MINUTES OF THE SPECIAL MEETING
OF THE CITY OF ROHNERT PARK CITY COUNCIL
Tuesday, December 9, 2025

1. CITY COUNCIL SPECIAL MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the special meeting to order at 4:04 p.m., which was legally noticed on
December 8, 2025.
Council Present:Gerard Giudice, Mayor
Emily Sanborn, Vice Mayor
Susan H. Adams, Councilmember
Samantha Rodriguez, Councilmember
Jackie Elward, Councilmember(arrived at 4:09 p.m.)
Staff present: City Manager Piedra, City Attorney Kenyon, Deputy City Attorney Wilson,
Human Resources Director Cannon, and Assistant City Clerk Machado.
2. CLOSED SESSION
A. Public Comments: None.
B. Mayor Giudice made the closed session announcement pursuant to Government Code
§54957.7 and Council recessed to Closed Session at 4:04 p.m. to consider: Conference
with Agency Designated Labor Negotiators Pursuant to Government Code §54957.6(a).
Agency Designated Representatives: Mark Wilson of Burke, Williams & Sorensen, Labor
Negotiator, Director of Human Resources Jamie Cannon, City Manager Marcela Piedra.
Employee Organizations: a) Service Employees' International Union(SEIU); b) Rohnert
Park Employees' Association(RPEA); c) Rohnert Park Public Safety Officers'
Association(RPPSOA); d) Rohnert Park Public Safety Managers' Association
(RPPSMA); e) Management Unit; f) Confidential Unit; and g)Unrepresented Employees.
Assistant City Clerk Machado departed the meeting at 4:04 p.m.
C. Mayor Giudice reconvened the open session at 4:56 p.m. and stated there was no
reportable action.
4. ADJOURNMENT
Mayor Giudice adjourned the special meeting . 4:54 p.m.
