1980/05/22 Planning Commission ResolutionRESOLUTION NO. PC 80-11 RESOLUTION ADOPTING STANDARD CONDITIONS FOR PRECISE DEVELOPMENT PLAN AND ARCHITECTURAL APPROVAL WHEREAS, there are several standard conditions applicable to Precise Development Plan and Architectural Review projects, and; WHEREAS, several of these conditions are redundant and should be applied on a standard form, and; THEREFORE, BE IT RESOLVED, that the Planning Commission adopts the following standard conditions to apply to Precise Development Plan and Architectural approval: 1. That prior to issuance of any occupancy permits, a detailed plan showing type, size and location of all landscape materials shall be submitted to the Planning Department for review and approval. That all landscaping shall be kept :n a healthy and well main- tained condition at all times. That if the landscaping is not installed at the time of occupancy, then the applicant must post a cash deposit with the City to guarantee completion of landscap- ing prior to occupancy. Amount of deposit to be 100% of the total cost of the landscaping including the irrigation system. 2. That a permanent automatic sprinkler system shall be installed to maintain all landscape materials and areas. 3. That all utilities shall be placed underground. 4. That the water system shall not be provided by the City unless the City Engineer advises that the City has ample capacity to serve the development. 5. That the design and construction of the sanitation system for the sewer shall conform to the City°s sewerage sanitation standards. Detailed plans shall be submitted to the City Engineer for review and approval. 7. That on -site drainage system shall be designed in accordance with Sonoma County Water Agency's standards. 8. That any and all roof mounted mechanical equipment shall be archi- tecturally concealed. 9. That the applicant provide adequately located refuse collection areas; that these areas shall be approved by the Redwood Empire Sanitation Company; that all refuse collection areas shall be archi- tecturally screened from view and landscaped. 10. That all parking areas and driveways shall be paved with asphalt surfacing and all curbs separating -driveway and parking lots from landscaped areas and sidewalks be provided,with 6" concrete curb and gutter as per City Engineer Standards. 11. That all uncovered parking spaces shall be a minimum of 9' X 18'. The 6" concrete curb 'is to serve as the wheel stops. That no individ- ual wheels stops be permitted other than the 6" concrete curb. 12. That the applicant make adequate provisions to control the pollutants on the parking lot so as not to create a water quality control prob- lem. This can be accomplished by either allowing sumps for the first 1/41", water run-off or running water through a landscaped area to absorb the contaminants during rain storms. 13. That exterior lighting be provided within the parking ,lot around the buildings. Said lighting is to be directed and shielded away from adjacent properties, public and private streets, so as not to create a nuisance or hazard. 14. That street lighting be provided as per City and P. G. 6 E. requir- ments. NOW, THEREFORE, BE I.T RESOLVED, that the above -listed conditions shall be applied to all projects unless the Planning Staff advises the Planning Commission of variations or changes.
