PUBLIC COMMENTS: Provides an opportunity for public comment on items not listed on the
agenda, or on agenda items if unable to comment at the scheduled time (limited to three minutes
per appearance and a 30 minute total time limit, or allocation of time determined by Presiding
Officer based on number of speaker cards submitted). Speakers are encouraged to complete a
Public Comment card and submit it to the Clerk at the time of the meeting. This helps ensure an
orderly and efficient meeting, but it is not required.

Agenda Title: Consider Adopting a Resolution Authorizing a Budget Amendment for the

RECOMMENDED ACTION:
Adopt a resolution authorizing the City of Rohnert Park Foundation Executive Director to execute a
budget amendment for the appropriation of $2,000 dollars from the Rohnert Park Foundation for the
Purchase/Replacement of the community nonprofit and Sonoma State University signs at the Friendly
City Monument Sign at Commerce Blvd.
BACKGROUND:
Community entrance signs are a traditional feature at the gateways of many cities and towns, serving
as a collective welcome and a public display of local civic engagement. While their modern form often
features standardized logos, their roots lie in a long history of towns using signs to announce their
identity and key features. Initially, these signs might have simply stated the town's name and founding
date. Over time, as service organizations and business groups became more prominent, towns began to
include these organizations on their entrance signs to reflect the contributions of various community-
building groups. This practice became widespread in the 20th century as a way to promote local
commerce and civic pride
As of August 2025, seven out of eight of these signs by the iconic Friendly City sign are extremely
weathered, making it difficult to identify which group is a part of Rohnert Park. Additionally, the
Sonoma State University sign is almost unrecognizable, due to weathering.
ANALYSIS:
In July 2025, the administration team received price quotes to replace the circular community entrance
signs. The quote included replacing seven of the eight community nonprofit signs, as well as the
rectangular Sonoma State University sign. As these are community signs, and are dealing with
nonprofit organizations, the use of Rohnert Park Foundation funds, an entity specifically set up to for

Civic Purposes, is recommended to assist with the replacement of these signs. Per Article II of the
Rohnert Park Foundation Bylaws:
1. Civic Purposes: Focusing resources on and providing funding to areas of need in the
Community of Rohnert Park which enhance existing and new partnerships with community
members, nonprofits, foundations, public agencies and similar entities.
The appropriation of $2,000 from the Rohnert Park Foundation to pay for the replacement of these
community signs are keeping in line with the Rohnert Park Foundation Bylaws as well as the Rohnert
Park Council priorities.
This action is solely for the appropriation of funds for replacement of the weathered sign, with no
redesign taking place; therefore, no input is required from the Parks and Recreation Commission
regarding cultural arts development as it relates to signage.
ENVIRONMENTAL ANALYSIS:
This action is not a Project under the California Environmental Quality Act (“CEQA”).
STRATEGIC PLAN AND COUNCIL GOALS/PRIORITIES ALIGNMENT:
This resolution meets long-term council priority number 2, Community Quality of Life, as well as the
FY25/26 Council priority number 2, focus on infrastructure and beautification.
OPTIONS CONSIDERED:
1. Recommended Option: Authorize a Budget Amendment for the Appropriation of $2,000
from the Rohnert Park Foundation for the Purchase and Replacement of the Community
Nonprofit and Sonoma State University signs at Commerce Boulevard.
2. Alternative: Do not appropriate funds from the Foundation to pay for the replacement of the
community signage. Staff does not recommend this option.

BACKGROUND:
In April 2025, Sonoma County launched a new public health initiative called Health To Go, which
installs public vending machines to provide free, essential health and hygiene supplies to residents. The
program, led by the Sonoma County Department of Health Services (DHS), aims to improve
accessibility, reduce costs, and ensure privacy for people seeking items like Narcan, COVID tests,
condoms, and hygiene kits. Initial plans include installing three machines at various locations,
including the Russian River Health and Wellness Center and Santa Rosa Junior College, with up to
four more planned for later. These machines, which will be stocked with ten different products, have a
three-item limit per transaction and discreet packaging to ensure anonymity, and are a direct response
to community needs, including recent fentanyl poisoning tragedies.
In May 2025, the Sonoma County DHS discussed the potential for the installation of one machine in
Rohnert Park near the Rohnert Park People Services Center. The vending machine's inventory of free
items, such as Narcan, hygiene kits, and COVID tests, directly complements the center's mission to
improve the social and economic health of the community. This strategic placement ensures that
individuals already seeking support for various challenges can discreetly and conveniently obtain life-
saving and health-protecting supplies, further enhancing the wraparound services offered at the People
Services Center.
ANALYSIS:
In July 2025, the Senior Analyst received price quotes to add a new 20A Circuit for the outside of the
Peoples Services Center, totaling $3,978.00. We are requesting $5,000 to cover the cost of the
installation of the new 20A Circuit and project contingencies. The use of Foundation funds to cover the

cost of installation fits within the Rohnert Park Foundation mission to enhance the community of
Rohnert Park:
Civic Purposes. The vending machine project demonstrates a new partnership with a Sonoma County
initiative focused on healthcare access. This aligns with Foundation’s bylaws’ goal of "enhancing
existing and new partnerships with community members, nonprofits, foundations, public agencies and
similar entities." Providing funding for the necessary electrical infrastructure supports this
collaborative effort. Additionally, the project addresses a clear area of need: expanding medical care
access to those who may not be able to afford it. By supporting this machine, the Rohnert Park
Foundation is directly helping to broaden healthcare options for underserved residents in Rohnert Park.
Civic Projects. The vending machine is a civic project that sustains and enhances the community by
providing accessible health services. The electrical junction box is a foundational component that
makes this public service possible. The "Health-to-Go" vending machine is open and accessible to all
members of the public, which is a key requirement of the Rohnert Park Foundations bylaws. The
project directly contributes to a publicly available resource that promotes community well-being, and
supporting a project that provides low-cost healthcare options fosters a sense of community care and
support, advancing the "spirit of community".
