1. CITY COUNCIL/PLANNING COMMISSION SPECIAL MEETING - CALL TO
ORDER/ROLL CALL
Mayor Sanborn called the joint special meeting to order at 5:39 p.m., which was legally noticed
on February 2, 2026.
Council Present: Emily Sanborn, Mayor
Jackie Elward, Vice Mayor
Susan H. Adams, Councilmember
Gerard Giudice, Councilmember
Samantha Rodriguez, Councilmember
Planning Commission Present: Tramaine Austin-Dillon, Commissioner
Matthew Epstein, Commissioner
Marc Orloff, Commissioner
Planning Commission Absent: Fanny Lam, Chair
Tim Campbell, Vice Chair
Staff present: City Manager Piedra, Deputy City Attorney Murphy, Senior Planner Pickett,
Interim Director of Public Works Hendersen, Interim Director of Public Safety Mattos,
Finance Director Howze, Interim Director of Development Services Landeros,
Management Analyst McGunagle, Information Systems Operations Manager Cotter,
Information Systems Analyst Son, Information Systems Technician Castillo, and Assistant
City Clerk Machado.
2. STUDY SESSION REGARDING THE DRAFT ROHNERT PARK GENERAL PLAN
2040. Bany Miller and Jim Harnish, consultants, presented this item. Recommended Action:
Convene a joint City Council/Planning Commission study session on General Plan 2040,
including an opportunity for public comment, and provide direction.
PUBLIC COMMENTS: Steve Keith and Jake Mackenzie spoke about this item.
Mayor Sanborn declared a recess at 6:53 p.m. and reconvened the meeting at 7:01 p.m.
