1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Sanborn called the joint regular meeting to order at 5:31 p.m., which was legally noticed
on February 5, 2026.
Council Present: Emily Sanborn, Mayor
Jackie Elward, Vice Mayor
Susan H. Adams, Councilmember
Gerard Giudice, Councilmember
Samantha Rodriguez, Councilmember(arrived at 5:32 p.m.)
Staff present: City Manager Piedra, City Attorney Kenyon, Director of Finance Howze,
Director of Community Services Bagley, Interim Director of Public Safety Mattos, Interim
Director of Public Works Hendersen, Interim Director of Human Resources Rankin, Senior
Analyst Carey, Senior Analyst King, Management Analyst - Public Communications
McGunagle, Housing Administrator Quig, Information Systems Operations Manager
Cotter, and City Clerk Lopez Cuevas.
2. READING OF THE LAND ACKNOWLEDGMENT
Recited by Mayor Sanborn.
3. PLEDGE OF ALLEGIANCE
Led by Lisa Carreno.
Councilmember Adams recognized the passing of Warren K. Hopkins and commented on his 24
years of service on the Rohnert Park City Council, including five years as Mayor.
4. PRESENTATIONS
A. Water Transmission System Capital Projects & Maintenance Update by Sonoma
Water Assistant General Manager David Royall and Director of Engineering Kent Gylfe.
The presentation included information regarding recently completed and active construction,
Capital Projects in design, Water System Comprehensive Master Plan and transmission system
maintenance.
B. Presentation by Lisa Carreno,President and CEO of United Way Wine Country,
regarding 211 Sonoma and "Earn It, Save It, Keep It Program",which provides Tax

Assistance to Low Income Individuals. The presentation included information
Season
regarding the 211-call center, services provided like housing, income support/assistance, food
meals, health care and legal services, as well as outreach, statistics, and top community needs.
President Carreno informed that 44.26% of 211 contacts come from individuals that identify as
Caucasian and 35.31% as Hispanic/Latino. In Rohnert Park 72% of callers are female.
C. Mayor's Proclamation: Proclaiming February 11,2026, as 211 Day in the City of
Rohnert Park. Mayor Sanborn read the proclamation and presented it to Lisa Carreno,
President and CEO of United Way Wine Country.
5. DEPARTMENT HEAD BRIEFINGS
A. I Heart Rohnert Park Update by Director of Community Services Cindy Bagley.
Director Bagley provided information regarding the event and how community members can
participate or support the event. Director Bagley thanked sponsors for their donations.
6. PUBLIC COMMENTS
Steve Keith spoke regarding public comment and participation at Council meetings and
requested that the Council consider extending public comment periods when attendance is low.
7. CONSENT CALENDAR
7.A Accept City Bills/Demands for Payment dated January 13, 2026, through January
26, 2026 Report from Finance Department
7.B Approval of City Council/RPFA/Successor Agency Joint Regular Meeting Minutes
for January 27, 2026
7.0 Receive Progress Report on the Status of the Emergency Public Safety Antenna and
Radio System Replacement Project (CIP2412), as required by the Public Contract
Code and by Minute Order, authorize the continuation of Resolution 2024-051 until
the emergency action is completed
7.D Adopt Resolution 2026-013 Designating the City Manager, Director Of Public
Works, and Finance Director to Submit Applications to the Federal Emergency
Management Agency and the State of California Office of Emergency Services or
Any Other Federal or State Agencies as Necessary to Apply for Disaster Assistance
or Related Funding, to Accept Funds if Awarded, and to Negotiate and Execute All
Related Documents to Support the City's Response, Recovery and Related Actions,
and Supersede Resolution 2023-028
7.E Adopt Resolution 2026-014 Accepting a Donation Valued at $8,810 from the
Rohnert Park Pickleball Club and Authorizing a Public Works Budget Amendment
for FY 2025-26 to Appropriate Donation Revenue in the Same Amount
7.F Adopt Resolution 2026-015 Authorizing and Approving a Letter Agreement to the
Memorandum of Agreement for the Service Employees' International Union—Local
1021("SEIU")
7.G Adopt Resolution 2026-016 Authorizing and Approving a Letter Agreement to the
Memorandum of Agreement for the Rohnert Park Public Safety Officers'
Association(RPPSOA), the Rohnert Park Public Safety Managers' Association
(RPPSMA),the Rohnert Park Employees' Association(RPEA), the Management
Unit (MGMT), and the Confidential Unit(CNF)

ACTION: Moved/seconded (Giudice/Elward) to approve the consent calendar.
Motion carried by the following unanimous 5-0-0-0 voice vote: AYES:

8. REGULAR ITEMS
A. Receive the FY 2025-26 Mid-Year Financial Update. Finance Director Betsy Howze
presented this item. Recommended Action(s): Receive the FY 2025-26 Mid-Year Financial
Update.
PUBLIC COMMENTS: None.
Vice Mayor Elward left the dais at 7:02 p.m. and returned to the dais at 7:02 p.m.
Council received the report.
B. By Minute Order, Consider Approving the City of Rohnert Park Utility Box Art
Program and Authorizing Staff to Implement the Program Including Execution of
Agreements with Selected Artists. Senior Analyst Paul Carey presented this item.
Recommended Action(s): 1) Approve the Rohnert Park Utility Box Art Program as outlined
in the staff report. The recommended funding is sourced from the Rohnert Park Foundation,
budgeted at $30,000 per year, with a maximum of$2,000 per utility box. 2) Approve the
Rohnert Park Utility Box Art Program with a reduced budget with a total recommended
funding by the City Council.

ACTION: Moved/seconded (Giudice/Elward) to approve the Rohnert
Park Utility Box Art Program as outlined in the staff report.

10. COMMUNICATIONS
Councilmember Rodriguez congratulated the Rancho Cotate High School Color Guard for their
participation in the Superbowl and shared information on various events happening in the city.
Councilmember Giudice invited all to participate in the Rotary's peace cleaning and the
Rotary's Crab Feed.
Mayor Sanborn shared information on various events happening in the city.
11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA
None.
12. PUBLIC COMMENT
Steve Keith spoke about the Homeless Coalition Board seat designed for a Law Enforcement
officer; he understands the apprehension but believes the experience will be valuable and
recommended the seat be filled with a retired law enforcement officer.
13. ADJOURNMENT
Mayor Sanborn adjourned the meeting at 8:53 p.m.
