CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDERIROLL CALL Mayor Giudice called the joint regular meeting to order at 5:02 p.m., which was legally noticed on April 3, 2025. Present: Gerard Giudice, Mayor Emily Sanborn, Vice Mayor Susan H. Adams, Councilmember Jackie Elward, Councilmember Samantha Rodriguez, Councilmember Staff present: City Manager Piedra, City Attorney Kenyon, Director of Public Works Garrett, Director of Development Services Giudice, Human Resources Director Cannon, Public Safety Director Mattos, Homeless Coordinator Quig, Housing Manager Garcia, Code Compliance Manager Stephens, Project Manager Zwillinger, Information Systems Operations Manager Cotter, and City Clerk Lopez Cuevas. 2. Mayor's Recognition: Recognizing Former Senator Bill Dodd for his service to our Community. Mayor Giudice read the proclamation and presented it to Former Senator Bill Dodd. B. County of Sonoma Update by Second District Supervisor David Rabbitt. Supervisor Rabbitt informed that the County will be conducting budget workshops to set budget and priorities for the next FY. He also informed that some of the major concerns are that revenues continues to be flat, at best, property tax continues to lag, and the stock market decline. He also provided updates on road improvements and various projects. C. Mayor's Proclamation: Proclaiming April 5 through 11, 2025 as Week of the Young Child in the City of Rohnert Park. Mayor Giudice read the proclamation and presented it to Diana Avila, Child Care Planning Council of Sonoma County. PUBLIC COMMENTS Peter Alexander spoke about his radio interview, revival and Carmina Salcido. Steven Keith spoke about the upcoming book sale hosted by the Friends of the Library. Joyce Powell requested the council to waive a code compliance citation she received. Disclosure of potential conflict of interest: Vice Mayor Sanborn stated she is a Girl Scout and therefore has a potential financial conflict of interest on Item TH. 7. Adopt Resolution 2025-019 to Award the Construction Contract for the Copeland Creek Trail to Crane Creek Project No. 2007-19 to Argonaut Constructors, Inc. for $2,311,839, Authorize the City Manager to Approve Construction Change Orders Up to 15% of the Original Contract Value, Approve the Plans and Specifications, Authorize the City Manager to Approve Amendment No. 2 to the Dudek Agreement in the Amount not to Exceed $52,570 and Authorize a Budget Amendment in the amount of $700,000 from the Pathway Repaving Project CIP1722 (California Environmental Quality Act (CEQA) Status for Projects: Consistent with the Initial Study and Mitigated Negative Declaration adopted by the Council on February 25, 2020)) ACTION: Moved/seconded (Adams/Rodriguez) to adopt the item 7.I. Receive and File Code Compliance Annual Report for 2024. Director of Development Services Giudice presented this item. Recommended Action(s): Receive and file the 2024 annual code compliance report. PUBLIC COMMENTS BY: Steve Keith, and Lori Street. Code Compliance Manager Stephens answered questions from the council. Council received the report. B. Accept and Approve 2025-2026 Council Priorities Report. City Manager Piedra presented this item. Recommended Action(s): Accept and Approve the four broad multi -year goals are: 1. Long Term Financial Sustainability; 2. Community Quality of Life; 3. Planning and Infrastructure; and 4. City Clerk Lopez Cuevas presented this item. Recommended Action(s): 1. Consider supporting letters of interest for various City Mayors' and Councilmembers' Association appointments. 2. Authorize the Mayor or designee to vote on late nominations or alternate recommendations made at the April 10, 2025, Mayors and Councilmembers Association and City Selection Committee Meetings. Consider Adopting a Resolution Authorizing Joint Application and Participation in the Homekey+ Program and Determining that the proposed Project is statutorily and categorically exempt from the requirements of California Environmental Quality Act (CEQA) Pursuant to Health and Safety Code Section 50675.1.5 and CEQA Guidelines Sections 15268, 15301 and 15332). Director of Development Services Giudice and Housing Manager Garcia presented this item. Recommended Action(s): Adopt Resolution 2025-021 Authorizing Joint Application to and Participation in the Homekey+ Program for the 6500 Redwood Drive Site and Determining that the Proposed Project is Statutorily and Categorically Exempt from the Requirements of California Environmental Quality Act (CEQA). City Standing Committees, Council Liaison Assignments, Outside Agency and Mayors & Councilmembers/City Selection Committee Appointments and Reports Under Government Code Section 53232.3(d): • Councilmember Elward reported Homeless Coalition Board Meeting (3/26) and Sonoma Clean Power Authority Board of Directors Meeting (4/3) Vice Mayor Sanborn reported on the Water Advisory Committee (WAC) Meeting (4/7) Mayor Giudice reported on the Golden Gate Bridge, Highway & Transportation District Building and Operating Committee, Finance -Auditing Committee & Governmental Affairs and Public Information Committee (3/27), Golden Gate Bridge, Highway & Transportation District Board of Directors Meeting (3/28), and reported that the Sonoma County Transportation Authority/Sonoma County Regional Climate Protection Authority Board of Directors Meeting is scheduled for next week. COMMUNICATIONS Councilmember Rodriguez highlighted several upcoming community events, including the Friends of the Library Spring Book Sale, Project Grad's Paint Night at Sally Tomatoes on April 22, and the All -Chamber Mixer on April 10 at Summer Village. She congratulated Old Caz for partnerships with U-Haul and the Santa Rosa Growlers, and promoted events like the "Unhoused and Unheard" forum hosted by the Commission on the Status of Women, the Expand Your Horizons STEM event for girls on April 12, and the Infinite Learning Center's fundraiser. She mentioned Sonoma State's ongoing Holocaust and Genocide Speaker Series and reflected on the impactful Social Justice Speaker Series featuring Dr. Nikole Hannah -Jones. She encouraged the public to attend events at the Green Music Center and explore other campus offerings. Councilmember Adams spoke about the free DIY energy and Water Saving Kits available at the library. She mentioned the Friends of the Library's recent purchase of Charlie Brown and Linus statues. Mayor Giudice spoke about the upcoming 9th Annual Community Services Awards Dinner on May 23 at Sally Tomatoes, the Rotary Club's Earth Day planting on April 22, and the Peace Garden Tile Project. 11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA Councilmember Rodriguez requested an agenda item to discuss changing the start time of the Council meetings to 5:30 p.m. Councilmember Adams supported the request 12.
