A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AMENDING THE CITY'S CLASSIFICATION PLAN, TO INCLUDE: APPROVING
SALARY RANGES AND JOB DESCRIPTIONS FOR PAYROLL ANALYST, TRAFFIC
AND STREETS MANAGER, ADMINISTRATIVE TECHNICIAN, AND ACCOUNTANT
I/II, RECLASSIFYING A SENIOR ACCOUNTING TECHNICIAN TO A PAYROLL
ANALYST, A TRAFFIC ENGINEER TO A TRAFFIC AND STREETS MANAGER, A
SENIOR ENGINEER TO A CITY ENGINEER, AND AN ADMINISTRATIVE
ASSISTANT II TO AN ADMINISTRATIVE TECHNICIAN, APPROVING PROPOSED
CHANGES TO SEVERAL JOB DESCRIPTIONS, UPDATING THE AUTHORIZED
POSITIONS LIST, AND APPROVING THE CITY'S PAY RATES AND RANGES
EFFECTIVE AS OF FEBRUARY 24, 2026
WHEREAS, staff reviewed the current structure and operational status of the
engineering function in both the Development Services and Public Works Departments and
determined that consolidating the engineering function under a single organizational unit under
Public Works is both logical and efficient; and
WHEREAS, the proposed staffing structure for the Public Works Department includes
moving the following positions from the Development Services Engineering Division to Public
Works: Deputy City Engineer, Engineering Technician II, and GIS Technician II; and
WHEREAS, the Director of Development Services job description has been updated to
remove oversight of Development Engineering; and
WHEREAS, the Director of Public Works will oversee the Development Engineering
function but will no longer serve as the City Engineer; and
WHEREAS, the existing Senior Engineer position will be reclassified to City Engineer
to assume those duties; and
WHEREAS, the existing Traffic Engineer position will be reclassified to Traffic and
Streets Manager and have oversight of all traffic and streets engineering and project development
within the City; and
WHEREAS, staff created a new job description for Traffic and Streets Manager and
recommends placement of the position in Management Unit range 62M ($127,874.83 -
$155,432.38); and
WHEREAS, one of the Project Manager positions will be eliminated and the City will
open an internal, promotional recruitment to fill the vacant Capital Improvement Plan (CIP) Program
Manager position; and
WHEREAS, staff conducted an analysis of the Confidential Unit to assess the
appropriateness of employees within the non -represented group and found that several
classifications, including Accounting Supervisor, Senior Accounting Technician, and Senior
Analyst, did not meet the definition of "confidential" under Government Code section 3540.1
and should be reassigned to the Rohnert Park Employees' Association (RPEA) Unit; and
WHEREAS, staff evaluated the current organizational structure of the payroll function
and recommend moving the payroll function from Human Resources to Finance to separate the
initiation and approval of personnel actions from the processing of payroll transactions; and
WHEREAS, to recognize the expanded scope and complexity of the duties being
performed by the incumbent who is currently classified as a Senior Accounting Technician in the
Payroll Division, staff is recommending adoption of the attached Payroll Analyst job description
and the reclassification of the incumbent; and
WHEREAS, staff created a new job description for Payroll Analyst and recommends
placement of the Payroll Analyst position in Confidential Unit range 44CF ($81,988.43 -
$99,657.19); and
WHEREAS, upon request from the Department of Public Safety, staff initiated a job
analysis of the Administrative Assistant II position and determined that the job description did
not accurately capture the higher -level technical functions being performed by the incumbent;
and
WHEREAS, staff created a new job description for Administrative Technician and
recommend placement of the position in RPEA Unit 39RP ($72,465.85 - $88,083.13 annually);
and
WHEREAS, staff recreated a revised job description for the Accountant classification to
designate it as an Accountant I/II flexibly staffed series to improve recruitment and retention;
and
WHEREAS, the salary range for the position is proposed at 47RP ($88,293.21 -
$107,320.02 annually) for Accountant I, which is the current range for the Accountant
position, and range 50RP for Accountant II ($95,081.29 - $115,572.94 annually); and
WHEREAS, Human Resources advised RPEA of the proposed positions of
Administrative Technician and Accountant I/II by providing the draft job descriptions for review
and RPEA had no objection; and
WHEREAS, City Manager's Administrative Policy No. 1 — Personnel Rules and
Regulations, requires that City Council, upon recommendation by the Personnel Officer, create
and maintain a Classification Plan for the City; and
WHEREAS, the new job descriptions for Traffic and Streets Manager, Payroll Analyst,
Administrative Technician, and Accountant I/II are attached hereto as Exhibits "A," "B," "C,"
and "D," respectively and proposed changes were made to several existing job descriptions
attached hereto as Exhibits "E" through "O;" and
WHEREAS, the new job descriptions and proposed changes to existing job descriptions
have been approved by all applicable labor groups; and
WHEREAS, the California Public Employees' Retirement Law, at Section 570.5 of the
California Code of Regulations Title 2, requires the City of Rohnert Park to publish the City's
Pay Rates and Ranges on the City's internet site and the City Council to approve the Pay Rates
and Ranges in its entirety each time a modification is made; and

