CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Sanborn called the joint regular meeting to order at 5:30 p.m., which was legally noticed on April 23, 2026. Present: Emily Sanborn, Mayor Jackie Elward, Vice Mayor Susan H. Adams, Councilmember Gerard Giudice, Councilmember Absent: Samantha Rodriguez, Councilmember Staff present: City Manager Piedra, City Attorney Kenyon, Interim Director of Public Safety Mattos, Director of Public Works Hendersen, Interim Director of Human Resources Rankin, City Engineer De Anda, Deputy City Engineer Brandt, Information Systems Operations Manager Cotter, and Secretary Silvia Diaz-Carreno. 2. READING OF THE LAND ACKNOWLEDGMENT Read by Mayor Sanborn. 3. PLEDGE OF ALLEGIANCE Led by Councilmember Susan H. Adams. 4. PRESENTATIONS A. Mayor's Proclamation: Proclaiming May 2026 as Bike Month and May 14,2026 as Bike to Work Week in the City of Rohnert Park. Mayor Sanborn read the proclamation and presented it to Eris Weaver, Sonoma County Bicycle Coalition Executive Director, and Bicycle and Pedestrian Advisory Committee Chair Steve Keith and Vice Chair Gary Gutierrez. B. Mayor's Proclamation: Proclaiming May 3-9,2026 as Public Service Appreciation Week 2026. Mayor Sanborn read the proclamation and presented it to Interim Human Resources Director Rankin, Human Resources Technicians Padilla, Quilala-Nickel, and Weires. DEPARTMENT HEAD BRIEFINGS A. Update on the Progress of Creating a Special Financing District in the City of Rohnert Park in Coordination with the City of Cotati by Senior Analyst Kevin King. Senior Analyst King provided an update on the proposal staff presented to County officials on April 1st, 2026 and related city projects, including the project timeline and next steps once there is more information on the project impact to the County's general fund. B. Oak Circle Update Pathway Closure by Director of Public Works Mark Hendersen. Director Hendersen and Interim Chief Mattos reported on the Oak Circle/Lawrence E. Jones Middle School pedestrian path closure. The path, originally intended for pedestrian access, had been used for vehicle pick up and drop off, creating safety concerns. On June 25, 2024, the City Council approved its removal and transfer to the adjacent property owner, with closure tied to nearby infrastructure improvements. The closure aligns with new sidewalks on Snyder Lane and Keiser Avenue. Staff coordinated with the School District, Public Safety, and Bristol HOA. Physical closure, including removal of the concrete path and installation of fencing, is planned during the summer 2026 school break. Peter Alexander spoke about this item and county/local school issues, including a home-schooling program. 6. PUBLIC COMMENTS Bryan Rangel proposed a new bike path at Foxtail to connect some city sections to the downtown and eventually to Santa Rosa. Ricardo Adam, Lea Turner, Maria Lopez, Dulce Gonzalez, and Pam Granger requested Council to adopt a Tobacco Retail License Ordinance to regulate the sale of nicotine products and protect the youth. 7. PUBLIC HEARING (Noticed April 17,2026): Conduct a Public Hearing on the Proposed City of Rohnert Park Community Facilities District No. 2026-01 (Redwood City of Rohnert Park Joint Regular Meeting Minutes for City Council April 28,2026 RPFA/CDC Successor Agency Page 4 of 6 Crossings Residential Services) , and Consider Adopting Resolutions Establishing the Community Facilities District, Receive Assessment Ballot Tabulation Results and Certifying the Results of the Special Tax Election, and Introduce and Waive the first reading of an Ordinance authorizing the levy of a special tax within the Community Facilities District (This is Not a Project under California Environmental Quality Act (CEQA)). Director of Public Works Hendersen and Deputy City Engineer Brandt presented this item. Recommended Action(s): 1) Conduct a Public Hearing; 2) Adopt Resolution 2026-028 Establishing City of Rohnert Park Community Facilities District No. 2026-01 (Redwood Crossings Residential Services, Authorizing the Levy of Special Taxes and Calling an Election Therein; 3) Adopt Resolution 2026-029, a Resolution of the City Council of the City of Rohnert Park, Acting as the Legislative Body of the City of Rohnert Park Community Facilities District No. 2026-01 (Redwood Crossings Residential Services), Certifying the Results of the April 28, 2026 Special Tax Election in said Community Facilities District; and 4) Introduce and Waive the First Reading of Ordinance 993, an Ordinance of the City Council of the City of Rohnert Park, Acting in its Capacity as the Legislative Body of the City of Rohnert Park Community Facilities District No. 2026-01(Redwood Crossings Residential Services), Authorizing the Levy of a Special Tax within the Community Facilities District. Motion carried by the following unanimous 4-0-1-0 voice vote: AYES: Adams, Elward, Giudice, and Sanborn,NOES: None, ABSENT: Rodriguez, ABSTAINS: None. Secretary Silvia Diaz-Carrefio conducted the election, tabulated the ballots cast, and declared the election results. There was one (1) qualified voter in the Community Facilities District and its ballot was cast. The results of said election and the number of votes cast for Propositions A and B were unanimous, in favor of both propositions. ACTION: Moved/seconded (Giudice/Elward) to adopt Resolution 2026-029, a Resolution of the City Council of the City of Rohnert Park, acting as the Legislative Body of the City of Rohnert Park Community Facilities District No. 2026-01 (Redwood Crossings), Certifying the Results of the Election held within the district. PUBLIC HEARING (Noticed: April 10,2026): Conduct a Public Hearing to Consider(1) Adopting a Resolution Certifying the Final Environmental Impact Report(FEIR) for the Rohnert Park 2040 General Plan and adopting California Environmental Quality Act findings, a Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program; and (2) Adopting a Resolution Adopting the Rohnert Park 2040 General Plan (CEQA Status: An Environmental Impact Report(EIR) has been prepared for this Project). Consultant Barry Miller and Senior Planner Picket presented this item. Recommended Action(s): 1) Conduct a Public Hearing; 2) Adopt Resolution 2026-030 Certifying the Environmental Impact Report for the Rohnert Park 2040 General Plan and Adopting California Environmental Quality Act Findings, a Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program; 3) Adopt Resolution 2026-031 Adopting the Rohnert Park 2040 General Plan. COMMITTEE /LIAISON/OTHER REPORTS Councilmembers reported on their participation in City Standing Committees, Council Liaison Assignments, Outside Agency activities, and Mayor and Councilmember appointments, including reports provided pursuant to Government Code Section 53232.3(d). 10. COMMUNICATIONS Director Henderson reported that the Ballot Drop Box located at the Library remains accessible and is not impacted by the current fencing. He further noted that he has been coordinating with the County of Sonoma to arrange for the installation of a temporary additional Ballot Drop Box. 11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA Councilmember Adams requested that an item be placed on a future agenda to discuss an ordinance regulating nicotine sales. The request did not receive additional Council support. City Manager Piedra noted that Chief Mattos is currently working on a draft ordinance and meeting with interested parties, and that the item will be brought before the Council at a future date. 12.
