A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING CITY MANAGER TO INCREASE THE CONSTRUCTION
CONTRACT CHANGE ORDER CONTINGENCY TO 37.8% ($875,000) FOR THE
CONSTRUCTION CONTRACT WITH ARGONAUT CONSTRUCTORS INC.,AND TO
16% ($113,000) FOR THE CONSTRUCTION CONTRACT WITH DC ELECTRIC
GROUP INC., AND AUTHORIZE ADDITIONAL APPROPRIATIONS IN THE
AMOUNT OF $500,000 FROM FUND F4601 CASINO SUPPLEMENTAL FOR THE
COPLAND CREEK TRAIL TO CRANE CREEK REGIONAL PARK AND LAUREL
DRIVE AND PETALUMA HILL ROAD TRAFFIC SIGNAL PROJECT CIP0719 (CEQA
STATUS: INITIAL STUDY AND MND ADOPTED FEBRUARY 25, 2020)
WHEREAS,on April 8, 2025, the City Council approved a construction contract with
Argonaut Constructors, Inc. (Argonaut), in the amount of$2,311,839 for construction of the
Trail to Crane Creek Regional Park Project CIP0719; and
WHEREAS, Resolution No. 2025-019 included authorizing the City Manager signing
authority of contract change orders'up to 10% ($231,183) of Argonaut's contract award amount;
and
WHEREAS, Contract Change Orders No. 1-4 have been executed in the total amount of
$190,487.80 or 8.2 % of Argonaut's original contract value; and
WHEREAS, staff is now requesting authorization for the City Manager to sign
construction contract change orders up to 37.8%or $875,000; and
WHEREAS, on April 22, 2025, the City Council approved a construction contract with
DC Electric, Inc. (DC Electric), in the amount of$707,470 for construction of the Laurel Drive
and Petaluma Hill Road Sidewalk and Signal Improvements Project CIP0719; and
WHEREAS, Resolution No. 2025-023 included authorizing the City Manager signing
authority of contract change orders up to 10% ($70,747) of DC Electric's contract award
amount; and
WHEREAS, Contract Change Orders No. 1-2 have been executed in the total amount of
$58,930 or 8.3 %of DC Electric's original contract value; and
WHEREAS, staff is now requesting authorization of the City Manager to sign
construction contract change orders up to 16%or $113,000; and
WHEREAS, staff is recommending that the Finance Director increase appropriations in
the amount of$500,000 from Fund F4601 (Casino Supplemental)to Fund 7110 and increase
appropriations in Fund 7110 (Capital Projects)to fund the project to allow for remaining
construction work to be completed and for any unforeseen conditions that may arise during
construction; and
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert
Park that it does hereby authorize and approve the following:
1. The above recitals are true and correct and material to this Resolution.
2. In making its findings the City Council relied upon and hereby incorporates by reference
all of the bid materials, correspondence, staff reports and all other related materials.

3. The City Manager is authorized to sign Contract Construction Change Orders up to
Thirty-seven and eight tenths percent(37.8%) of Argonaut's construction contract award
amount, which is $875,000 for the Trail to Crane Creek Regional Park Project CIP0719.
4. The City Manager is authorized to sign Contract Change Orders up to sixteen percent
(16%) of DC Electric's construction contract award amount, which is $113,000 for the
Laurel Drive and Petaluma Hill Road Sidewalk and Signal Improvements Project
CIP0719.
5. The Finance Director is authorized to increase and transfer out appropriations in the
amount of$500,000 from Fund F4601 (Casino Supplemental)to Fund 7110 and increase
appropriations in Fund 7110 (Capital Projects) to fund the project.
6. This Resolution shall become effective immediately.
7. All portions of this Resolution are severable. Should any individual component of this
Resolution be adjudged to be invalid and unenforceable by a body of competent
jurisdiction, then the remaining Resolution portions shall continue in full force and effect,
except as to those Resolution portions that have been adjudged invalid. The City Council
of the City of Rohnert Park hereby declares that it would have adopted this Resolution
and each section, subsection, clause, sentence, phrase and other portion thereof,
irrespective of the fact that one or more section, subsection, clause, sentence, phrase or
other portion may be held invalid or unconstitutional.

Re: Revised Commitment of County Funds - Trail to Crane Creek Regional Park,
a.k.a. Copeland Creek Trail
Dear Mr. Hendersen,
The Sonoma County Regional Parks Department is impressed by the City of Rohnert Park’s significant
progress on the Copeland Creek Trail. With the 90’ long trail bridge installed and major grading complete,
it is exciting to see this vital link between Sonoma State University and Crane Creek Regional Park nearing
reality.
We recognize that complex construction often involves unforeseen conditions requiring plan adjustments.
To ensure the successful completion of this project, Sonoma County Regional Parks is pleased to authorize
an additional $250,000 in funding, bringing our total project commitment to $1,520,898.
The updated funding breakdown is as follows:
1) Original Sonoma County Regional Parks Allocation: $870,898
2) County Transportation Development Act Article 3: $400,000
3) Supplemental Sonoma County Regional Parks Funding: $250,000
As we enter the dry season, we look forward to the final trail construction work and the crossing of
Petaluma Hill Road. I especially want to acknowledge the exceptional City staff who have made this
partnership a success: Julian De Anda for his proactive project management, Dan Martin for his diligent
daily inspections, and Eydie Tacata for her stewardship of this project since its 2007 inception.
Additionally I would like to recognize former employees, Mary Grace Pawson and Vanessa Garrett for their
crucial leadership in navigating through the project’s political and regulatory hurdles
Sonoma County looks forward to celebrating the completion of this long-awaited trail with the Rohnert
