MINUTES OF THE SPECIAL MEETING
OF THE CITY OF ROHNERT PARK
Tuesday, March 10,2026
1. CITY COUNCIL SPECIAL MEETING - CALL TO ORDER/ROLL CALL
Mayor Sanborn called the special meeting to order at 4:06 p.m., which was legally noticed on
March 5, 2026.
All Council Present: Emily Sanborn, Mayor
Jackie Elward, Vice Mayor
Susan H. Adams, Councilmember
Gerard Giudice, Councilmember
Samantha Rodriguez, Councilmember
Staff present: City Manager Piedra, City Attorney Kenyon, and City Clerk Lopez Cuevas.
City Clerk Lopez Cuevas departed the meeting at 4:06 p.m.
2. CLOSED SESSION:
A. Public Comments: None.
B. Mayor Sanborn made the closed session announcement pursuant to Government Code
§54957.7 and Council recessed to Closed Session at 4:06 p.m. to consider:
a. Public Employee Performance Evaluation(Government Code section 54957) - Title:
City Manager.
b. Conference with Labor Negotiators (Government Code section 54957.6) Agency
designated representatives: Michelle Kenyon, City Attorney; and Unrepresented
employee: Marcela Piedra, City Manager
Mayor Sanborn declared a recess at 5:25 p.m.
Mayor Sanborn convened the City Council Joint Regular Meeting in Council Chambers.
Mayor Sanborn reconvened the Closed Session meeting at 7:08 p.m. in Conference Room 2A.
All Councilmembers and City Manager Piedra present.
C. Mayor Sanborn reconvened the open session at 7:40 p.m. and reported that there was no
reportable action(Government Code §54957.1)
3. ADJOURNMENT
Mayor Sanborn adjourned the meeting at 7:40 p.m.
