CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Sanborn called the joint regular meeting to order at 5:31 p.m., which was legally noticed on May 7th, 2026. Council Present: Emily Sanborn, Mayor Jackie Elward, Vice Mayor Susan H. Adams, Councilmember Gerard Giudice, Councilmember Samantha Rodriguez, Councilmember Staff present: City Manager Piedra, Deputy City Attorney Vishwanath, Director of Finance Howze, Director of Public Works Hendersen, Interim Director of Human Resources Rankin, Director of Community Services Bagley, Interim Director of Development Services Landeros, Code Compliance Manager Stephens, General Services Operations Manager Bunte, Information Systems Operations Manager Cotter, and City Clerk Lopez Cuevas. 2. READING OF THE LAND ACKNOWLEDGMENT Read by Mayor Sanborn. 3. PLEDGE OF ALLEGIANCE Led by University Elementary at La Fiesta Garden student Owen Bulleri. 4. PRESENTATIONS A. Mayor's Proclamation: Proclaiming May 17-23,2026 as National Public Works Week in the City of Rohnert Park. Mayor Sanborn read the proclamation and presented it to Director of Public Works Hendersen and General Services Operations Manager Bunte. 5. DEPARTMENT HEAD BRIEFINGS None. 6. PUBLIC COMMENTS Ricardo Adam, Astrid Ruano, Emily Gonzalez, and Johanna Duran, spoke about the need for tobacco retail policies. CONSENT CALENDAR 7.A Accept City Bills/Demands for Payment Report dated April 14, 2026 through April 27, 2026 from Finance Department 7.B Approve City Council/RPFA/Successor Agency Joint Regular Meeting Minutes for April 28, 2026 7.0 Receive Progress Report on the Status of the Emergency Public Safety Antenna and Radio System Replacement Project(CIP2412), as required by the Public Contract Code and by Minute Order, authorize the continuation of Resolution 2024-051 until the emergency action is completed 7.D Receive and File the Code Compliance Annual Report for 2025 7.E Adopt and Waive Second Reading of Ordinance 993, an Ordinance of the City Council of the City of Rohnert Park, California, acting in its capacity as the Legislative Body of City of Rohnert Park Community Facilities District No. 2026-01 (Redwood Crossings), Authorizing the Levy of a Special Tax within said Community Facilities District 7.F Adopt Resolution 2026-037 Authorizing the Disposal of Retired Vehicles/Equipment Through Surplus Sale and Authorizing the City Manager or Designee to Execute Documents for Same 7.G Adopt Resolution 2026-038 Approving an Access and Improvement Agreement with the Rohnert Park Cal Ripken/Babe Ruth Baseball Organization for Improvements to Alicia A-1, Benicia B-1, and Colegio Vista C-1 Baseball Fields, Approving the Plans and Specifications, Authorizing the City Manager to Execute the Access and Improvement Agreement, and Finding the Project Categorically Exempt from the Requirements of the California Environmental Quality Act(CEQA) 7.H Adopt Resolution 2026-039 Authorizing and Approving the City Manager to Execute a Lease Agreement with the Girl Scouts of Northern California for the City-Owned Property located at 295 Santa Alicia Drive Councilmember Rodriguez stated for the record that she will abstain from voting on item 7.B. and 7.E. because she was absent at the April 28, 2026 City Council meeting. Disclosure of potential conflict of interest: Mayor Sanborn stated that she is a girl scout member and therefore has a potential financial conflict of interest and will recuse herself from item 7.H. ACTION: Moved/seconded (Adams/Rodriguez) to approve the consent calendar. Items 7.A., 7.C., 7.F., and 7.G. were adopted the following unanimous 5-0-0-0 roll call vote: AYES: Adams, Giudice, Rodriguez, Elward, and Sanborn,NOES: None, ABSENT: None, ABSTAINS: None. Items 7.H. was adopted the following 4-0-1-0 voice vote: AYES: Adams, Giudice, Rodriguez and Elward,NOES: None, ABSENT: None, ABSTAINS: Sanborn. 8. REGULAR ITEMS A. Discussion and Direction Regarding Regulations for City Council Candidates' Statements of Qualifications for the November 3,2026 City of Rohnert Park Municipal Election to Continue the Established 200-Word Limit for Candidate Statements of Qualifications, Consistent with the County of Sonoma Standards, and Determine whether Candidates or the City will be Responsible for associated Statement Costs. City Clerk Lopez Cuevas presented this item. Recommended Action(s): Continue the Established 200-Word Limit for Candidate Statements of Qualifications and provide direction regarding the costs of printing the Candidates' Statements of Qualifications. City Clerk Lopez Cuevas indicated that any City Councilmember who will be running in the November 2026 municipal