Park 2040 General Plan, and adoption of California Environmental Quality Act findings, a Statement of Overriding Considerations, and a Mitigation Monitoring and Reporting Program; and (2) Resolution 2026-04 Recommending City Council adoption of the Rohnert Park 2040 General Plan (CEQA Status: An Environmental Impact Report (EIR)
has been prepared for this Project)
Consultant Barry Miller delivered a presentation on the Rohnert Park 2040 General Plan
and addressed questions from the Planning Commissioners. He also introduced Aileen
Mahoney from Rincon Consultants, who serves as the project manager for the General Plan Update Environmental Impact Report (EIR), and was available to address questions regarding the EIR from the Commissioners.

6.2 Receive the Annual Report on the Status of the General Plan and Housing Element for Calendar Year 2025 (CEQA Status: This is not a project under the CEQA Guidelines Section 15378(b)(5))
Senior Planner Elliott Pickett presented the annual progress report on General Plan 2020. Interim Housing Manager Emily Quig presented the annual progress report on the 2023-2031 Housing Element. They answered questions from the Commissioners. Deputy City Attorney Karen Murphy stated that HCD will review the City’s compliance
with the programs. She noted that the ongoing timelines will be monitored, and if the
housing targets are not met, this may impact future obligations through 2031.
7. ITEMS FROM PLANNING COMMISSION
Commissioner Orloff indicated that he would be on vacation and unavailable for the
March 26, 2026, Planning Commission meeting. Vice Chair Campbell thanked the staff for
providing an update on the Joint meeting, which he could not attend, and for directing him to the
information. He also noted that bike lighting and neighborhood lighting, in general, require
ongoing monitoring and would appreciate a follow-up from staff.

Interim Development Services Director, Mario Landeros, did not have any updates or remarks to

RECOMMENDED ACTION: Staff recommends that the Planning Commission adopt Resolution No. 2026-05, finding the Project exempt from CEQA under Section 15301, and approving a Sign Program for Edgeway Plaza located at 7301 Camino Colegio (APN 143-340-

Background: The subject property consists of two parcels with a combined size of 1.16 acres
located on the northeast corner of Camino Colegio and E Cotati Avenue. The property consists
of seven buildings with a total of thirty-four suites, six are commercial tenant units and twenty-eight are residential units located above and behind Suites 305, 307, 407 and 409. Surrounding uses include the College Center to the west, multiple-family residential to the north and south, and single-family to the east of the parcel.
In 2017, a Conditional Use Permit and Sign Plan and Architectural Review were approved for the project. As a condition of approval of this project, a master sign program was required. The condition of approval also limited one monument sign per property frontage.
Project Details:
Under the Sign Program, the applicant proposes three free-standing monument signs, four blade-mounted commercial tenant signs, and two wall-mounted non-illuminated signs and two wall-mounted illuminated signs.
The applicant proposes one new monument sign in addition to the two existing monument signs that were installed without benefit of permit. If the Commission approves this Sign Program, these monument signs would be legalized under the Zoning Code and would then be required to obtain Building Permits. There is no obligation for the Planning Commission to approve the
signs installed without benefit of permit.
The existing monument signs are at the corner of Camino Colegio and East Cotati Avenue. One faces Camino Colegio and one faces East Cotati Avenue. The third monument sign is proposed to be located on the corner of Camino Colegio and Cala way. (See Figure 3 below for locations of all signs.)

