CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Sanborn called the joint regular meeting to order at 5:30 p.m., which was legally noticed on March 19, 2026. Council Present: Emily Sanborn, Mayor Jackie Elward, Vice Mayor Susan H. Adams, Councilmember Gerard Giudice, Councilmember Samantha Rodriguez, Councilmember(arrived at 5:41 p.m.) Staff present: City Manager Piedra, City Attorney Kenyon, Director of Finance Howze, Director of Community Services Bagley, Interim Director of Public Safety Mattos, Director of Public Works Hendersen, Interim Director of Human Resources Rankin, City Engineer De Anda, Deputy City Engineer Brandt, Management Analyst Bowser, Information Systems Operations Manager Cotter, and Assistant City Clerk Machado. 2. Mayor Sanborn recognized the attendance of the Piranha Swim Team and provided the team members with a Certificate and pin. 4. PRESENTATIONS A. Mayor's Recognition: Recognizing Rosemarie "DJ Rosie" Valdes Rodriguez for her outstanding contributions to our community and the lasting joy she has brought to generations of residents. Introduction of Miss Sonoma County 2026,Addison Carver; Miss Sonoma County's Teen,Kaitlyn Lambert; Miss North Bay, Land (LAW-nay) Benga; and Miss North Bay's Teen, Taylor Hannan, by Cathy Slack, Executive Director of the Miss Sonoma County Scholarship Organization. Cathy Slack spoke about the Miss Sonoma County 2026 competition and introduced Lanei Benga, Miss North Bay, and Taylor Hannan, Miss North Bay Teen. Lanei Benga thanked Vice Mayor Elward for her time supporting the competition and spoke about her community service initiative, the Sunshine Project, to expand access to outdoor equity. Taylor Hannan also thanked Vice Mayor Elward and spoke about her community service initiative, ConfiDANCE,to help inspire dancers and young women in the community to confidence in their art. 5. DEPARTMENT HEAD BRIEFINGS None. 6. PUBLIC COMMENTS Peter Alexander spoke about Crazy Horse, Christ, religion, organized crime, and Catherine Austin Pitts. Steve Keith spoke about minimizing trade-offs, removing trees to install solar, scheduling of construction and events, and requested better and adequate communication. 7. Adopt Resolution 2026-022 to Award the Construction Contract for the Public Works Utilities Administration Building Project CIP1807 to Adams Commercial General Contracting, Inc. for$3,189,014, Authorize the City Manager to Approve up to $478,352.10 (15%) in Change Orders, Approve the Project Plans and Specifications, and Find the Project Exempt from the California Environmental Quality Act(CEQA) pursuant to CEQA Guidelines Sections 15303 (New Construction) and 15311 (Accessory Structures) (14 Cal. Receive and Accept the Department of Public Safety Showing Use of Force and Traffic Citation Statistics for 2025. Recommended Action(s): Receive informational report on Public Safety in Rohnert Park pertaining to police use of force and traffic citation statistics for 2025 with a comparison to City demographics. Consider Adopting a Resolution of Intention to Establish the Redwood Crossings Community Facilities District to Fund Certain Public Services to Authorize the Levy of Special Taxes to Pay the Costs of Providing Certain Public Services and Setting a Public Hearing for April 28, 2026. Director of Public Works Hendersen, City Engineer De Anda, and Deputy City Engineer Brandt presented this item. Recommended Action(s): Adopt a Resolution of Intention to Establish the Redwood Crossings Community Facilities District to Fund Certain Public Services and to Authorize the Levy of Special Taxes to Pay the Costs of Providing Certain Public Services and Setting a Public Hearing for April 28, 2026. Consider Adopting a Resolution Authorizing and Approving the Second Amendment to City Manager Employment Agreement Between the City of Rohnert Park and Marcela Piedra. City Attorney Kenyon presented this item. Recommended Action(s): Adopt a Resolution Authorizing and Approving the Second Amendment to City Manager Employment Agreement Between the City of Rohnert Park and Marcela Piedra. Pursuant to Government Code section 54953(d)(3)(A), City Attorney Kenyon provided an oral summary report of the benefits and compensation paid to the City Manager under the terms of this agreement. Consider Directing Staff to Develop a Street Banner Program in the City of Rohnert Park. City Manager Piedra presented this item. Recommended Action(s): Direct staff to develop a Street Banner Program that regulates procedures for the placement of temporary banner signs on City-owned street poles. PUBLIC COMMENTS: Tiffany O'Neil and Steve Keith spoke about this item. ACTION: By consensus (none opposed), Council directed staff to develop a Street Banner Program and associated policies. Councilmember Giudice left the dais at 7:41 p.m. and returned at 7:43 p.m. 9. COMMITTEE/LIAISON/OTHER REPORTS A. City Standing Committees, Council Liaison Assignments, Outside Agency and Mayors & Councilmembers/City Selection Committee Appointments and Reports Under Government Code Section 53232.3(d): • Councilmember Adams reported on the Association of Bay Area Government- Executive Board Meeting (3/19). • Mayor Sanborn reported on the Chamber of Commerce Board of Directors (3/17), Santa Rosa Plain Groundwater Sustainability Agency (GSA) (3/19), Zero Waste Sonoma Board of Directors (3/19), and Sonoma County Mayors' and Councilmembers' Legislative Committee (3/20)meetings. Mayor Sanborn reported she was unable to attend the Sonoma County Mayors and Councilmembers Association Board of Directors meeting (3/12). • Councilmember Giudice reported on the Chamber of Commerce Women in Business Luncheon(3/18). 10. COMMUNICATIONS Councilmember Adams invited everyone to attend the Easter Egg Hunt on April 4 at 9 a.m. at Foxtail Golf Course. Councilmember Rodriguez shared information about the Chamber of Commerce's golf tournament, encouraged people to visit the newly opened Sandpino's, and invited the public to attend the Community Chat at Sandpino's on March 26. Councilmember Giudice congratulated Ruben and Darlene Sandoval on the opening of Sandpino's. He shared that the Rotary Club of Rohnert Park-Cotati has completed sourcing the peace tiles for the obelisk at the Burton Recreation Center and thanked the Cotati-Rohnert Park Unified School District for its participation in creating the tiles. He also shared that he attended a water lobby day with Director of Public Works Hendersen and Management Analyst Bowser. Vice Mayor Elward shared she was in Sacramento advocating for affordable housing. City of Rohnert Park Joint Regular Meeting Minutes for City Council March 24,2026 RPFA/CDC Successor Agency Page 6 of 6 Mayor Sanborn met with the Sonoma State University Government Liaison and shared information about the Climate Ready Fair on March 28th at the Cotati SMART station, and stated she attended a Transgender Visibility Day celebration in Petaluma. Mayor Sanborn invited the public to participate in the Rohnert Park downtown and community priorities surveys. Councilmember Adams departed the meeting at 7:52 p.m. 11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA None. 12. PUBLIC COMMENT Gary Coffman spoke about his neighbor's tree affecting a community fence and patio and requested information on tree removal from the City. 13.
