1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:02 p.m., which was legally noticed
on July 17, 2025.

Staff present: City Manager Piedra, City Attorney Kenyon, Interim Director of Public

Director of Public Safety Mattos, Human Resources Director Cannon, Management
Analyst II Bowser, Finance Manager Ortega De Valencia, Senior Analyst Hopley,
Information Systems Operations Manager Cotter, and Assistant City Clerk Machado.

4. PRESENTATIONS
A. County of Sonoma Assessment Roll for the 2025/26 Assessment Year and
Assessment Values in the City of Rohnert Park presented by Deva Marie Proto, County
Clerk-Recorder-Assessor-Registrar of Voters. County Clerk-Recorder-Assessor-Registrar of
Voters Deva Marie Proto provided an overview of the assessment roll timeline, history, city
growth, and growth/valuation factors.
5. DEPARTMENT HEAD BRIEFINGS
A. Informational Report Regarding 4th of July, 2025 by Public Safety Director Tim
Mattos. Director of Public Safety Mattos provided an overview of 4th of July calls for service
and administrative citations.

PUBLIC COMMENTS: Jason Kindle spoke about this item.
6. PUBLIC COMMENTS
Jason Kindle, Instrumentation Technician, spoke about market rate compensation, moving out
of the area for affordable housing making him ineligible for standby duty, equity adjustments,
and standing behind the bargaining team.
Peter Alexander spoke about replacing patriarchal religious hypocrisy with feminine authority,
SEIU blaming Council, and the general strike.
Bobby Bowman, Parks Department employee, spoke about his involvement in the Rohnert Park
community and wages being 16%under market.
David Valencia, Utilities Service Representative and Chapter 1021 SEIU President and
negotiation team member, expressed strong support for the SEIU bargaining group, wages being
16% under market, and a requested 3% wage increase.
Jean Lestanguet spoke about his time working for the City, how it has changed over the 30
years he has been employed, and asked Council to give pay and benefits comparable to other
agencies and opportunities to promote.
David Owen, Water System Supervisor, spoke about Council approving equity adjustments for
non-exempt staff but not the staff doing the work, rewarding the top instead of lifting the base,
and asked Council to restore equity adjustments and honor commitments.
Travis Balzarini, Regional Vice President for SEIU 1021, spoke about employees having a
difficult time living and working for the City, conservative budgeting, and employees deserving
healthcare and a 3%raise.
Martin Avila, Fleet Services Supervisor Mechanic, spoke about the City's mechanic to pieces of
equipment ratio compared to the average government mechanic to equipment ratio, doing more
with less, Council knowing staff are getting a reduced paycheck and not giving back to
employees, and urged Council to bargain in good faith, keep benefits and pay up to current
market.
Jason Kindle spoke on behalf of a retired SEIU member, stating non-exempt staff were
promised equity raises but they never came, rewarding the top instead of lifting up the base.

the emergency action is completed
7.D Adopt Resolution 2025-050 Amending Appendix A: Designated Positions of the
City of Rohnert Park Conflict of Interest Code and Superseding Resolution 2024-

7.E Adopt Resolution 2025-051 Finding the Rohnert Park Expressway at US Highway 101
Restriping Project CIP1928 Exempt from CEQA Pursuant to CEQA Guidelines Section
15301c, Approve the Plans and Specifications, Award the Construction Contract to
Bayside Stripe and Seal, Inc. for $183,349.00, and Authorize the City Manager to
Approve up to $27,502.35 (15%) in Change Orders
7.F. Authorize Adopt Resolution 2025-052 to Accept a Grant in the Amount of$29,340
from the Department of Justice (DOJ) Office of Community Oriented Policing Services
(COPS) to Fund De-Escalation Training and Equipment and Authorizing the Finance
Director to Increase FY 2025/26 Budget Appropriations by $29,340
7.G Receive an Annual Update on the Spreckels Performing Arts Center(PAC) Fees and
Fee Increases for the 2025/26 Season as Permitted by Resolution 2019-010