WHEREAS, the City Council previously approved the City Pay Rates and Ranges
document effective as of November 18, 2025 pursuant to Resolution No. 2025-084 and position
and salary changes have been subsequently approved and require updating; and
WHEREAS, staff recommends that the City Council adopt the updated City Pay
Rates and Ranges document effective as of February 24, 2026 attached hereto as Exhibit P.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert
Park that it does hereby authorize and approve amending the City's Classification Plan, to
include: approving salary ranges and job descriptions for Payroll Analyst, Traffic and Streets
Manager, Administrative Technician, and Accountant 1/I1, reclassifying a Senior Accounting
Technician to a Payroll Analyst, a Traffic Engineer to a Traffic and Streets Manager, a Senior
Engineer to a City Engineer, and an Administrative Assistant 11 to an Administrative Technician,
approving proposed changes to several job descriptions, updating the authorized positions list,
and approving the City's Pay Rates and Ranges effective as of February 24, 2026.
BE IT FURTHER RESOLVED that the Finance Director or designee is hereby
authorized to make necessary changes to the City's budget for Fiscal Year 2025-26 to effectuate
the proposed changes.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and
directed to execute documents pertaining to same for and on behalf of the City of Rohnert Park.

TRAFFIC AND STREETS MANAGER
Under general direction, plans, organizes, directs and coordinates activities of the Traffic, Streets, and the
City's Capital Improvement Program (CIP) divisions; performs various professional field and office
engineering work related to the management, financial budgeting, planning, design, construction, and
maintenance of the CIP, land development, traffic engineering, public works infrastructure, and daily
departmental operations; provides project management and administration. Performs traffic engineering
duties such as traffic operation, transportation modeling and analysis, traffic impact studies, and traffic
impact fee calculations, design, construction management, neighborhood traffic issues, parking;
administers Federal and State grant funds associated with construction projects; responsibilities include
long- and short-range project planning, CEQA compliance and permitting, review of engineering designs
and oversight of construction activities, coordination with other City departments and outside agencies;
provides highly responsible and complex administrative support to the City Engineer; performs a variety
of studies and prepares and presents staff reports; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the City Engineer or designee. Exercises general and direct supervision
over professional, field, technical and clerical staff.
CLASS CHARACTERISTICS
This is a management classification in the Public Works Department. Work includes organizing and
overseeing the streets division, day-to-day engineering activities and providing professional -level support
to the City Engineer or designee. Responsibilities include developing and implementing policies and
procedures for assigned programs, budget administration and reporting, and program evaluation.
Incumbents serve as a professional -level resource for organizational, managerial, and operational analyses
and studies. Successful performance of the work requires an extensive professional background as well as
skill in coordinating divisional work with that of other City departments and public agencies. This class is
distinguished from Director I City Engineer in that the latter has overall responsibility for department
operations, including the engineering function, and implementing and interpreting public policy.

