A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING THE CITY MANAGER TO CREATE A NEW CAPITAL
IMPROVEMENT PROGRAM PROJECT FOR THE BENICIA PARK CONCESSION
STAND RENOVATION PROJECT (PROPOSED PROJECT NO. CIP2608), ACCEPT A
NEW SCOREBOARD AND ASSOCIATED CONTROL EQUIPMENT DONATION
FROM ROHNERT PARK CAL RIPKEN TO BENEFIT THE CITY OF ROHNERT
PARK, AUTHORIZE BUDGET AMENDMENTS TO TRANSFER $315,000 FROM THE
GENERAL LIABILITY INTERNAL SERVICE FUND F2350, AND TO RECORD THE
DONATION
WHEREAS, the Benicia Park Concession Stand Building is located at 7471 Bernice
Avenue;
WHEREAS, the building structure was damaged from arson and a tree branch falling on
the roof during a storm; and
WHEREAS, the Benicia Park Concession Stand Renovation Project ("Project") consists
of renovating the building interior and replacement of the roof; and
WHEREAS, the plans and specifications for the Project were prepared by Strata ap Inc.,
and approved by the City Engineer; and
WHEREAS, the City executed the Construction Contract with NG Builder Company LLC
on November 11, 2025 for construction of the Project; and
WHEREAS, the City has filed separate insurance claims and is seeking reimbursement
for the damages to the building from the City's insurance adjuster, McLarens, including fees for
design and construction of Project; and
WHEREAS, the Rohnert Park Cal Ripken baseball organization received insurance
reimbursement for the replacement of the Benicia Park scoreboard that was damaged beyond repair
as a result of the July 22, 2024 arson incident; and
WHEREAS, currently, the Project expenses are being charged directly out of the General
Liability Internal Service Fund F2350; and
WHEREAS, staff recommends creating a new (CIP) project to consolidate the Project
expenses and to capitalize on the Project; and
WHEREAS, the Project budget is $315,000; and
WHEREAS, Rohnert Park Cal Ripken desires to donate the new scoreboard and associated
control equipment, valued at $16,611.60, to the City of Rohnert Park for installation as part of the
Project; and
WHEREAS, the City of Rohnert Park City Council desires to accept the donation of the
replacement scoreboard which will restore essential equipment for youth baseball programming at
Benicia Park without additional cost to the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert
Park that it does hereby authorize and approve as follows:
1. The above recitals are true and correct and material to this Resolution.
2. In making its findings the City Council relied upon and hereby incorporates by reference
all of the correspondence, staff reports and all other related materials.
3. The City Manager directs the Finance Director to create a new CIP Project for the
Benicia Park Concession Stand Renovation Project, CIP2608.
4. The Finance Director is authorized to process a budget amendment to transfer $315,000
from the General Liability Internal Service Fund F2350 to the Benicia Park Concession
Stand Renovation Project within the capital projects fund, and to appropriate the funds
within the Project.
5. The City Council hereby accepts the donation of the new scoreboard and associated
control equipment from Rohnert Park Cal Ripken and authorizes the Finance Director to
increase revenue and expenditure appropriations to record receipt of the donation.
6. Staff will include installation of the scoreboard and associated control equipment as part
of Project.
BE IT FURTHER RESOLVED that the City Manager, or her designee is authorized
and directed to execute documents pertaining to same for and on behalf of the City of Rohnert
Park.
