1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Sanborn called the joint special meeting to order at 3:01 p.m., which was legally noticed
on April 14, 2026.
Council Present: Emily Sanborn, Mayor
Jackie Elward, Vice Mayor
Susan H. Adams, Councilmember
Gerard Giudice, Councilmember
Samantha Rodriguez, Councilmember
Staff present: City Manager Piedra, City Attorney Kenyon, Director of Finance Howze,
Director of Community Services Bagley, Interim Director of Public Safety Mattos, Director
of Public Works Hendersen, Interim Director of Human Resources Rankin, Interim
Director of Development Services Landeros, Lieutenant Smith, City Engineer De Anda,
General Services Operations Manager Bunte, Interim Building Official Daubs, Senior
Planner Pickett, Accounting Supervisor Piotrkowski, Accounting Supervisor Newzell,
Accountant Campos, Accountant Hellman, Accountant Reddy, Senior Analyst Hopley,
ERP Business Analyst Rosales, Accounting Manager Valencia, Code Compliance Program
Manager Stephens, Management Analyst Limberg, Capital Improvement Plan Program
Manager Luchini, Management Analyst McGunagle, Housing Manager Quig, Information
Systems Operations Manager Cotter, and Assistant City Clerk Machado.
2. PUBLIC COMMENT
Kevin Arnold, SEIU Field Representative, spoke of the promotions from within, prioritizing
healthcare, one-time money agreements, employee retention, and an equitable relationship with
the Federated Indians of Graton Rancheria.
Kelly Smith, Executive Director of Agricultural Community Events Farmers Market, spoke
about the Rohnert Park farmers market and vendors.
Chris Borr spoke about Tuesday's budget session, the use of the Foundation funds, and the
trajectory of the City's expenses.
3. BUDGET STUDY SESSION FOR REVIEW OF BUDGET FY 2026-27

Interim Director of Public Safety presented Public Safety's accomplishments and goals.

Director of Finance Howze presented an overview of special revenue, internal service funds,
enterprise funds, and permanent funds.
c. Information Technology (IT)
Information Systems Operations Manager Cotter presented Information Technology's
accomplishments and goals.
d. Development Services
i. Homelessness
Interim Director of Development Services Landeros presented Development Services'
accomplishments and goals.
Mayor Sanborn declared a recess at 5:08 p.m. and reconvened the meeting at 5:40 p.m.

Director of Public Works Hendersen presented Public Works' accomplishments and goals.

accomplishments and FY26-27 goals.
City Attorney Kenyon presented on the work done by the City Attorney's Office.
Mayor Sanborn declared a recess at 7:20 p.m. and reconvened the meeting at 7:30 p.m.
g. General Fund Summary
Director of Finance Howze provided information about the Measure H Fund. City Manager
Piedra and Director of Finance Howze provided a General Fund summary.
4. ADJOURNMENT
Mayor Sanborn adjourned the meeting at 8:15 p.m.