➢ Recommends and assists in scoping work orders to make changes to existing roadway system to
improve safety and capacity.
➢ Recommends and assists in performing traffic signal timing and operation.
➢ Analyzes transportation impact studies, recommends mitigation, and recommends project conditions
of approval.
➢ Meets with other department staff to address traffic engineering and streets issues.
➢ Develops project designs, applies for grant funding, obtains permits from Caltrans and other agencies.
Coordinates with other public and private agencies.
➢ Prepares a variety of professional reports, correspondence and related documentation on division
operations; ensures all mandated reports are properly completed and filed in a timely manner.
➢ Prepares specifications and makes recommendations for new equipment and supplies; recommends
the purchase of new equipment and supplies as necessary; prepares and manages contracts.
➢ Provides construction administration, public relations, management, and inspection of public works
construction projects, including coordinating work with other divisions and City departments,
reviewing and inspecting work to ensure conformance with plans and specifications, tracking and
maintaining all project accounting, coordinating schedules, and providing public notices of projects.
➢ Investigates field problems affecting property owners, contractors, and maintenance operations;
responds to citizen inquiries and complaints; provides information to the public at the front counter in
person, via telephone, or other means of communication regarding public works infrastructure.
➢ Reviews traffic control plans; performs speed and traffic surveys and traffic counts.
➢ Assists with traffic engineering studies and roadway design.
➢ Reviews and prepares traffic signal plans, timing plans, and sign and striping plans.
➢ Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-
visual materials to become and remain current on principles, practices, and new developments in
assigned work areas.
➢ Communicates and coordinates regularly with appropriate others to maximize the effectiveness and

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and
abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to a bachelor's degree from an accredited college or university in civil engineering or
a related engineering field; and
Three (3) years of municipal engineering with 2 years of traffic/ transportation engineering
emphasis; and
Four (4) years of increasingly responsible project management experience, including two (2)
years at the supervisory level.
Licenses and Certifications:
• Possession of a valid California Driver's License by time of appointment and a satisfactory driving
record.
• Possess and maintain certification as a Registered Professional Civil Engineer license in the State
of California.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a
computer, to inspect City development sites, including traversing uneven terrain, climbing ladders, stairs,
and other temporary or construction access points, to operate a motor vehicle, and to visit various City
and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to
communicate in person, before groups, and over the telephone. This is primarily a sedentary office
classification although standing and walking between work areas and to conduct inspections may be
required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or
calculator and to operate standard office equipment. Positions in this classification occasionally bend,
stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees
must possess the ability to lift, carry, push, and pull materials and objects weighing up to 10 pounds.
ENVIRONMENTAL ELEMENTS
Employees work in an office environment with moderate noise levels, controlled temperature conditions,
and no direct exposure to hazardous physical substances. Employees may work in the field and
occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions,
road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and
fumes. Employees may interact with upset staff and/or public and private representatives in interpreting
and enforcing departmental policies and procedures.

PAYROLL ANALYST
Under general supervision, performs highly responsible duties in the preparation, administration, and
maintenance of City payroll transactions and records, ensuring accuracy and timeliness in compliance with
legal requirements and sound financial principles; performs related tasks as assigned. Handles increasingly
complex administrative and analytical tasks in payroll administration, including payroll processing,
budgeting, and complex report preparation. Ensures adherence to policies and government regulations using
a complex payroll system. Manages centralized payroll records, special projects, and system
administration.; and performs related duties, as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Director of Finance or designee. Exercises technical and functional
direction over and provides training to less experienced staff.
CLASS CHARACTERISTICS
The Payroll Analyst is a specialized position distinguished from other accounting support roles by its focus
on leading City payroll and related financial functions. This position is responsible for a variety of
professional, technical, and administrative duties related to the City's payroll and employee benefits
systems, exercising independent judgment and initiative with minimal guidance. This position
independently performs the full range of duties, including complex responsibilities, with minimal
supervision and a strong understanding of City policies.

➢ Reviews, verifies, and processes time records to prepare the City's payroll for all employees; audits
documents for completeness, accuracy, and compliance with appropriate bargaining unit contracts,
administrative policies, regulations, and FLSA; prepares and balances payroll reports and records.
➢ Prepares and processes the City's payroll, including tax withholdings and filings, pension contributions,
deferred compensation, and all other related payroll duties; ensures compliance with City, State and
Federal requirements; processes special payroll transactions, such as wage assignments, liens, and
garnishments, advances and other special payments; runs various reports and analyzes data; prepares
quarterly and annual federal and state tax reports; prepares and distributes W-Ts.
➢ Processes, calculates, and maintains records of a variety of payroll actions, including, but not limited
to, new hire set-up, overtime hours, salary adjustments, incentive and/or premium pay, retroactive pay,
benefits withholdings, wage garnishments, withholding changes, and final paychecks based on
appropriate provisions; maintains employee records for voluntary and non -voluntary deductions;
processes manual checks, voided checks, and payroll reversals as needed.
➢ Maintains payroll system; ensures payroll system is properly configured to process and pay all items
as negotiated in labor agreements or established by government regulations; diagnoses issues that occur
with our financial software and works with ERP Analyst and finance to update the system as necessary;