A. Receive a Presentation by Marin Municipal Water District Regarding Supply
Agreement Updates and Consider Authorizing the City's Representative to the Water
Advisory Committee to Recommend Approval of the Proposed Water Supply Agreement
Between Marin Municipal Water District and Sonoma Water. Management Analyst II
Bowser and Paul Sellier, Director of Water Resources for Marin Water, presented this item.
Recommended Action(s): Authorize the City's representative to the Water Advisory
Committee to recommend approval of the proposed Water Supply Agreement between Marin
Municipal Water District and Sonoma Water.

C. Introduce and Consider Adoption of Urgency Ordinance No. 988, an Urgency
Ordinance of the City Council of the City of Rohnert Park Amending Rohnert Park
Municipal Code Title 9,Article VII, Chapter 9.72, Section 9.72.010 to Expand the
Definition of"Tobacco Products" and Chapter 9.76, Sections 9.76.020, 9.76.030 and
9.76.050 to Modify the Hours During Which the Loitering of Minors Is Prohibited.
Director of Public Safety Mattos and Lieutenant Matzen presented this item. Recommended
Action(s): Introduce and adopt an Urgency Ordinance to amend Rohnert Park Municipal Code
Title 9, Article VII as follows: 1. Chapter 9.72, Section 9.72.010 to expand the definition of
"Tobacco Products"to include e-cigarettes and vaping products; and 2. Chapter 9.76, Sections
9.76.020, 9.76.030 and 9.76.050 to modify the hours during which the loitering by minors is
prohibited.
PUBLIC COMMENTS: None.

adopt Ordinance No. 988. Title read by Councilmember Rodriguez.

9. COMMITTEE/LIAISON/OTHER REPORTS
A. City Standing Committees, Council Liaison Assignments, Outside Agency and Mayors
& Councilmembers/City Selection Committee Appointments and Reports Under
Government Code Section 53232.3(d):
• Councilmember Elward reported on the Homeless Coalition Board (6/25), Sonoma
Clean Power Authority Board of Directors (7/3), and Senior Citizens Advisory
Committee (7/17) meetings.
• Councilmember Rodriguez reported she was unable to attend the Chamber of
Commerce meeting (7/15) but provided an update on Chamber events.
Councilmember Rodriguez reported on the Golf Course Oversight Committee (7/17)
meeting.

• Vice Mayor Sanborn reported on the Water Advisory Committee to Sonoma Water
(7/17) meeting and stated the Zero Waste Sonoma Board of Directors meeting was
cancelled.
• Mayor Giudice reported on the Golden Gate Bridge, Highway & Transportation
District Building and Operating Committee, Finance-Auditing Committee &
Governmental Affairs and Public Information Committee (6/26) and Board of
Directors (6/27) meetings. Mayor Giudice also reported on the Sonoma County
Transportation Authority/Sonoma County Regional Climate Protection Authority
Board of Directors (7/14).
10. COMMUNICATIONS
Mayor Giudice stated the Board of Supervisors approved the new ad hoc committee with the
Mayors and Councilmembers to speak about Measure 0, shared infrastructure, and disaster
preparedness.
Councilmember Rodriguez shared news about restaurant closings and openings, gave a shoutout
to SOCO Market's first Mich-Mosa, congratulated Cal Ripken U 1 1 for their championship win,
congratulated and thanked the Rebels for the tournament they brought to the City,thanked Fire
Safe Sonoma for doing a Crane Creek cleanup, announced Flynn Creek Circus is in town,
shared information about Los Cien's Bridge Program, and announced the Sonoma County Fair
begins next Friday.
Vice Mayor Sanborn congratulated Cal Ripken team for winning the Pacific Southwest
Regional Tournament, qualifying them for the World Series next year, and encouraged people
to attend the Flynn Creek Circus.
