CITY COUNCIL STUDY SESSION - CALL TO ORDER/ROLL CALL Mayor Sanborn called the special meeting to order at 9:11 a.m., which was legally noticed on February 18, 2026. All Council Present: Gerard Giudice, Mayor Emily Sanborn, Vice Mayor Susan H. Adams, Councilmember Jackie Elward, Councilmember Samantha Rodriguez, Councilmember Staff present: City Manager Piedra, City Attorney Kenyon, Interim Director of Public Safety Mattos, Interim Director of Human Resources Rankin, Director of Community Services Bagley, Interim Director of Public Works Hendersen, Director of Finance Howze, and City Clerk Lopez Cuevas. 2. DISCUSSION AND DIRECTION REGARDING CITY COUNCIL STRATEGIC PRIORITIES This Strategic Priorities Workshop was facilitated by Juan Lopez from Amistad Associates and City Manager Piedra. Discussions included review of the City's Vision, Mission, and Values, Departments Operational Work Plans, Council annual priorities and multi-year goals, review of accomplishments, challenges, current initiatives, and opportunities to discuss and establish council priorities. PUBLIC COMMENTS: None. Mayor Sanborn stepped away from the meeting at 9:50 a.m. and Vice Mayor Elward assumed the gavel. Councilmember Rodriguez stepped away from the meeting at 9:50 a.m. and returned at 9:56 a.m. Mayor Sanborn returned to the meeting at 10:49 a.m. and re-assumed the gavel. City of Rohnert Park Special Meeting Minutes for City Council February 20, 2026 Page 2 of 2 ACTION: By consensus (none opposed), four broad goals for the Council continue to be: Long Term Financial Sustainability, Community Quality of Life, Planning and Infrastructure, and Organization Well Being. Council established Top Priorities for the Coming Fiscal Year 26/27 are 1) Communication Plan; 2) Continue Progress on the Downtown; 3) Focus on Infrastructure and Beautification, and 4) Organizational Well Being with emphasis on Staff Retention. The Council will confirm these priorities at a future City Council Meeting. Mayor Sanborn declared a brief recess at 11:50 a.m. and reconvened the meeting at 12:30 p.m. Interim Director of Public Safety Mattos, Interim Director of Human Resources Rankin, Director of Community Services Bagley, Interim Director of Public Works Hendersen, Director of Finance Howze, and City Clerk Lopez Cuevas departed the meeting at 12:30 p.m. 4.
