1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:00 p.m., which was legally noticed
on March 20, 2025.
All Council Present: Gerard Giudice, Mayor
Emily Sanborn, Vice Mayor
Susan H. Adams, Councilmember
Jackie Elward, Councilmember
Samantha Rodriguez, Councilmember (arrived at 5:02 p.m.)
Staff present: City Manager Piedra, City Attorney Kenyon, Director of Public Works
Garrett, Director of Finance Howze, Human Resources Director Cannon, Director of
Community Services Bagley, Director of Public Safety Mattos, Director of Development
Services Giudice, Housing Manager Garcia, Management Analyst McGunagle, Information
Systems Operations Manager Cotter, and Assistant City Clerk Machado.

3. PLEDGE OF ALLEGIANCE
Led by University Elementary at La Fiesta students Mallory Brunette, Maggy Ngo, Ilse
Sanborn, and Alexis Tharpe.
4. PRESENTATIONS
A. Recognition to Councilmember Samantha Rodriguez as "Woman of the Year for
District 12". Mayor Giudice recognized Councilmember Rodriguez and congratulated her
for being named Woman of the Year for District 12.
C. Mayor's Recognition to Lawrence E. Jones Middle School Students for their
Participation in the Arbor Day Tree Planting Event on Saturday, March 8, 2025, at
Colegio Vista Park. Mayor Giudice read the recognition and presented it to
Expeditionary Learning Program students Sophia Jimenez Angel, Remington Bengson,
Benjamin Kopaigorodsky, and Elliahna Morgan.
B. Presentation by Christina Lunde, Principal of University Elementary at La Fiesta
(UELF), on their Work as a NOAA Ocean Guardian School. Christina Lunde provided

an overview of the UELF Ocean Guardian goals, Sandra Knoy shared information the
garden and work with students and the community, students Mallory Brunette, Maddy
Ngo, Isle Sanborn, and Alexis Tharpe shared information on their experiences in the
UELF garden, next steps, upcoming events, and benefits of the UELF garden and
gardening.
5. DEPARTMENT HEAD BRIEFINGS
A. Accept Annual SAFE Team (Specialized Assistance For Everyone) Update for the
Year of 2024 from Public Safety Department
Director of Public Safety Mattos provided an overview of the services provided by the
SAFE Team and costs in 2024.
6. PUBLIC COMMENTS
Samantha spoke about her experience at a local McDonalds regarding handicap parking and her
son.
Adina Flores spoke about her mother, Councilmember Rodiguez, Councilmember Elward, and
Damon Connelly.

Radio System Replacement Project (CIP2412), as required by the Public Contract Code
and by Minute Order, authorize the continuation of Resolution 2024-051 until the
emergency action is completed
7.F. Receive the Annual Report on the Status of the General Plan and Housing Element for
Calendar Year 2024, and direct staff to forward the Annual Report to the State Office of
Planning and Research and the Department of Housing and Community Development
7.G By Minute Order Authorize the Purchase of Five (5) Service Trucks and One (1)
Electric Van for Public Works for an Amount Not to Exceed $480,000; and Authorize
the City Manager to Execute Purchase Documentation
7.1-1 By Minute Order Authorize the City Manager to Execute First Amendment to the
Consultant Services Agreement with Moonlight BPO, LLC for Print and Mail Services
Extending the Term of the Current Agreement for an Additional Three (3) Years Ending
on April 30, 2029, and (2) Increasing the Contract amount for the Remainder of the
Current Term and the Three (3) Year Extension for a Total Not -to -Exceed Amount of
One Million Sixteen Thousand Dollars ($1,016,000)

7.I By Minute Order, Authorize the City Manager to Sign an Amendment to the Terms of
Service and Annual Budget — Annual Update Fiscal Year 2024-2025 for the Operations
of the Landing Interim Housing Program Increasing the Annual Contract Budget by
$251,285 for a New Not -to -Exceed Total of $2,704,318
TJ Authorize the City's Representative to the Water Advisory Committee to Recommend
Approval of the Proposed Fiscal Year 2025-26 Budget for Sonoma Water
7.K Adopt Resolution 2025-017 to Recognize the Reorganization of the Rohnert Park Public
Safety Manager's Association (RPPSMA) to Include Civilian Fire Marshall and the
Support Services Manager Positions

8. REGULAR ITEMS
A. Receive and Accept the Department of Public Safety Part I and II Crimes Report
for the Year of 2024. Director of Public Safety Mattos presented this item. Recommended
Action(s): Acknowledge and accept the report.

B. Receive and Accept the Department of Public Safety Showing Use of Force and
Traffic Citation Statistics for 2024. Director of Public Safety Mattos presented this item.
Recommended Action(s): Receive informational report.
Mayor Giudice left the dais at 6:26 p.m. and returned to the dais at 6:28 p.m.

10. COMMITTEE / LIAISON/ OTHER REPORTS
A. City Standing Committees, Council Liaison Assignments, Outside Agency and Mayors
& Councilmembers/City Selection Committee Appointments and Reports Under
Government Code Section 53232.3(d):
• Councilmember Rodriguez reported she was unable to attend the Chamber of
Commerce meeting (3/18).
• Vice Mayor Sanborn reported on the Santa Rosa Plain Groundwater Sustainability
Agency (3/13) and Zero Waste Sonoma meetings (3/20).
• Mayor Giudice reported on the Sonoma County Mayors' and Councilmembers
Association Board of Directors (3/13) meeting and stated the Legislative Committee
(3/21) meeting was cancelled.

Councilmember Adams and Councilmember Rodriguez reported they were unable to
attend. City Manager Piedra reported on Women in Public Service conference
(3/19).
11. COMMUNICATIONS
Councilmember Adams complimented the infographics created by Management Analyst
McGonagle.
Councilmember Rodiguez shared upcoming events and that the Sonoma State University's
HUB moved to the Schultz Library and the Male Success Initiative moved into the old HUB
space.
Vice Mayor Sanborn shared that she attended a Chamber of Commerce networking breakfast
and the Thomas Page bake sale raised $2,800, and she attended a webinar hosted by County of
Sonoma on energy and sustainability and saving money.
Mayor Giudice shared that he provided an offline proclamation to Amor Para Todos and United
Methodist Church and read a certificate appreciation given to the City Council by Amor Para
Todos. Mayor Giudice also shared upcoming events.
12. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA
Councilmember Adams requested a future agenda item regarding potential regulation of
chickens. The request was supported by Councilmember Elward.

Mayor Giudice adjourned the meeting at 7:24 p.m.
