I. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT SPECIAL
MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:03 p.m., which was legally noticed
on November 25, 2025.

Staff present: City Manager Piedra, Deputy City Attorney Barrett, Director of Finance
Howze, Director of Community Services Bagley, Director of Public Safety Mattos, Acting
Director of Public Works Hendersen, Human Resources Director Cannon, Interim Director
of Development Services Landeros, Accounting Supervisor Piotrkowski, Information
Systems Operations Manager Cotter, and City Clerk Lopez Cuevas.
2. READING OF THE LAND ACKNOWLEDGMENT

3. PLEDGE OF ALLEGIANCE
Led by Management Analyst McGunagle.
4. PRESENTATIONS
A. Mayor's Recognition: Honoring Karen Mack, Office Assistant, and Nancy Vierra,
Administrative Assistant, for Their Dedicated Support to the City and the City Council
Mayor Giudice read the recognitions and presented them to Karen Mack and Nancy Vierra.
B. Mayor's Recognition: Honoring Lisa Orloff for Her Years of Service as the
Rohnert Park Chamber of Commerce Chief Executive Officer. Mayor Giudice read the
recognition and presented it to Lisa Orloff.
PUBLIC COMMENTS: Cathy Slack and Darlene Sandoval spoke about item 4.B.

5. DEPARTMENT HEAD BRIEFINGS
A. Informational Update Regarding Community Roundtable by Public Safety
Director Mattos. Chief Mattos informed that despite recruitment and outreach efforts, only one
application was received.
B. Automated License Plate Reader(ALPR) System "Flock" Presentation by
Director of Public Safety Tim Mattos. Chief Mattos provided background on the City's ALPR
system, including prior Council action, location of the cameras and activity of the same. Chief
Mattos shared studies and mandates from the State of California that prohibit the City from
sharing information obtained from the ALPR system with Federal Immigration Enforcement
Agencies.
DIRECTION: By consensus (none opposed), Council directed staff to bring a Flock
representative to a future Council meeting in January 2026 and not move
forward with the completion of the installation of the cameras, as well as
revisiting the ALPR retention schedule, if needed.
Steve Keith, Peter Alexander and Trevor Merney spoke about this item.
Mayor Giudice declared a recess at 7:20 p.m. and reconvened the meeting at 7:30 p.m.
6. PUBLIC COMMENTS
Peter Alexander spoke about women and Joan of Arc.
Rodriguez away from dais at 7:33 p.m. and returned at 7:34 p.m.

7.0 Receive Progress Report on the Status of the Emergency Public Safety Antenna and
Radio System Replacement Project(CIP2412), as required by the Public Contract
Code and by Minute Order, authorize the continuation of Resolution 2024-051 until
the emergency action is completed
7.D Adopt Resolution 2025-087 Authorizing and Accepting the State of California Office
of Traffic Safety (OTS) Selective Traffic Enforcement Program(STEP) Grant

7.F Adopt Resolution 2025-089 Accepting the Hinebaugh Creek Pedestrian Bridge as a
City Asset, accepting a Public Access Easement for Hinebaugh Creek Pedestrian
Bridge, and Approving the Fourth Amendment to the Master Maintenance Agreement
and Directing Related Actions (California Environmental Quality Act Status:
Consistent with Environmental Impact Report for the University District as Amended)
ACTION: Moved/seconded (Adams/Elward) to approve the consent calendar
with the exception of Item 7.E.

