens to play games on PCs, Nintendo Switch, PlayStation, and/or Xbox. Snacks provided. Please
feel free to bring your own handheld devices and games.
Lawyers in the Library (off site) (adults) Wed. Mar. 5, 5-7 p.m. Local volunteer attorneys offer free legal
information and referral for general law matters. These lawyer consultations will last up to 20 minutes. Sign-ups
are first come, first served in person and begin at 4:30 pm. (30 minutes before the program begins). This
program will be held at the Sonoma County Public Law Library, 2604 Ventura Ave, Santa Rosa, 95407.
Library Commission Regular Meeting (off site) Wed. Mar. 5, 6-9 p.m. The Sonoma County Library
Commission is an 11-person body responsible for governing the library. Commissioners are appointed by the
cities in Sonoma County and the county Board of Supervisors. The Sonoma County Library Headquarters
offices at 6135 State Farm Dr, Rohnert Park, CA, 94928, will be hosting the Library Commission Regular
Meeting.
CHILDREN PROGRAMS
Baby & Toddler Storytime (ages 0-3) Thu. Mar. 6, 10:30-11:30 a.m. Baby & Toddler Storytime is a language -
rich educational program for children ages 0-36 months, and accompanying parents and caregivers. The
librarian uses fun, engaging techniques and activities to develop positive feelings in babies and toddlers toward
books and reading.
Family Storytime (ages 0-5) Fri. Mar. 7, 10:30-11:15 a.m. Join us for a fun family storytime. Books, music,
and movement!
Lego Club (ages 0-12) Sat. Mar. 8, 10:30-11:30 a.m. Join us for Lego Club for hands on engineering, problem
solving exercise, and play using age -appropriate materials.
Read to a Dog (grades K-6) Thu. Feb. 20, 3:30-4:30 p.m. Practice reading with a 4PAWS certified therapy dog
to improve reading skills and confidence. Beginning readers welcome!
Dial a Story! (all ages) Call any time of the day or night at (707) 755-2050 to listen to a recording of a
children's librarian reading a storybook. A new story is released every Wednesday. Stories are available in
English and Spanish and geared towards preschool age children.
