CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Giudice called the joint regular meeting to order at 5:02 p.m., which was legally noticed on May 22, 2025. All Council Present: Gerard Giudice, Mayor Emily Sanborn, Vice Mayor Susan H. Adams, Councilmember Jackie Elward, Councilmember Samantha Rodriguez, Councilmember Staff present: City Manager Piedra, City Attorney Kenyon, Director of Public Works Garrett, Director of Finance Howze, Director of Human Resources Cannon, Director of Community Services Bagley, Director of Development Services Giudice, Associate Planner Pickett, Information Systems Operations Manager Cotter, and Assistant City Clerk Machado. 2. READING OF THE LAND ACKNOWLEDGMENT Recited by Mayor Giudice. George Barich spoke about public comment speaker cards and the land acknowledgement. 3. PLEDGE OF ALLEGIANCE Led by David Armstrong. 4. PRESENTATIONS A. Presentation by Supervisor Lynda Hopkins Regarding 2025-2026 Sonoma County Budget and Major Projects Update. Supervisor Hopkins commended Council on their leadership in starting the meeting with a land acknowledgement and leadership in addressing critical challenges facing Rohnert Park's constituents. Supervisor Hopkins provided an update on the County's budget hearings, the funding for Rohnert Park's mobile support program, budget shortfalls, Measure 0 funding, and answered questions of Council. B. Mayor's Proclamation: Proclaiming May 2025 as Affordable Housing Month in the City of Rohnert Park. Mayor Giudice read the proclamation and presented it to Sonia City of Rohnert Park Joint Regular Meeting Minutes for City Council May 27,2025 RPFA/CDC Successor Agency Page 2 of 6 Byck-Barwick, Generation Housing's Engagement Manager and Rich Wallach, Burbank Housing's Director of Housing Finance & Business Development. 5. DEPARTMENT HEAD BRIEFINGS A. City Manager Update on Councilmember Request for Additional Budget Work Session. City Manager Piedra stated after discussing the need for an additional budget work session with the two councilmembers who made the motion,there will not be a third budget work session. B. Summer Community Program Update by Community Services Director Cindy Bagley. Director of Community Services Bagley provided an overview of summer events, funding for community events, summer programming changes due to budget reductions, and the new subsidy program for youth. 6. PUBLIC COMMENTS Miriam Pengel spoke about the need to resurface the pickleball courts and the fiscal year 2025- 2026 budget. Peter Skaife thanked Council for their work and asked Council to think of bottom-up government. George Barich spoke about speaker requirements and government access through Zoom. Edmond Fitzgerald spoke about Government Code Section 54954.3a. Jennifer Rodes spoke about experiencing homelessness and budget cuts to homeless services. 7. Adopt Resolution 2025-032 Finding the Keiser Avenue Reconstruction Project—Phase 3 (CIP 1718) Consistent with the University District Specific Plan Environmental Impact Report, Approving the Plans and Specifications, Awarding the Construction Contract to Ghilotti Construction Company for$2,656,172, Approving Change Order Authority up to $265,617 (10%), and Authorizing a Budget Amendment transferring City of Rohnert Park Joint Regular Meeting Minutes for City Council May 27,2025 RPFA/CDC Successor Agency Page 3 of 6 $3,400,631 from the Keiser/Snyder Intersection Improvement Project(CIP2201)to the Keiser Avenue Reconstruction- Phase 3 Project (CIP1718) 7.G Adopt Resolution 2025-033 Approving Project List for SB1 Funding from the State Road Maintenance and Rehabilitation Account (RMRA) and Authorizing Submittal of the Project List to the California Transportation Commission 7.H By Minute Order, Authorize the Purchase of a Water Leak Service Truck for Public Works not to exceed$200,000 and Authorize the City Manager to Execute Purchase Documentation 7.I By Minute Order, Authorize the City Manager to Execute a Consultant Services Agreement with Strata AP, Inc. for Design of the Library Building Systems Replacements Project (CIP2411) at the Rohnert Park Cotati Regional Library in an amount not to exceed $179,000 and Find that the Project Is Exempt from the CEQA 7.J Adopt and Waive the Second Reading of Ordinance No. 987, an Ordinance of the City Council of Rohnert Park Adopting the State Fire Marshall's Fire Hazard Severity Zone Map for the City of Rohnert Park Without Modification ACTION: Moved/seconded (Adams/Rodriguez) to approve the consent calendar except Item 7.E. Motion carried by the following unanimous 5-0-0-0 roll call vote: AYES: Adams, Elward, Rodriguez, Sanborn, and Giudice,NOES: None, ABSENT: None, ABSTAINS: None. 7.E Adopt Resolution 2025-031 Adopting the City's Parks and Recreation Master Plan ACTION: By consensus, Council pulled Item 7.E. and directed staff to bring the item back with additional analysis regarding adding the pickleball and tennis court projects to the Parks and Recreation Master Plan. 8. REGULAR ITEMS A. Sonoma County Mayors' and Councilmembers' Association Matters: Support "Letters of Interest" to the Association of Bay Area Governments (ABAG) Executive Board Appointments Made at the June 12, 2025 Mayors' and Councilmembers' Association Board of Directors Meeting and Authorize the Mayor or Designee to Vote on Late Nominations or Alternate Recommendations Made at the Meeting. Assistant City Clerk Machado presented this item. Recommended Action(s): 1. Consider supporting councilmembers' letters of interest for the Mayors' and Councilmembers' Association appointment to the Association of Bay Area Governments (ABAG) Executive Board. 