Robbins, 4Y Personnel Assistant II THROUGH: Joseph D. Netter, City Manage SUBJECT: Driver Record Information DATE: January 29, 1996 We have a new procedure for obtaining driver record information on job applicants and current employees. The new procedure for job applicants will be for them to obtain their driver record information directly from the Department of Motor Vehicles (DMV) office and present that record to the Personnel Office at the time of appointment. The DMV fee for the record information is $5.00 and will be paid by the applicant. Notice of this requirement will be placed on all job bulletins. Personnel staff will review the driver record information and alert you to any problems or in the event the record information disqualifies the applicant from employment. Current employees whose job duties change to include the driving of a City vehicle (as part of newly assigned duties) will be required to submit a current Driver Record Information Report. The employee should be directed by their supervisor to go to the DMV office and obtain the Driver Record Information Report. The City is to pay the $5.00 fee (perhaps from department petty cash fund). Thereafter, the employee should present the report to the supervisor and/or department head for review along with his/her current driver's license. After department review, the report should be forwarded to Personnel along with a copy of the employee's driver's license for filing in the Personnel Office. The Personnel Office will continue to administer the City's Driver Record Pull Notice Program. That is where the DMV notifies the City of any activity on an employee's driver record and also updates everyone's driving record every six months. The Personnel Office will continue to notify supervisors or department heads of any problem activity which might effect City employment standards. For your information, in the past, the City has had the Department of Public Safety (DPS) obtain driver record information on applicants and employees. This practice is not in keeping with the agreed upon use with the DMV. The DPS is only allowed to access and use the information for law enforcement purposes. This procedure change will ensure the City's compliance with our agreement with the DMV. Please contact me if you have any questions for concerns about this change. c: Lt. Tom Bullard
