1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Sanborn called the joint regular meeting to order at 5:30 p.m., which was legally noticed
on February 19, 2026.

Staff present: City Manager Piedra, Deputy City Attorney Murphy, Director of Finance
Howze, Director of Community Services Bagley, Interim Director of Public Safety Mattos,
Director of Public Works Hendersen, Interim Director of Human Resources Rankin,
Senior Planner Pickett, Public Works Operations Manager General Services Bunte, Interim
Housing Manager Quig, Senior Engineer De Anda, Office Assistant Gama, Management
Analyst I McGunagle, Information Systems Operations Manager Cotter, and Assistant City
Clerk Machado.

3. PLEDGE OF ALLEGIANCE
Led by Library Commissioner Barbara Mackenzie.
4. PRESENTATIONS
A. Rohnert Park Cotati Regional Library Update by Commissioner Barbara
Mackenzie. Library Commissioner Barbara Mackenzie provided updates on the review of the
Joint Powers Agreement, Measure Y Oversight, facility upgrade projects, and programs.
B. Mayor's Proclamation: Proclaiming March as American Red Cross Month in the
City of Rohnert Park. Mayor Sanborn read the proclamation and presented it to Natalie Henry,
American Red Cross Emergency Management Agency Coordinator, and Brian Branley,
American Red Cross Government Operations.

C. Mayor's Proclamation: Proclaiming March 7,2026 as Arbor Day in the City of
Rohnert Park. Mayor Sanborn read the proclamation and presented it to Brandon Keck, City of
Rohnert Park Arborist.

5. DEPARTMENT HEAD BRIEFINGS
A. Community Survey Partial Results Update by City Manager Marcela Piedra. City
Manager Piedra provided an update on the community's values and service priorities based on
the survey data collected thus far and invited residents to take the survey.
6. PUBLIC COMMENTS
Peter Alexander spoke about the book The Great Train Heist,thanked those associated with
Operation Vampire Killer, Christ, and a 40-day freedom strike,
Barbara Mackenzie announced that the Rohnert Park Archives will host the 2nd History Day on
July 25th in the Library Flores Room and the Cotati Historical Society will join the event.

7.0 By Minute Order, authorize the City Manager to execute Task Order 2026-02 with
Good City Company for Planning, Housing, and Organizational Management
Services related to Housing Element Implementation in an Amount Not to Exceed
$160,606
7.D Receive Progress Report on the Status of the Emergency Public Safety Antenna
and Radio System Replacement Project(CIP2412), as required by the Public
Contract Code and by Minute Order, authorize the continuation of Resolution
2024-051 until the emergency action is completed; and
Adopt Resolution 2026-017 Authorizing a Budget Amendment in the Amount of
$155,145 from Bond 3 Fund Balance, and Authorizing the City Manager to
execute Construction Contract Change Order No. 2 with Dailey & Wells
Communications Inc., in the amount of$225,612.76 for the Emergency Public
Safety Antenna and Radio System Replacement Project(CIP2412)
7.E Adopt Resolution 2026-018 Authorizing a Budget Amendment for FY 2025-26 in the
Amount of$3,019,974 in Various Funds in Salary and Benefit Accounts as
Incorporated in Exhibit A
7.F. Adopt Resolution 2026-019 Authorizing the City Manager to Execute Master
Agreements for Consultant Services with 15000 Incorporated, AlphaCM, Inc., AZAD
Engineering PC, Bellecci & Associates, Inc. DBA Sanbell Bay Area, Borrelli and
Associates, Inc., Callander Associates Landscape Architecture, Inc., Carlile Macy, Inc.,

Approving Salary Ranges and Job Descriptions for Payroll Analyst, Traffic and Streets
Manager, Administrative Technician, and Accountant I/II, Reclassifying a Senior
Accounting Technician to a Payroll Analyst, a Traffic Engineer to a Traffic and Streets
Manager, a Senior Engineer to a City Engineer, and an Administrative Assistant II to an
Administrative Technician, Approving Proposed Changes to Several Job Descriptions,
Updating the Authorized Positions List, and Approving the City's Pay Rates and
Ranges Effective as of February 24, 2026
7.H. Receive and Accept Annual 2025 Fire Inspection Report As Required by Senate Bill
1205 (SB 1205)
ACTION: Moved/seconded (Adams/Elward)to approve the consent calendar.

8. REGULAR ITEMS
A. Consider Authorizing and Approving the Director of Public Works Employment
Agreement between the City of Rohnert Park and Mark Hendersen. City Manager Piedra
and Interim Director of Human Resources Rankin presented this item. Recommended
Action(s): Adopt a Resolution Authorizing and Approving the Director of Public Works
Employment Agreement Between the City of Rohnert Park and Mark Hendersen.
Pursuant to Government Code section 54953(c), Interim Director Rankins provided an oral
summary report of the salary and compensation paid to the Director of Public Works under
the terms of this agreement.
PUBLIC COMMENTS: None.
ACTION: Moved/seconded (Adams/Elward)to adopt Resolution 2026-021.

9. COMMITTEE/LIAISON/OTHER REPORTS
A. City Standing Committees, Council Liaison Assignments, Outside Agency and Mayors
& Councilmembers/City Selection Committee Appointments and Reports Under
Government Code Section 53232.3(d):
• Councilmember Adams reported on the Rohnert Park Cotati Regional Library
Advisory Board Meeting (2/17) and Association of Bay Area Government-
Executive Board Meeting (2/19).
• Councilmember Rodriguez was not present to report on the Chamber of Commerce
Board of Directors meeting (2/17).
• Mayor Sanborn reported on the Sonoma County Mayors and Councilmembers
Association Board of Directors, Sonoma County Mayors' and Councilmembers'
Association General, and City Selection Committee meetings (2/12), and Zero Waste
Sonoma Board of Directors meeting (2/19). Mayor Sanborn was unable to attend the
Sonoma County Mayors' and Councilmembers' Legislative Committee (2/20) due to
conflict with Council Priority Workshop Study Session. Mayor Sanborn stated she
will provide an update on Santa Rosa Plain Groundwater Sustainability Agency
(GSA)meeting (2/12) at the next Council meeting.
• Mayor Sanborn reported on the Chamber of Commerce Annual Crab Feed (2/14)
and Councilmember Adams Rotary 7th Annual Crab Feed& Seafood Festival
(2/21).
10. COMMUNICATIONS
Mayor Sanborn stated Assemblymember Connolly hosted a coffee chat to speak about the
legislation he is working on and shared she took a tour of the library with Library
Commissioner Barbara Mackenzie. Mayor Sanborn also shared information on upcoming
events.
11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA
None.

None.
13. ADJOURNMENT
Mayor Sanborn adjourned the meeting at 6:34 p.m.