In addition, four blade-mounted tenant signs are proposed. Two facing Camino Colegio for units 305 and 307 and two for units 407 and 409 facing the interior of the Plaza. Two non-illuminated
wall-mounted tenant signs are proposed to face into the Plaza on Buildings F and G. Two illuminated wall-mounted tenant signs are proposed on the opposite sides of Buildings F and G facing East Cotati Avenue. The signs will be return-lit (creating a halo effect). Please see the Project Narrative (Attachment 1) for examples of this type of sign. As part of the proposed
Sign Program, and in conformance with RPMC requirements, signs facing residential uses may
not be illuminated between 10 PM and 7 AM. Figure 3: Site Plan showing sign type and locations
Analysis: The property is zoned C-N, Neighborhood Commercial. The district is intended to accommodate
businesses that provide goods and services to nearby residential neighborhoods, generally within
an area of a one-mile radius or consistent with the Neighborhood Commercial general plan designation. Typical uses found in this district include commercial offices and retail shops that serve the surrounding neighborhoods. The existing Plaza is one such use, and as a condition of approval of this project, a Sign Program is required.
Staff notes that per RPMC 17.27.040.F.2, “Determinations on sign program applications are to be guided by the standards, criteria, and findings set forth in this chapter.” That is to say, that sign program applications may exceed the standards and criteria in the code, and the Planning Commission may still make the findings to approve the sign program application if they find it guided by the findings.
Table 1 below provides is a breakdown of the total square footage of all proposed signs. Per RPMC, the area of a sign is measured as the entire frame of a sign, not just the logo or language on the sign.

Following is a discussion of each of the sign types proposed by the Sign Program.
Monument Signage A total of three monument signs are proposed in the Sign Program. The shopping plaza currently has two existing monument signs on the corner of Camino Colegio and East Cotati Avenue. One faces Camino Collegio and one East Cotati Avenue. Planning Commission approval of this sign
program would provide Planning approval for these monument signs, which would also require
Building Division approval. Building Permit approval for the existing signs prior to submittal of any other sign is included as a condition of approval (Attachment 2 Resolution and Conditions of Approval). The location of the three monument signs, on different property frontages, conforms to the Planning Commission condition of approval of the original project.
Staff notes that the proposed locations of the Monument signs were reviewed by the Public Works Department to ensure that the placement did not interfere with visibility for pedestrians or vehicular traffic.
The total square footage of the individual monument signs is 53.75 square feet. For the
monument signs the two tenants in Buildings F and G would have 7 sf each on the monument signs. This would be in addition to the Edgeway Plaza signage, which is proposed on all the monument signs. The materials for the monument consist of 2x6 pressure treated wood framing and a Hardi fiber
1x6 plank and siding. The tenant panel within the sign cabinet will consist of three-millimeter Black Dibond with contour-cut vinyl decals as shown below and on page 5 of the attached plan set. There will be a color and materials board available for review at the hearing.

Blade Tenant Signage A total of four blade signs are proposed. The blade signs will allow easily identifiable signage for each respective business in suites 305, 307, 407 and 409. The proposed blade signs will be
located in the primary entry of each respective storefront. Each of the blade signs will be
mounted at a maximum height of 11.7 feet above the grade and at a height of 9 feet or higher above the walkway. The total sign area of each tenant sign will be 4.68 sf per side. Per RPMC, both sides are counted in the total sf, so each of the four blade signs is a total of 9.36 sf. The blade signs will consist of powder-coated black aluminum in Chemetal 908 Black for the frame
and 3M Scotchcal Vinyl White for the decals, as shown below and in the attached Exhibit A. Figure 5: Blade Signage

Wall-Mounted non-illuminated Signage A total of two non-illuminated wall signs are proposed. The total sign area for the non-
illuminated wall sign for Building F is proposed to be 26 sf, for Building G the proposed total sign area is 21 sf. These non-illuminated wall signs would face the interior of the Plaza. The proposed materials for both include powder-coated aluminum, black UV stable acrylic and stainless-steel studs.

Wall-Mounted Illuminated Signage
A total of two illuminated wall signs is proposed. Illuminated signage is proposed for the East Cotati Avenue-facing sides of Buildings F and G. The total sign area of the illuminated wall signs is 26 sf for Building F and 21 sf for Building G. The proposed materials include UV-rated 1.5-inch with black painted letter faces, white LEDs, stainless steel backing and stainless-steel studs. The font, logo and colors are at the discretion of the landlord and tenant and must receive

