1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:00 p.m., which was legally noticed
on October 23, 2025.
Council Present: Gerard Giudice, Mayor

Jackie Elward, Councilmember
Council Absent: Samantha Rodriguez, Councilmember
Staff present: City Manager Piedra, City Attorney Kenyon, Director of Public Safety
Mattos, Director of Finance Howze, Director of Community Services Bagley, Human
Resources Director Cannon, Interim Director of Development Services Landeros, Public
Works General Services Operations Manager Bunte, Fire Marshall Hall, Acting Director of
Public Works Hendersen, Management Analyst Bowser, Information Systems Operations
Manager Cotter, and City Clerk Lopez Cuevas.

3. CLOSED SESSION
Mayor Giudice indicated that there was no reportable action on the previously Closed Session
held on October 20, 2025, in Conference Room 2A to Consider Conference with Real Property
Negotiators (Government Code Section 54956.8) for the 6400 State Farm Drive, Rohnert Park,
CA 94928 property. Agency Negotiator: Marcela Piedra, City Manager. Negotiating Parties:
City of Rohnert Park and Centercal Properties, LLC, a Delaware Limited Liability Company
Under Negotiation: Price And Terms.
4. PRESENTATIONS
A. Marin/Sonoma Mosquito and Vector Control District Seasonal Recap by District
Manager Peter Bonkrude. District Manager Bonkrude spoke about the purpose and district

goals, as well as the services they provide, statistics on calls for service for the year of 2025 and
West Nile virus activity in the Sonoma and Marin Counties.
B. Mayor's Proclamation: Proclaiming October 2025 as Domestic Violence
Awareness Month in the City of Rohnert Park. Mayor Giudice read the proclamation and
presented it to YWCA Sonoma County's Domestic Violence Services Manager Stacie
Questioni.
C. Mayor's Proclamation: Proclaiming United Against Hate Week from October 19
through October 25,2025 in the City of Rohnert Park. Mayor Giudice read the proclamation
and called upon all residents, businesses, schools, and organizations to unite against hate, and
champion inclusivity, tolerance, and unity.
5. SSU STUDENT REPORT
A. By Vanessa Mendoza, Vice President of External Affairs, Sonoma State University
Associated Students, Inc. (SSU ASI). Vanessa Mendoza informed that SSU recently hosted
Preview Day, welcoming 121 prospective students and their families to campus, with
enrollment data expected soon. The Presidential Search Committee has finalized three
candidates, with the Board of Trustees expected to approve one by mid-November. Addressing
basic needs remains a top priority, as food insecurity continues to impact students. During
October outreach, the campus pantry served 825 users, about 10.75 percent of the student
population. Associated Students are also promoting civic engagement ahead of next week's
election, hosting an event focused on Proposition 50 to encourage voter participation.
6. DEPARTMENT HEAD BRIEFINGS
A. City of Rohnert Park Storm Season Preparedness Presentation by Interim Public
Works Director Mark Hendersen. Director Hendersen shared an overview of storm season
readiness efforts, highlighted interdepartmental coordination, preventive actions and public
outreach. He presented the department's monitoring toolbox, including flood stages
information, and post-storm recovery actions.
B. Halloween Carnival Update by Director of Community Services Cindy Bagley.
Director Bagley shared photos and highlights of the event, vendors, and recognized Frankie
Lemus and the Latino Alliance for helping the city secure Aztec dancers for the events, for the
success of the Dia de los Muertos celebration, and the new"trunk or treat" attraction. She also
indicated that the "Haunt" sales were wildly successful and thanked the Rental Place for
helping the city bring the event indoors.
7. PUBLIC COMMENTS
Patrick Mundy spoke against the Resynergi project and stated that the community will remain
vigilant.

