MINUTES OF THE SPECIAL MEETING
OF THE CITY OF ROHNERT PARK CITY COUNCIL,
ROHNERT PARK FINANCING AUTHORITY(RPFA),
SUCCESSOR AGENCY TO THE COMMUNITY DEVELOPMENT COMMISSION
Tuesday, April 14,2026
1. CITY COUNCIL/SPECIAL MEETING - CALL TO ORDER/ROLL CALL
Mayor Sanborn called the special meeting to order at 4:00 p.m., which was legally noticed on
April 9, 2026.
All Council Present: Emily Sanborn, Mayor
Jackie Elward, Vice Mayor(arrived at 4:04 p.m.)
Susan H. Adams, Councilmember
Gerard Giudice, Councilmember
Samantha Rodriguez, Councilmember
Staff present: City Manager Piedra, City Attorney Kenyon, Interim Director of Public
Safety Mattos, Director of Public Works Hendersen, Director of Finance Howze, Interim
Human Resources Director Rankin, Director of Community Services Bagley, Interim
Director of Development Services Landeros, City Clerk Lopez Cuevas, Interim Building
Official Daubs, Accounting Supervisor Piotrkowski, Finance Manager Ortega De Valencia,
Senior Analyst Hopley, ERP Business Analyst Rosales, Code Compliance Manager
Stephens, Senior Planner Pickett, Management Analyst I Limberg, Accounting Technician
II Hellman, Accountant Reddy, Accountant Campos, Office Assistant Gama, Operations
Manager General Services Bunte, Accounting Supervisor Newzell, Management Analyst
McGunagle, Senior Analyst King, Information Systems Operations Manager Cotter, and
City Clerk Lopez Cuevas.
2. PUBLIC COMMENTS
Steve Keith spoke about consultant fees.
Cathy Slack spoke about Party at the Plaza and the City's budget.
Chris Borr spoke about deficit and budget reserves.
3. BUDGET STUDY SESSION#1 FOR REVIEW OF BUDGET FY2026-27
a. General Fund Overview
City Manager Piedra and Director of Finance Howze provided an overview of the
General Fund.
Mayor Sanborn declared a recess at 5:53 p.m. and reconvened the meeting at 6:13 p.m.

City Manager Piedra and Director of Finance Howze provided an overview of the
Casino Funds Special Revenue Funds.
PUBLIC COMMENTS: Chris Borr spoke about using Casino funds to cover the budget deficit.
c. Administration
i. City Manager
City Manager Piedra presented the accomplishments and goals of the City
Manager's Office.
ii. Economic Development
City Manager Piedra presented the Economic Development accomplishments
and goals.
iii. Communications
City Manager Piedra presented the Communications accomplishments and
goals.
iv. City Clerk
City Clerk Lopez Cuevas presented the accomplishments and goals of the City
Clerk's Office.
d. Finance
Director of Finance Howze presented the Finance accomplishments and goals.
e. Human Resources
Human Resources Director Rankin presented the Human Resources accomplishments
and goals.
ACTION: Moved/seconded (Rodriguez/Adams)to move Item 3.f. Public Safety to
the Joint Special Meeting on Thursday, April 17, 2026, at 3:00 p.m.
Motion carried by the following unanimous 5-0-0-0 voice vote: AYES:
Adams, Elward, Giudice, Rodriguez, and Sanborn,NOES: None,
ABSENT: None, ABSTAINS: None.
ACTION: By Consensus (none opposed), the Rohnert Park City Council agreed to
adjourn and continue the Joint Special Meeting until 3:00 p.m., on
Thursday, April 17, 2026.
4. ADJOURNMENT
Mayor Sanborn adjourned the meeting at 8:37 p.m.
