ADJOURNMENT Minutes of the City of Rohnert Park Mobile Home Parks Rent Appeals Board Thursday, October 3, 2024 -- 6:00 P.M. 1. CALL TO ORDER Chair Reymond called the Mobile Home Parks Rent Appeals Board meeting to order at 6:00 p.m. The meeting was conducted in person at City Hall and was open to the public. 2. ROLL CALL Present: Patrick Reymond, Chair Janeen Kirby, Vice Chair Carla A. Taylor, Commissioner Brooke Lewis Davis, Commissioner Absent: Anna Mitsunaga, Commissioner Staff Present: Jenna Garcia, Housing Manager Michael Son, IT Analyst Clotile Blanks, Recording Secretary Before Roll Call, Housing Manager Jenna Garcia announced the appointment of Anna Mitsunaga to the Mobile Home Parks Rent Appeals Board, effective October 3, 2024. 3. CONSENT CALENDAR – APPROVAL OF MINUTES 7.1 Approval of the Draft Minutes of the Mobile Home Parks Rent Appeals Board Meeting of May 2, 2024 ACTION: Moved/seconded (Taylor/Davis) to adopt the minutes of the Mobile Home Parks Rent Appeals Board meeting of May 2, 2024. Motion carried by the following (4-0-1) roll call vote: AYES: Kirby, Reymond, Taylor, Davis, NOES: None; ABSTAIN: None; ABSENT: Mitsunaga 8. AGENDA ITEMS 8.1 Determine the Annual General Adjustment to the Maximum Allowable Space Rent for 2025 Housing Manager Garcia presented this item. Recommended Action(s): Adopt Resolution 2024-03 to announce the annual general adjustment of the maximum allowable space rent effective on or after February 1, 2025. ACTION: Moved/seconded (Taylor/Kirby) to adopt Resolution 2024-03 to announce the annual general adjustment of the maximum allowable space rent effective on or after February 1, 2025. Motion carried by the following (4-0-1) roll call vote: AYES: Kirby, Reymond, Taylor, Davis, NOES: None; ABSTAIN: None; ABSENT: Mitsunaga 8.2 Consider Adoption of a Resolution to Establish Registration Fees for 2025 Housing Manager Garcia presented this item. Recommended Action(s): Adopt Resolution No. 2024-04, establishing registration fees for mobile home spaces for 2025. ACTION: Moved/seconded (Davis/Kirby) to adopt Resolution No. 2024-04 establishing registration fees for mobile home spaces for 2025. Motion carried by the following (4-0-0) roll call vote: AYES: Taylor, Davis, Reymond, and Kirby; NOES: None; ABSTAIN: None; ABSENT: 9. ITEMS FROM THE BOARD Commissioner Kirby requested historical data regarding staff expenses and registration fees associated with the rental of their mobile home spaces. Housing Manager Garcia committed to providing four years of historical data. 10. ITEMS FROM THE STAFF Housing Manager Garcia informed the Board that the Agenda will be published in Spanish in all designated posting locations, effective immediately. Additionally, it will be made available at the Mobile Home Parks Clubhouses and Community Centers. Garcia also informed the Board that the organization of the RAB files is still in progress. Garcia introduced Emily Quig, Home Services Coordinator to the Rent Appeals Board. Home Services Coordinator Quig is currently receiving training from Garcia on supporting and administering the Rent Appeals Board. 11. SECOND PUBLIC COMMENT PERIOD (Items not on Agenda) None 13.