Amount of$220,000, and Find the Project Exempt from the California
Environmental Quality Act(CEQA)pursuant to Sections 15301 (Existing Facilities)
and 15302 (Replacement or Reconstruction) of CEQA Guidelines. (14 Cal. Code

8.F Adopt Resolution 2025-077 Approving Participation in PG&E's EV Fleet Program
for the Design and Installation of Electric Vehicle Charging Infrastructure for the
Pump Station Utilities Administration Building Project CIP1807, Authorize the City
Manager to Execute Related Agreements, Commit to the Program Requirements and
Find the Project Exempt from the California Environmental Quality Act(CEQA)
Pursuant to CEQA Guidelines Sections 15301 (Existing Facilities), 15302
(Replacement or Reconstruction), 15303 (New Construction), and 15311 (Accessory
Structures) (14 Cal. Code Regs. §§ 15301, 15302, 15303, and 15311)
8.G Adopt Resolution 2025-078 Approving Participation in PG&E's EV Fleet Program
for the Design and Installation of Electric Vehicle Charging Infrastructure at the
Public Works Corporation Yard for the Electric Vehicle Charging Stations Project
CIP2312, Authorize the City Manager to Execute Related Agreements, Commit to
the Program Requirements, and Find the Project Exempt from the California

(Existing Facilities), 15302 (Replacement or Reconstruction), 15303 (New
Construction), and 15311 (Accessory Structures) (14 Cal. Code Regs. §§ 15301,

8.H Adopt Resolution 2025-079 to Approve a Second Amendment to the Exclusive
Agreement to Negotiate between the City of Rohnert Park and CenterCal Properties,
LLC for the Development of 6400 State Farm Drive, and Authorize the City
Manager to Continue Negotiations with CenterCal Properties LLC (This Project is
Exempt from California Environmental Quality Act(CEQA) because it does not
qualify as a"Project"pursuant to Public Resource Code Section 21065 and CEQA
Guidelines Sections 15320, 15378 and 15061(b)(3))

A. Hold a Public Hearing to Consider to Adopting and Waiving the Second Reading
of an Ordinance Repealing and Replacing Chapters 15.04 through 15.28 of Title 15
"Buildings and Construction" of the Rohnert Park Municipal Code to Adopt by
Reference the 2025 California Building Standards Code (Title 24 of the California Code
of Regulations (Parts 2, 2.5,3, 4, 5, 6, 7, 9 with Local Amendments as Set Forth in
Chapters 15.04 (General Provisions), 15.08 (Building Code), 15.12 (Residential Code),
15.16 (Electrical Code), 15.18 (Mechanical Code), 15.20 (Plumbing Code), 15.22 (Energy
Code), 15.24 (Existing Building Code), 15.26 (Green Building Standards Code), 15.28
(Fire Code) and adding a new Chapter 15.30 (Wildland-Urban Interface Code) to Title
15 "Building and Construction". City Manager Piedra presented this item. Recommended
Action(s): 1) Conduct Public Hearing and 2) Waive the Second Reading of and Adopt
Ordinance 989, an Ordinance Repealing and Replacing Chapters 15.04 through 15.28 of the
Title 15 "Building and Construction" of the Rohnert Park Municipal Code to Adopt by
Reference the 2025 California Building Standards Code (Title 24 of the California Code of
Regulations (Parts 2, 2.5, 3, 4, 5, 6, 7, 9, 10 and 11) with Local Amendments as set forth in

Public Comments: Steve Keith requested a policy or direction regarding officers' discretion
to issue citations.
City Attorney Kenyon informed that the City follows the State's guidance regarding
discretion.
Public Hearing Closed: 6:21 p.m.
ACTION: Moved/seconded (Adams/Rodriguez) to waive the second reading of and
adopt Ordinance No. 989. Title read by Mayor Giudice.
Motion carried by the following 4-0-1-0 roll call vote: AYES: Adams.

B. Consider Request to Add Steve Hummel to the City's Honorary Citizen Plaque
located at City Hall. Councilmember Adams presented this item. Recommended Action(s):
Consider a request from Councilmember Susan Adams to add Steve Hummel to the City's
Honorary Citizen plaque located at City Hall.

• Vice Mayor Sanborn reported on the Sonoma EDC 2025 Fall Economic Perspective
(10/23).
11. COMMUNICATIONS
Councilmember Elward explained that the Student Centered Funding Formula(SCFF) is used to
determine how much funding each school district will receive based on real property taxes and
called for a change in legislation.
Mayor Giudice shared remarks about the recent ribbon cutting events for Southwest Boulevard
and the Crane Creek Trail, as well as his attendance at Sonoma State University's dedication
ceremony for a Peace Pole, and the planting of a Hiroshima Tree from the seeds of a tree that
survived the Hiroshima nuclear bombing.
12. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA
None.
13. PUBLIC COMMENT
Lisa Orloff announced that she is transitioning to a part time position and that the new Rohnert
Park of Chamber Commerce CEO is now Cathy Slack.