election should recuse themselves from participating on this item since it could have a"personal financial effect." Disclosure of potential conflict of interest: Mayor Sanborn stated she intends to run for City Council and therefore has a potential financial conflict of interest and will recuse herself from this item. Councilmember Adams stated she intends to run for City Council and therefore has a potential financial conflict of interest and will recuse herself from this item. Mayor Sanborn and Councilmember Adams left the dais at 6:02 p.m. Vice Mayor Elward assumed the gavel. PUBLIC COMMENTS: Paul Carey spoke about this item. ACTION: By consensus (none opposed), Council continue the established 200- word limit and the City's policy to pay the printing costs of candidate Statement of Qualifications in both English and Spanish. Mayor Sanborn and Councilmember Adams returned to the dais at 6:11 p.m. Mayor Sanborn reassumed the gavel. B. Consider Action to Accept and Approve the 2026-2027 Council Priorities and Four Multiyear Broad Goals following City Council Strategic Priority Workshop Held on February 20,2026. City Manager Piedra presented this item. Recommended Action(s): Accept and Approve the 2026-2027 Council priorities following City Council Strategic Study Session held on February 20, 2026. ACTION: Moved/seconded (Giudice/Rodriguez) to adopt and reaffirm the four multi-year broad goals: 1) Long Term Financial Sustainability, 2) Community Quality of Life, 3) Planning and Infrastructure and 4) Organization Well Being and three top priorities for FY26/27: 1) Continue to make progress on the downtown, 2) Focus on infrastructure and beautification , 3) Enhance communication and community engagement, and 4) Organization well-being with focus on workforce retention. Motion carried by the following unanimous 5-0-0-0 voice vote: AYES: Elward, Rodriguez, Sanborn, Giudice, and Adams,NOES: None, ABSENT: None, ABSTAINS: None. ACTION: Moved/seconded (Rodriguez/Giudice) to re-order agenda and hear item 8.D. before 8.C. Discuss and Consider Adoption of Resolution 2026-040 Authorizing the City Manager to execute a Memorandum of Understanding with the Community Child Care Council of Sonoma County to conduct a Feasibility study for New Construction at City Owned Property Located at 1455 Golf Course Drive (This Project is categorically exempt from the requirements of California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15302 Replacement or Reconstruction of the existing facilities and section 15303). Director of Public Works Hendersen and General Services Operations Manager Bunte presented this item. Recommended Action(s): Adopt Resolution 2026-040 Authorizing the City Manager to execute a Memorandum of Understanding with the Community Child Care Council of Sonoma County to conduct a Feasibility study for New Construction at City Owned Property Located at 1455 Golf Course Drive. Community Child Care Council of Sonoma County Executive Director Melanie Dodson was present and answered questions of the Council. PUBLIC COMMENTS: None. City Clerk Lopez Cuevas presented this item. Recommended Action(s): Discuss the proposed policy and, by Minute Order, adopt Council Policy Number 1.06.003, "Disruption of Remote Access to Public Open Meetings of the City Council,"to implement procedures required under recent amendments to the Ralph M. Brown Act related to disruptions of two way remote public participation during City Council meetings, pursuant to Senate Bill 707. Councilmember Giudice left the dais at 7:11 p.m. and returned at 7:13 p.m. PUBLIC COMMENTS: Steve Keith spoke about this item. ACTION: By consensus, (none opposed), Council adopted Policy Number 1.06.003, "Disruption of Remote Access to Public Open Meetings of the City Council." 9. COMMITTEE /LIAISON/OTHER REPORTS Councilmembers reported on their participation in City Standing Committees, Council Liaison Assignments, Outside Agency activities, and Mayor and Councilmember appointments, including reports provided pursuant to Government Code Section 53232.3(d). 10. COMMUNICATIONS Councilmember Rodriguez congratulated the Chamber of Commerce on its recent Golf Tournament and the Federated Indians of Graton Rancheria on its recent expansion. Councilmember Giudice reminded all to attend Rohnert Park-Cotati Rotary Clean Up Day at the Peace Garden and the unveiling of their Tile Project on June 13 as well as the Community Services Awards on May 22, 2026. Mayor Sanborn stated that there will be celebration honoring Deputy Chief Johnson for his retirement and encouraged community participation in the City's community survey. 11.