identifies and executes payroll system testing; utilizes and maintains procedures for electronic payroll
timekeeping system; reviews payroll procedures and recommends enhancements.
➢ Analyzes, interprets and applies new and updated rules from outside regulatory agencies, such as the
Internal Revenue Service and Ca1PERS; processes payments to Ca1PERS; interprets the City's
Personnel Rules, policies, salary resolutions and Memoranda of Understanding (MOU) as they relate
to employee compensation and benefits; ensures pay practices comply with bargaining unit agreements
and applicable tax laws and rulings.
➢ Interprets policies, rules, and regulations and responds to inquiries relating to payroll; assists employees
with individual payroll calculations and payroll related questions, and processes payment of workers'
compensation benefits, health and disability insurance premiums, and other payments and dues during
the payroll process.
➢ Researches, analyzes, and resolves technical and/or payroll related problems or questions; provides
payroll information, explains procedures, and answers questions pertaining to payroll.
➢ Maintains a variety of files and records related to the City's payroll system and pursuant to general
accounting techniques and procedures; assists in the reconciliation of employee benefit plans;
reconciles various transactions and data as directed; records changes and resolves differences.
➢ Tracks and monitors accrual balances to ensure they remain within the accrual limits.
➢ Assists outside auditors with payroll information and documentation; conducts internal audits for
various payroll -related purposes, such as overtime or special pays.
➢ Prepares financial reports independently; checks and balances reports and records of other agencies or
departments; prepares and batches financial and statistical information for data processing and billing;
reviews and balances input documents; monitors and reconciles data processing output; monitors and
verifies daily, weekly and monthly data processing printouts.
➢ Answers inquiries related to department records, accounts and programs; explains rules, regulations,
policies, and procedures; explains the proper use and completion of forms and documents.
➢ Prepares monthly journal entries, as needed.
➢ Maintains a variety of files and records related to the City's payroll system and general accounting
techniques and procedures; reconciles transactions and data as directed; records changes and resolves
differences, maintains the accuracy of the accounting and financial records.
➢ Checks and tabulates statistical and financial data.
➢ Assists with training other payroll staff on various financial information and electronic record -keeping
systems.
➢ Assists with special projects as required.
➢ Performs other related duties as assigned.

providers.

DEFINITION
Under general direction, provides highly responsible and complex staff assistance to the City Manager,
Assistant City Manager, or a Department Head on a variety of program areas, including but not limited to:
public information activities, community outreach, economic development, etc.; analyzes practices and
procedures and makes recommendations for organizational, operational, policy, and procedural
improvements; conducts needs analyses, feasibility studies, and program evaluation for assigned programs;
coordinates assigned activities with other City departments, officials, outside agencies, and the public;
fosters cooperative working relationships among City departments and with intergovernmental and
regulatory agencies and various public and private groups; performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the City Manager,Assistant City Manager, or a Department Head. The
work provides for a wide variety of independent decision -making, within legal and general policy and
regulatory guidelines. May exercise direct supervision over staff.
CLASS CHARACTERISTICS
This is a specialized position, advanced journey level classification that plans, develops, and implements
policies and procedures for assigned programs, including program and project budget preparation, contract
administration, management analysis, and program evaluation. Successful performance of the work requires
knowledge of public policy, City functions and activities, including the role of an elected City Council, and
the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities
include coordinating the activities of the department with those of other departments and agencies.
Performance of the work requires the use of considerable independence, initiative, and discretion within
established guidelines.
This class is distinguished from Management Analyst II in that the former performs the most complex
analyst support to City-wide programs and projects with greater independence. This classification is also
distinguished from the Assistant City Manager in that the latter is responsible for the most complex support
to the City Manager in the overall management and administration of the varied programs, projects, and
activities of City departments.

1) Seasonal and part time employees' FTEs are based on projected hours to be worked which is budgetarily tied to cost rather
