1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:00 p.m., which was legally
noticed on May 8, 2025.

Staff present: City Manager Piedra, City Attorney Kenyon, Director of Public Works
Garrett, Director of Development Services Giudice, Human Resources Director Cannon,
Public Safety Director Mattos, Deputy Chief Johnson, Information Systems Technician
II Azevedo, and City Clerk Lopez Cuevas.
2. READING OF THE LAND ACKNOWLEDGMENT

3. PLEDGE OF ALLEGIANCE
Led by Evergreen Elementary Second grade students.
4. PRESENTATIONS
A. Mayor's Proclamation: Proclaiming May 2025 as Asian American,Native
Hawaiian, and Pacific Islander Month in the City of Rohnert Park. Mayor Giudice read
the proclamation and presented it to Leo Tacata, Fanny Lam and Dr. Ayesha Rabadi-Raol.
B. Mayor's Proclamation: Proclaiming May 2025 as Bike Month and May 15,2025,
as Bike to Work Day in the City of Rohnert Park. Mayor Giudice read the proclamation
and presented it to Eris Weaver, Executive Director, Sonoma County Bicycle Coalition,
Steve Keith, Bicycle and Pedestrian Advisory Committee Chair, and Gary Gutierrez Bicycle
and Pedestrian Advisory Committee Member.
C. Rohnert Park Cotati Regional Library Update by Commissioner Barbara
Mackenzie. Commissioner Mackenzie provided an overview of the history and the legacy of
the library as well as current events and updates such as the value of local funding and the
addition of the new Peanuts statues.

5. DEPARTMENT HEAD BRIEFINGS
None.
6. PUBLIC COMMENTS
Annette Hukill and Tracy Franco spoke about flooding issues in the city.
Bess McKay stated an appeal was filed on the Walmart Expansion project.
Jennifer Rhodes, Thesha Iraheta, Jonathan Hill, James Fry Burger, Drew Slippel, Michael
Turner, Paula Brown, and Lisa Scott requested council continue funding the Master Lease
Program and Homelessness.
Leslie and Shane Girevin, Erin Henke, Yasha Rahimzadeh, Anthony Krupa, Anita Felton,
and Anthony Harrison spoke about the tennis club and requested the council to resurface the
tennis courts in M Park.
Peter Alexander spoke about free will, funding, veterans, and law enforcement.
Robert Hansen stated he is concerned about the vote count in California and the attack on the
health and safety of children.

No. CIP2023) in an Amount Not to Exceed $73,755, for a Total Contract Amount
of$333,743, (This project is exempt from the California Environmental Quality
Act(CEQA)pursuant to Section 15302 (Replacement or Reconstruction) of CEQA
Guidelines. (14 Cal. Code Regs. §§ 15302))
7.G Adopt Resolution 2025-025 Approving an Access and Improvement Agreement
with the Rohnert Park Girls Amateur Softball Association for Improvements to
Magnolia Park Softball Fields, Approving the Plans, Specifications, and Inspection

7.H Adopt Resolution 2025-026 Requesting Allocation of Transportation Development
Act Article 3 Pedestrian/Bicycle Project Funding from the Metropolitan
Transportation Commission for the Trail to Crane Creek Regional Park(CIP0719)
(CEQA Status: Consistent with the Initial Study and Mitigated Negative
Declaration(MND) adopted on February 25, 2020)
7.I Adopt Resolution 2025-027 Authorizing the City Manager to Cancel the
Construction Contract with 345 Builders LLC, Award the Construction Contract to
FRC Inc. for the Public Safety Main Rooftop Patio Deck Replacement, Project No.
2025-02 in the Amount of$481,000,Authorize the City Manager to Approve up to
$72,150 (15%) in Construction Contract Change Orders, and Find the Project
Exempt from the California Environmental Quality Act(CEQA)Pursuant to
CEQA Guidelines Sections 15301 (Existing Facilities) and 15302 (Replacement or
Reconstruction) (14 Cal. Code Regs. §§ 15301 and 15302)
7.J Adopt Resolution 2025-028 Authorizing the City Manager or Designee to Sign a
Request to Amend the Existing Streambed Alteration Agreement and Authorizing
the Finance Director to Pay the Fees to the California Department of Fish and
Wildlife Associated with the Amendment Request(This Project is Exempt from
the California Environmental Quality Act (CEQA) pursuant to Section 15304
(Minor alteration of land)
7.K Adopt Resolution 2025-029 Approving Amendment 4 to the Maintenance
Agreement with DC Electric Group, Inc., Extending the Term of the Agreement to
June 30, 2026, for a Total Contract Amount Not-to-Exceed $600,000, and
Authorizing the City Manager to Execute the Amendment(CEQA: Exempt under
CEQA Guidelines Section 15301)

Hazard Severity Zone Map for the City of Rohnert Park Without Modification
(Exempt Pursuant to California Environmental Quality Act (CEQA) Guidelines
Sections 15378 and 15061(b)(3)). Deputy Chief Johnson presented this item.
Recommended Action(s): Introduce by Title Only and Waive the First Reading: of
Ordinance 987, an Ordinance of the City Council of Rohnert Park Adopting the State Fire

Equipment; and Adopt a Resolution Renewing Ordinance 983 Establishing Policy 706,
Relating to the City's Military Equipment Use Policy and Finding that This Action is
Exempt from CEQA. Deputy Chief Johnson presented this item. Recommended Action(s):
Conduct a community meeting and adopt Resolution 2025-030 Renewing Ordinance 983
Establishing Policy 706, Relating to the City's Military Equipment Use Policy and Finding
that this Action is Exempt from CEQA.

Giudice or an alternate regarding three City of Rohnert Park topics for discussion at the
Mayors' and Councilmembers' Association Board Special Meeting on May 22, 2025.

D. Discussion and Direction Regarding Councilmember Request to Establish 5:30
p.m. as the Start Time for Regular Meetings of the Rohnert Park City Council and the
Community Development Commission of the City of Rohnert Park. City Clerk Lopez
Cuevas presented this item. Recommended Action(s): Discussion and Direction Regarding
Councilmember's request to change the start time for regular meetings of the Rohnert Park
City Council and Community Development Commission to 5:30 p.m. from the current 5:00
p.m.

ACTION: Moved/seconded (Rodriguez/Adams) to change the start time for
regular meetings of the Rohnert Park City Council and Community
Development Commission to 5:30 p.m. effective January 1st, 2026.

10. COMMUNICATIONS
Councilmember Rodriguez highlighted several upcoming community events, including the
Raza Graduation, Indigenous Graduation, Grass Roots Graduation, District 1 Community
Meeting tomorrow evening, Los Cien Immigrations Update this Thursday, and the upcoming
Annual Mental Health event in Windsor.
Councilmember Elward spoke about a Sonoma State event featuring Dr. Lee and her
volunteer work at the Cinco de Mayo event.
Vice Mayor Sanborn spoke about the AAPIC event and Recology assisting students to move
out of dorms at the end of the school year.
11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA

Rich Hutchinson spoke about the tennis club and requested resurfacing of the city's courts.