7.E. Adopt Resolution 2025-088 Authorizing and Approving a Grant of Monitoring Well
Easement Agreement with Santa Rosa Plain Groundwater Sustainability Agency for a
Shallow Groundwater Monitoring Well on Copeland Creek at APN 143-061-061
(Exempt Under California Environmental Quality Act(CEQA) Guidelines Section
15061(b)(3))
ACTION: Moved/seconded (Sanborn/Rodriguez)to approve Item 7.E.
Motion carried by the following unanimous 5-0-0-0 voice vote: AYES:

8. REGULAR ITEMS
A. PUBLIC HEARING: Accept the Final Water Rate Report and Consider
Written Protests and Written Objections to the Proposed Water Rate Increases, Certify
the final count of any Written Protests, and, if Written Protests are not presented by a
Majority of the affected parcels, adopt a Resolution Adopting Water Service Rates
(2026-2029). Finance Director Betsy Howze and Consultant Mark Hildebrand presented this
item. Recommended Action(s): 1) Hold a Public Hearing, to Consider Written Protests and
Written Objections to the Proposed Water Rate Increases; 2)Determine whether written
objections require a clarification or reduction to the rates, based on AB2257 (Government
Code Section 53759.1); 3) Certify the final count of any of any written protests; and 4) If
written protests are not presented by a majority of the affected parcels, consider a Resolution
Adopting Water Rates (2026-2029) and updating the Water Shortage Surcharge Policy.
Public Hearing Opened: 8:05 p.m.
PUBLIC COMMENTS: April Gambino,Neil Hancock, Maya Khosla, and Michelle
Montgomery spoke in opposition of this item.

Peter Alexander spoke about law enforcement, taxes and walking on water.
ACTION: Moved/seconded (Adams/Sanborn), based on the findings in the City's
Written Response, to proceed to consider the recommended water
service rates.
Motion carried by the following roll call 4-0-0-1 vote: AYES: Adams,
Elward, Sanborn, and Giudice,NOES: None, ABSENT: None,
ABSTAINS: Rodriguez.
Public Hearing Closed: 8:29 p.m.
ACTION: Moved/seconded (Adams/Sanborn)to consider Written Protests and
Written Objections to the Proposed Water Rate Increases; Certify the
final count of any of any written protests; and if written protests are not
presented by a majority of the affected parcels, adopt Resolution 2025-
090 Adopting Water Rates (2026-2029).
City Clerk Lopez Cuevas stated 18 (eighteen) written protests were received. The number of
protests is less than one-half of the parcels that would be subject to the new/increased rates.
Rohnert Park has 13,829 parcels pursuant to the County Assessor's records. Therefore, a
majority protest has not been filed.
Motion carried by the following roll call 4-1-0-0 vote: AYES: Adams,
Elward, Sanborn, and Giudice,NOES: Rodriguez, ABSENT: None,
ABSTAINS: None.
9. COMMITTEE,/LIAISON/OTHER REPORTS
B. City Standing Committees, Council Liaison Assignments, Outside Agency and Mayors
& Councilmembers/City Selection Committee Appointments and Reports Under
Government Code Section 53232.3(d):
• Councilmember Elward reported that there was no Homeless Coalition Board
meeting on 11/26.
• Vice Mayor Sanborn reported that there was no Water Advisory Committee (WAC)
to Sonoma Water meeting on 12/1.
• Mayor Giudice reported on the Golden Gate Bridge, Highway & Transportation
District Building and Operating Committee, Finance-Auditing Committee & Rules,
Policy & Industrial Relations Committee (11/20) meetings, Golden Gate Bridge,
Highway & Transportation District Board of Directors Special Meeting (11/21), and
Sonoma County Mayors and Councilmembers Association Legislative Committee
Meeting (11/21).
• Councilmember Rodriguez reported on the Rohnert Park Chamber of Commerce
AM Networking Breakfast(11/19).

10. COMMUNICATIONS
Councilmember Adams invited all to participate and donate to the City's toy drive.
Councilmember Adams thanked Bay Area Digital solutions donating their time promoting the
City's toy drive on social media.
Councilmember Rodriguez shared that it is finals week and to be kind to students and teachers
and shared information on holiday community events, including the NOAH's food drive.
Mayor Giudice thanked City Manager Piedra for leading the City's toy drive event.
Councilmember Elward invited all to participate in the NAACP clothing drive.
