1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Sanborn called the joint regular meeting to order at 5:31 p.m., which was legally noticed
on March 5`h, 2026.
Council Present: Emily Sanborn, Mayor
Jackie Elward, Vice Mayor
Susan H. Adams, Councilmember
Gerard Giudice, Councilmember
Samantha Rodriguez, Councilmember
Staff present: City Manager Piedra, City Attorney Kenyon, Director of Finance Howze,
Interim Director of Public Safety Mattos, Interim Director of Public Works Hendersen,
Interim Director of Human Resources Rankin, City Engineer De Anda, Management
Analyst II Bowser, Senior Planner Pickett, Interim Housing Administrator Quig,
Information Systems Operations Manager Cotter, and City Clerk Lopez Cuevas.
2. READING OF THE LAND ACKNOWLEDGMENT

3. PLEDGE OF ALLEGIANCE
Led by Cal Ripken l0U Cheer Team members.
4. PRESENTATIONS
A. Sonoma Water(SCWA) Fiscal Year 2026/2027 Proposed Water Transmission
System Budget and Rates Presentation by Sonoma Water Financial Services Division
Manager Jake Spaulding. The presentation included information regarding challenges, capital
projects to increase resilience, Long Range Financial Plan, expenditures compared to FY 25-26,
as well as the proposed budget and rates for FY 26-27.
B. Mayor's Proclamation: Proclaiming March 2026 as Women's History Month in the
City of Rohnert Park. Mayor Sanborn read the proclamation and presented it to Sonoma
County Commission on the Status of Women Vice Chair Melanie Jones-Carter, and
Commissioner Amy Granados.
Peter Alexander spoke about this item and various women's contributions to our history.

C. Mayor's Proclamation: Proclaiming March 15-21,2026 as National Surveyors Week
in the City of Rohnert Park. Mayor Sanborn read the proclamation and presented it to Brett
Clarke, Licensed Land Surveyor and California Land Surveyor's Association Sonoma Chapter
President.
5. DEPARTMENT HEAD BRIEFINGS
A. Annual SAFE Team (Specialized Assistance for Everyone) Update for the Year of
2025 by Public Safety Interim Director Tim Mattos. Chief Mattos provided statistics for
2025; total calls for service increased significantly but calls through dispatch decreased. Chief
Mattos also spoke about the program's cost, Measure 0 funding and FY 26/27 outlook.
6. PUBLIC COMMENTS
Peter Alexander spoke about oppression and silence being the shield of corruption.
Sean Evans, Small Business Administration Loan Assistance Representative, spoke about
disaster loans and upcoming application deadlines.

7.0 Receive Progress Report on the Status of the Emergency Public Safety Antenna and
Radio System Replacement Project (CIP2412), as required by the Public Contract
Code and by Minute Order, authorize the continuation of Resolution 2024-051 until
the emergency action is completed
7.D Receive the Annual Report on the Status of the General Plan and Housing Element
for Calendar Year 2025, and direct staff to forward the Annual Report to the State
Office of Land Use and Climate Innovation and the Department of Housing and
Community Development
ACTION: Moved/seconded (Giudice/Adams)to approve the consent calendar.
Motion carried by the following unanimous 5-0-0-0 voice vote: AYES:

• Vice Mayor Elward reported on the Homeless Coalition Board and Sonoma Clean
Power Authority Board of Directors Meetings.
• Mayor Sanborn reported that there was no Water Advisory Committee (WAC)
Meeting.
• Councilmember Giudice reported on the Golden Gate Bridge Highway
Transportation District Building and Operating Committee & Finance-Auditing
Committee, Golden Gate Bridge Highway Transportation District Board of Directors
and Sonoma County Transportation Authority/Sonoma County Regional Climate
Protection Authority Board of Directors Meetings.
• Councilmember Adams reported on the Noon Times Networking Luncheon.
• Mayor Sanborn reported on the 2026 Economic Perspective.
10. COMMUNICATIONS
Councilmember Rodriguez congratulated Rancho Cotate High School athletes, especially the
Girl Soccer and both basketball teams for their success this season. Councilmember Rodriguez
invited all to attend the grand opening of Sandpino's Coffee & Brews tomorrow.
Councilmember Adams invited all to attend the Easter Egg Hunt co-sponsored by the Rohnert
Park Foundation, the Rohnert Park Public Safety Officers' Association and the Chamber of
Commerce on April 4th at 9:00 a.m.
Vice Mayor Elward shared information on her attendance to a film screening for the Independent
Lens PBS Indie Pop Up Series"The Inquisitor about Barbara Jordan" and her attendance to the
City's tree planting party. Vice Mayor Elward also spoke about the crowning of Miss Sonoma
County, Miss Sonoma County's Teen, Miss North Bay and Miss North Bay's Teen.
Mayor Sanborn thanked staff for organizing the City's first"Arbor Day" and spoke about her
attendance to Centerline 33 ribbon cutting and reminded all to participate in the Downtown
feedback survey.
11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA
Vice Mayor Elward requested a presentation from Miss Sonoma. Mayor Sanborn seconded the
request.
12. PUBLIC COMMENT
None.
13. ADJOURNMENT
Mayor Sanborn adjourned the meeting at 6:57 p.m.
