MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:00 p.m., which was legally noticed
on February 6, 2025.

A. Informational Presentation by CourseCo, Inc. Chief Operating Officer, Tom Bugbee,
Regarding Foxtail Golf Course Overview, Capital Projects, Events and Programs.
Tom Bugbee provided an overview of Foxtail Golf Course, current and upcoming capital
projects, past and upcoming events, and programs.
B. Mayor's Proclamation: Proclaiming February 9 through February 15, 2025 as
Random Acts of Kindness Week in Rohnert Park, and Receive an Informational

Update by Director of Community Services Bagley Regarding "I Heart Rohnert
Park". Mayor Giudice read the proclamation and presented it to Director of Community
Services Bagley. Director of Community Services Bagley shared information on "I Heart
Rohnert Park" events.
5. DEPARTMENT HEAD BRIEFINGS
Deputy Chief Johnson introduced and swore in Public Safety Officer Marty Smith.
6. PUBLIC COMMENTS
Peter Alexander spoke about President Trump, attorneys, Alexander the Great, and liberty.
John McEntagart thanked City Council, City Manager Piedra, city staff, Bob Curry, Julia
Warthin, and Steve Daubs for their kindness and empathy.
Disclosure of potential conflict of interest:
Mayor Giudice stated he leases premises in SOMO Village and therefore has a potential
financial conflict of interest on Item 7.J.

7.H Adopt Resolution 2025-009 Authorizing the City Manager to Cancel the Construction

in the Amount of$480,000, Authorize the City Manager to Approve up to $72,000
(15%) in Construction Contract Change Orders, Authorize a Budget Amendment in the

the California Environmental Quality Act (CEQA) Pursuant to CEQA Guidelines
Sections 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction) (14
Cal. Code Regs. §§ 15301 and 15302)
7.J Adopt Resolution 2025-011 Authorizing and Approving Two First Amendments to
Public Improvement Agreements with SOMO Village, LLC and Reducing Performance
Security
7.K Adopt By Minute Order, Authorize the City Manager to Execute Amendment No. 2 to
the Consultant Services Agreement with Coar Design Group for Landscape
Architectural Design Services for the Public Works Utilities Administration Building
Project No. 2018-07 in an amount Not to Exceed $16,500 for a total contract amount of
$428,100, and Find the Project Exempt from the California Environmental Quality Act
(CEQA) Pursuant to CEQA Guidelines Sections 15303 (New Construction) and 15311
(Accessory Structures) (14 Cal. Code Regs. §§ 15303 and 15311)
7.L By Minute Order, Authorize the City Manager to Execute a Master Agreement Contract
for Public Contract Code, Grant Procurement, and Labor Compliance Management with
Willdan Engineering
7.M Receive and Accept Annual 2024 Fire Inspection Report as Required by Senate Bill
1205 (SB 1205)

Councilmembers' Association Board and the City Selection Committee, and Authorize the
Mayor or Designee to Vote on Late Nominations or Alternate Recommendations Made at
the February 15, 2025 Mayors and Councilmembers Association and City Selection
Committee Meeting in Rohnert Park, CA. Assistant City Clerk Machado presented this item.
Recommended Action(s): 1. Consider supporting councilmembers' letters of interest for
various City Selection Committee and Mayors' and Councilmembers' Association

B. Receive the Fiscal Year 2024-2025 Mid-Year Financial Informational Update.
Finance Director Howze presented this item. Recommended Action(s): Receive the Fiscal
Year 2024-2025 Mid-Year Financial Informational Update.

C. Discussion and Direction for Proposed FY 2025-26 Budget Workshop Schedule.
Finance Director Howze presented this item. Recommended Action(s): Set budget workshop
date(s) in April 2025 (between April 14 to April 25) to provide time for staff to take direction
from Council and prepare the FY 2025-26 Proposed Budget for adoption.
Public Comments: None.
ACTION: By consensus (none opposed), Council directed staff to schedule the
budget workshop for April 15 at 4— 8 p.m. and April 16 at 3 p.m. — 7
p.m. and have department heads present their accomplishments from
FY24-25 and goals for FY25-26 and aspirations.
D. Consider Approving an Updated Park and Facility Use and Reservation Policy,
Superseding Resolution 2022-114; and Authorize the City Manager or Designee to
Execute Non-Exclusive Use License Agreements with Organizations Using Rohnert Park
City Facilities and Fields for Youth and Adult Athletic Programs. Director of Community

Services Bagley presented this item. Recommended Action(s): Adopt Resolution 2025-012
approving an updated Park and Facility Use and Reservation Policy and superseding Resolution
2022-114; and authorize the City Manager or her designee to execute non-exclusive license
agreements with organizations using Rohnert Park City facilities and fields for youth and adult
athletic programs.

item.

Directors Meeting.
• Councilmember Rodriguez stated the Golf Course Oversight Committee Quarterly
Meeting will be next week.
• Vice Mayor Sanborn reported on the WAC/TAC Joint Meeting and stated there was not
a Santa Rosa Plain Groundwater Sustainability Agency Meeting.
• Mayor Giudice reported on the Sonoma County City Selection Committee Special
Meeting and Sonoma County Transportation Authority/Sonoma County Regional
Climate Protection Authority Board of Directors Meeting.
• Councilmember Rodriguez reported on the 2025 Economic Perspective.
• Councilmember Adams reported on the Rohnert Park Chamber of Commerce Noon
Times.
• Councilmember Elward reported on the Rotary Crab Feed.
10. COMMUNICATIONS
Councilmember Rodriguez shared upcoming events, reminded everyone to drive carefully due
to the weather, and stated she, Councilmember Elward, and Vice Mayor Sanborn attended the
HIVE opening
Councilmember Adams shared she received an email stating the city looks cleaner.
Vice Mayor Sanborn shared she attended the teen driver safety training held by Public Safety.
11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA
Councilmember Adams requested an agenda item on how the City Council Protocols work.
Councilmember Rodriguez supported the request.