2. Authorize the Mayor or designee to vote on late nominations or alternate recommendations made at the June 12, 2025 Mayors and Councilmembers Association meeting. PUBLIC COMMENTS: None. ACTION: Moved/seconded (Rodriguez/Elward)to nominate Susan Adams for the primary seat and Stephen Zollman for the alternate seat and to authorize the Mayor or designee to vote on late nominations or alternate recommendations made at the June 12, 2025. Disclosure of potential conflict of interest: Vice Mayor Giudice stated he leases premises in SOMO Village and therefore has a potential financial conflict of interest and will recuse himself from Item 8.B. Mayor Giudice left the dais at 6:10 p.m. Mayor Pro Tem Sanborn assumed the gavel. B. Public Hearing(Noticed 5/16/2025): Conduct a Public Hearing and Adopt a Resolution to approve a Tentative Map and Conditions of Approval for the SOMO Village Phase 2N-A Tentative Map within the SOMO Village Planned Development(CEQA: Consistent with the Environmental Impact Report. Director of Development Services Giudice presented this item. Recommended Action(s): Conduct a public hearing and adopt a resolution to approve a Tentative Map and Conditions of Approval for the SOMO Village Phase 2N-A Tentative Map , subdividing Blocks 1, 6, and 19 of SOMO Village Planned Development into 82 residential lots, 3 large lots for future residential development, 3 park parcels, and associated open space, common areas, and street roadway improvements Public Hearing Opened: 6:20 p.m. PUBLIC COMMENTS: Sean Roney spoke about issues with SOMO not following construction and sign laws. Erin Armstrong spoke about loss of privacy and views due to building height. David Armstrong spoke regarding sight line preservation. Eric Reid, SOMO Village CFO and applicant, stated 5-story apartment buildings are not a part of this tentative map and they are building single level homes to help preserve views. Public Hearing Closed: 6:31 p.m. Public Hearing Re-Opened: 6:41 p.m. Eric Reid, SOMO Village CFO and applicant, answered questions from Council. Public Hearing Closed: 6:41 p.m. ACTION: Moved/seconded (Adams/Rodriguez)to adopt Resolution 2025-034 Approving a Tentative Map to Allow the Subdivision of a 28.4-Acre Site South of Camino Colegio and East of the Smart Train Right-of- Way Within the SOMO Village Planned Development (APN: 046- 051-053) as read and amended by staff. Mayor Pro Tern Sanborn declared a recess at 6:54 p.m. Mayor Giudice returned to the dais at 7:00 p.m., reassumed the gavel, and reconvened the meeting. Councilmember Adams left the dais at 7:02 p.m. and returned to the dais at 7:04 p.m. 9. COMMITTEE /LIAISON/OTHER REPORTS A. City Standing Committees, Council Liaison Assignments, Outside Agency and Mayors & Councilmembers/City Selection Committee Appointments and Reports Under Government Code Section 53232.3(d): • Councilmember Rodriguez reported she was unable to attend the Chamber of Commerce meeting (5/20) but provided an update on Chamber events and reported on the Cotati-Rohnert Park Unified School District 2x2x2 Meeting (5/21). • Vice Mayor Sanborn reported on the Zero Waste Sonoma(5/15) and the Mayors and Council Members' Association of Sonoma County Legislative Committee (5/16) meetings. • Mayor Giudice reported on the Golden Gate Highway and Transportation District Building and Operating Committee, Finance-Auditing Committee & Governmental Affairs and Public Information Committee (5/22) and Board of Directors meetings (5/23). Mayor Giudice also reported on the Sonoma County Mayors' and Councilmembers' Association Board of Directors special meeting (5/22). • Councilmember Rodriguez reported on the Hispanic Chamber of Commerce of Marin County Mujer Latina Luncheon (5/8). • Mayor Giudice reported on the Immigration Update by Los Cien Sonoma County (5/15) and Rotary Club of Rohnert Park-Cotati Salute to Community (5/23). • Vice Mayor Sanborn reported on Laguna de Santa Rosa Taking Flight Foundation (5/15). 10. COMMUNICATIONS Councilmember Rodriguez congratulated the graduates from Sonoma State University, and preemptively congratulated the high school, middle school, and TK, and preschool graduates. Councilmember Rodriguez stated Project Grad needs volunteers. Councilmember Rodriguez announced she will receive an emerging leader award from the Bay Area Latino Elected Officials. Vice Mayor Sanborn shared she participated in SSU moveout with Recology to divert furniture and other items from landfill and donate the items. Council attended a Brown Act Training on May 19th and there will be a Pride Flag raising at the library on May 30th Mayor Giudice shared a letter he received from the Arbor Day Foundation stating the City was awarded 2024 Tree City USA status. Mayor Giudice also announced there will be a ground breaking event on May 28th for the trail to Crane Creek Regional Park. 11.
