A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING THE PROJECT LIST FOR SB 1 FUNDING FROM THE
STATE ROAD MAINTENANCE AND REHABILITATION ACCOUNT (RMRA),
AUTHORIZING SUBMITTAL OF THE PROJECT LIST TO THE
CALIFORNIA TRANSPORTATION COMMISSION,AND FINDING THAT THIS
ACTION IS CATEGORICALLY EXEMPT FROM CEQA
WHEREAS, Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the Legislature and signed into law by the Governor
in April 2017 to address the significant multi-modal transportation funding shortfalls statewide
and to establish the Road Maintenance and Rehabilitation Account("RMRA") for basic road
maintenance, rehabilitation, and critical safety projects on the local streets and roads system; and
WHEREAS, SB 1 includes accountability and transparency provisions that will ensure
the residents of the City of Rohnert Park are aware of the projects proposed for funding in our
community and which projects have been completed each fiscal year; and
WHEREAS, the City of Rohnert Park("City") must adopt by resolution a list of projects
proposed to receive fiscal year funding from the RMRA, which list must include a description
and the location of each proposed project, a proposed schedule for the project's completion, and
the estimated useful life of the improvement; and
WHEREAS, the City expects to receive $1,156,308 in RMRA funds in FY 2025-26; and
WHEREAS,the upcoming Fiscal Year 2025-26 will be the ninth year in which the City
will receive SB 1 funding and will enable the City to continue essential road maintenance and
rehabilitation projects, safety improvements, and increasing access and mobility options for the
traveling public that would not have otherwise been possible without SB1; and
WHEREAS,the City has undergone a robust public process to ensure public input into
our community's transportation priorities/the project list; and
WHEREAS,the City used a Pavement Management System to develop the SB1 project
list to ensure revenues are being used on the most high-priority and cost-effective projects that
also meet the community's priorities for transportation investment; and
WHEREAS,the SB 1 project list and overall investment in our local streets and roads
infrastructure with a focus on basic maintenance and safety, investing in complete streets
infrastructure, and using cutting-edge technology, materials and practices, will have significant
positive co-benefits statewide.
NOW,THEREFORE BE IT RESOLVED, ORDERED AND FOUND by the City
Council of the City of Rohnert Park:
1. The foregoing recitals are true and correct.
2. That, based on the evidence presented at the Council's duly noticed regular
meeting of May 27, 2025,the City Council of the City of Rohnert Park finds that
the action of approving a list of projects to be submitted to the California
Transportation Commission("CTC") in order to receive RMRA funds is not in

itself a"project"under California Environmental Quality Act("CEQA"). The
listed project is, however, a pavement project that is categorically exempt from
CEQA under Cal. Code Regs. Tit. 14, § 15301 as it involves the maintenance of
existing streets involving no expansion of existing or former use of the streets in
the project. .
3. The following adopted project list may utilize FY 2025-26 Road Maintenance and
Rehabilitation Account revenues in their delivery. With the listing of this project
in the adopted fiscal year resolution, the City is affirming to the public and the
State our intent to fund this project with Road Maintenance and Rehabilitation
Account revenues:

New Project for FY 2025-26 Road Maintenance and Rehabilitation Account funding
1. Project Name: 2025 Citywide Pavement Preventative Maintenance Project
Project Description: The 2025 Citywide Pavement Preventative Maintenance Project
includes crack seal, slurry seal, cape seal and asphalt overlays.
Project Locations:
• Crack and slurry seals: Segments of Snyder Lane, Golf Course Drive, Keiser
Avenue, East Cotati Avenue, Bodway Parkway, Commerce Boulevard,
Southwest Boulevard, State Farm Drive, Seed Farm Drive, Enterprise Drive,
Redwood Drive, Millbrae Avenue, Dowdell Avenue, and Roberts Lake Road;
and limited residential street segments and cul-de-sacs in"A", "C", "D", "H",
"K", "L", and "M" Sections.
• Cape seal of segments of Commerce Boulevard, Redwood Drive, Snyder Lane
and Southwest Boulevard; limited cul-de-sacs and residential street segments in
"E", "H"and"M" Sections
• Overlays of segments of Camino Colegio, Snyder Lane, Golf Course Drive, and
Redwood Drive, and Eleanor Avenue; and short segments of Country Club
Drive, Holly Avenue, Grandview Way.
Estimated Project Schedule (Construction): July 2025 —December 2025
Estimated Project Useful Life:
• Crack and slurry seals: 1-7 years
• Cape seals: 6-10 years
• Overlays: 12-15 years
BE IT FURTHER RESOLVED that the City Manager or her designee is authorized to
submit the approved RMRA project list to the CTC and to adjust appropriations as necessary in
Resolution 2025-033

the City's Gas Tax Fund to receive the City's RMRA apportionment for Fiscal Year 2025-26 and
fund the project on the list of projects above.
