1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Giudice called the joint regular meeting to order at 5:04 p.m., which was legally noticed
on December 4, 2025.
Council Present: Gerard Giudice, Mayor
Emily Sanborn, Vice Mayor

Jackie Elward, Councilmember
Samantha Rodriguez, Councilmember
Staff present: City Manager Piedra, City Attorney Kenyon, Director of Finance Howze,
Director of Community Services Bagley, Director of Public Safety Mattos, Director of
Human Resources Cannon, Senior Analyst Carey, Acting Director of Public Works
Hendersen, Public Works General Services Operations Manager Bunte, Information
Systems Operations Manager Cotter, and Assistant City Clerk Machado.

6. PUBLIC COMMENTS
Peter Alexander spoke about religions, Zoe Rosenburg, and freeing animals.
Barbara Mackenzie invited everyone to take the Sonoma County Library survey and thanked
Council for their public service and leadership and wished everyone well in the future.
Steve Keith stated the Friends of the Library Bookstore and SweetPea Gift Shoppe are great
places to purchase gifts.

7.F. Adopt Resolution 2025-093 Approving an Access and Improvement Agreement with
the Rohnert Park Tennis Club for Improvements to Magnolia Park Tennis Courts,
Authorizing the City Manager to Execute the agreement, Co-sign the USTA Grant
Application, Approve the Project Plans and Specifications, and Finding the Project
Categorically Exempt from the Requirements of the California Environmental Quality
Act(CEQA)
7.G By Minute Order, Authorize the City Manager to Execute Amendment No. 1 to Task
Order 2025-02 with GHD Inc. for Additional Construction Management and Inspection
Services for the A&B Neighborhood Pavement Maintenance Project, (Project No.
CIP2205) in an Amount Not to Exceed $37,090, for a Total Contract Amount of
$269,327
ACTION: Moved/seconded (Adams/Rodriguez)to approve the consent
calendar.
Motion carried by the following unanimous 5-0-0-0 voice vote: AYES:
Adams, Elward, Rodriguez, Sanborn, and Giudice,NOES: None,
ABSENT: None, ABSTAINS: None.

8. COMMITTEE/LIAISON/OTHER REPORTS
A. City Standing Committees, Council Liaison Assignments, Outside Agency and Mayors
& Councilmembers/City Selection Committee Appointments and Reports Under

• Councilmember Elward reported on Sonoma Clean Power Authority Board of
Directors Meeting (12/4).
• Vice Mayor Sanborn reported there was not a Santa Rosa Plain Groundwater
Sustainability Agency Meeting on December 9tn
• Mayor Giudice reported on the Sonoma County Transportation Authority/Sonoma
County Regional Climate
• Protection Authority Board of Directors Meeting (12/8).
• Councilmember Adams reported on the Noon Times Networking Luncheon(12/3).
9. COMMUNICATIONS
Councilmember Rodriguez stated the toy drive continues to accept donations, that this is finals
week at SSU, and that SSU's new president starts next year.
Vice Mayor Sanborn thanked the staff and consultants who worked on the A and B section
striping and complimented its appearance.
Mayor Giudice stated Mark Pippen of Innovative Screen Printing will work with NOAH to
provide 200 complete turkey dinners to families and committed to providing meals for three
years. Mayor Giudice also thanked Kaiser for donating $10,000 to NOAH.
10. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA

12. CEREMONY FOR INSTALLATION OF OFFICERS FOR THE YEAR 2026
A. Public Comments
John McIntrye thanked Council for always being there for residents, thanked them for their
leadership, and appreciated Giudice's service to the City.
City Manager Piedra presented a memento to Mayor Giudice on behalf of the city.
Councilmember Elward left the dais at 5:24 p.m. and returned to the dais at 5:26 p.m.
City Manager Piedra presented the Year-End Video and each councilmember shared their
reflections on 2025 and shared appreciation for Mayor Giudice. Mayor Giudice thanked
Council and staff for their work.
Emily Sanborn was installed as Mayor for 2026 and assumed the gavel.
Jackie Elward was installed as Vice Mayor for 2026.
Mayor Sanborn reorganized and seated Council.

Mayor Sanborn provided her vision for 2026.
Each councilmember shared their vision for 2026.
13. ADJOURNMENT
Mayor Sanborn adjourned the meeting at 6:03 p.m.
