PURPOSE The purpose of this policy is to promote a professional, safe, inclusive, and health-conscious environment for employees, contractors, and members of the public who interact within City of Rohnert Park facilities. This policy outlines expectations for appropriate workplace attire and ensures a scent- free environment to accommodate individuals with chemical sensitivities or allergies. 2. SCOPE This policy applies to all employees, contractors, interns, and volunteers working for the City of Rohnert Park. 3. PROVISIONS Dress Code Provisions: A. Employees are expected to wear work attire appropriate to their job function and work setting. Clothing must be: • Neat, clean, and in good repair • Modest and not revealing • Free of discriminatory, offensive, harassing, or inappropriate language logos, or imagery • Safe and suitable for the job tasks being performed. B. Departmental Variations • Office Staff: Employees working within City offices shall dress in a manner which allows them to attend and represent the City in a professional manner. o Business casual attire is the minimum standard unless otherwise approved. Examples include slacks, khakis, skirts, blouses, collared shirts, and appropriate footwear. Leggings are acceptable when paired with appropriate tops and shoes to achieve a polished and professional appearance. Employees who have off-site inspections are permitted to wear professional looking denim. o Business Professional attire may also be worn but is specifically required when representing the City in an official capacity. Examples Include collared shirts, ties, suits, dress pants, dress skirts, blouses, suit dresses and professional footwear. o Casual Dress Days (Casual Friday) may be permitted by management to allow employees to dress in a more casual fashion that is normally required. On these occasions, employees are still expected to present a neat appearance and are not permitted to wear denim that is worn, faded, frayed, ripped or bleached. Further, disheveled clothing, athletic wear, or similarly prohibited clothing or accessories, as described in Section C of this policy, are not permitted. Personal Protective Equipment must be used as mandated. • Public Safety Personnel: Must adhere to their respective uniform regulations and grooming standards. • Union Affiliated Insignia: Nothing in this policy is intended to prohibit an employee from wearing union insignia and apparel at work so long as such insignia and/or apparel does not detract from an employee’s professional appearance, interfere with any command structure, or otherwise cause any problems or difficulties for the employer in providing services to the community. C. Prohibited Attire • Clothing with offensive or inflammatory language/images • Torn or revealing garments (including crop tops, mini skirts, sheer or mesh clothing spaghetti straps, halter tops, and off the shoulder tops, etc.) • Beachwear, flip flops, slippers, slides • Sleepwear, t-shirts (unless an issued uniform), lounge wear, casual leggings, or athletic wear (except for designated wellness activities) • Political or partisan clothing • Clothing with logos, other than official City of Rohnert Park branding or other City- related logos, as approved by the employee’s supervisor or manager. No policy can cover all contingencies, so employees must use good judgment in choosing clothing to wear to work. D. Personal Hygiene • Good personal hygiene is expected. Hair should be neat, clean, and well groomed. Beards, mustaches, sideburns must be kept tidy and professional, not creating a safety hazard during work tasks. Ensure your clothing, hair, body odor, and appearance are clean and presentable. Scent-Free Workplace Provisions The City is committed to providing a healthy, safe, and inclusive work environment for all employees, volunteers, contractors, and visitors. Exposure to scented products can trigger serious health reactions for individuals with fragrance sensitivities, asthma, migraines, or other medical conditions. This policy is intended to minimize exposure to scented products in the workplace and support compliance with applicable state and federal disability laws. The following scented items should not be present in the workplace: • Strongly scented perfumes, colognes, and body sprays • Scented lotions or cremes • Strongly scented hair products • Air fresheners or scented diffusers at personal workstations • Cleaning agents with strong or lingering scents. Additionally, the smell of cigarette smoke on clothing, hair, or personal items is not acceptable in the workplace. Employees are expected to take steps to ensure that their appearance and presence at work are free from lingering smoke odors, which can be disruptive and harmful to colleagues. Further, employees are prohibited from smoking while at work. Reasonable Accommodations Employees with specific needs related to religious observances or requiring reasonable accommodation should consult the Human Resources Department. Responsibilities A. Supervisors and Managers are responsible for ensuring that employees are in compliance with this policy. B. Department Directors shall have the discretion to further expand on what is considered appropriate attire as long as it is not in conflict with existing reasonable accommodations or the intent of this policy. C. In the judgement of their Supervisor or Manager, employees who are inappropriately attired or in violation of the scent-free provisions, will be sent home and directed to return to work in compliance with this policy. Such time off work shall be deducted, where appropriate, from an employee’s leave balances. Failure to adhere to this policy may result in disciplinary action. REVISION HISTORY: AUGUST 14, 2025 FINAL