Sign Program With the exception of the monument sign on the corner of East Cotati Avenue and Cala Way, the
proposed individual signs are within the maximum called out by the code. The total signage of 292.72 sf exceeds the 100 sf ordinarily allowed for signage on a single lot. However, as noted earlier in this report, both the total number and/or size of signs proposed may be allowed through the approval of a Sign Program.
Staff believes that taken as a whole, the proposed size, placement and design of the signs, as well as the requirements of the Sign Program as detailed on pages 1 and 2 of the proposed Program (See Exhibit A) meets the findings required by RPMC for approval of a Sign Program. Findings
Per RPMC 17.27.040, the Planning Commission shall approve or conditionally approve a Sign Program application if, on the basis of the application, supporting materials, and written and oral testimony submitted at the hearing, the Planning Commission is guided by and makes each of the following findings:
1. That the proposed location of the use is in accordance with the objectives of the zoning
ordinance and the purposes of the district in which the sign is located; The proposed location of the use is in accordance with the objectives of the zoning ordinance and the purpose of the district in which the sign program is located, in that
signage will create cohesion and harmony for the Plaza and allow for appropriate identification of commercial units on the site, while respecting adjacent residential uses. 2. That the proposed location of the sign and the conditions under which the sign would be
operated and maintained will not be detrimental to the public health, safety or welfare, or
materially injurious to properties or improvements in the vicinity; The proposed location of the sign program and the conditions under which the signs would be operated and maintained will not be detrimental to the public health, safety or welfare, or materially injurious to properties or improvements in the vicinity, in that the
sign program will create strict review of all tenant signage, ensure that signage is legible, scaled in accordance and in harmony with the character and appearance of the building and use that is being identified. In addition, the illuminated signs facing East Cotati will not be illuminated between the hours of 10 PM and 7 AM, and the three monument signs
will be located outside of the vision triangles so as not to interfere with pedestrian and
vehicular vision. ENVIRONMENTAL DETERMINATION: The project has been analyzed for compliance with the requirements of the California Environmental Quality Act (CEQA) and found to be categorically exempt as a Class 1 Exemption under Section 15301: Existing Facility. No further
action is required pertaining to environmental review.

PUBLIC NOTIFICATION: A public hearing notice denoting the time, date and location of the proposal’s hearing was published in the Community Voice. Property owners and occupants within
a 600-foot radius of the project were mailed notices, and the notice was posted pursuant to State Planning Law. No public comments were received as of the distribution of this report.

Project Narrative:
We are pleased to present information on a proposed sign program for the commercial
tenant spaces at Edgeway Plaza, located at 7301 Camino Colegio in Rohnert Park. The sign
program will create a coordinated sign plan for this site, including master identiflcation and
individual business identiflcation.
Edgeway Plaza has seven buildings with a total of 34 suites. Of these, six suites are
designated for commercial tenant usage, located in Buildings 300, 400, F and G. These
suites are 305, 307, 407, 409, and the entirety of Building F and Building G.
The remaining buildings and suites are residential, totaling 28 residential units.

FREESTANDING MONUMENT SIGNS
The sign program calls for three monument signs with general tenant identiflcation, one
sign for each street frontage. Each monument sign will have a single face of 9-ft 7-in wide x
5-ft 4-in tall, and a 7-ft wide x 1-ft 6-in tall panel for tenant identiflcation.
There are currently two monument signs installed on the corner of Camino Colegio and E
Cotati Ave, one facing Camino Colegio and the other facing E Cotati Ave. We are proposing
the inclusion of a third monument sign, placed on the corner of Camino Colegio and Cala
Way, facing the intersection.
The monument signs will identify Edgeway Plaza and up to two tenants (the main tenants in
Building G and Building F.) In the case that there is only one tenant, that tenant may use the
entirety of the available space on the monument to identify their business.
Materials: The existing monument signs are framed with 2x6 pressure-treated wood and
Hardi flber cement 1x6 plank siding, painted and sealed. The posts are 6x6 pressure-
treated wood, sunk 2-ft into the ground and set with cement. The tenant panel is 3mm
black Dibond with contour-cut vinyl decals.
BLADE MOUNTED TENANT SIGNS
Buildings 300 and 400 have suites 305, 307, 407 and 409 earmarked for commercial usage.
These suites will have blade-mounted tenant signs made of powder-coated black
aluminum (to match metal canopies of site.)
Blade signs will be mounted at a max height of 11-ft 7-in above the grade. They will hang no
lower than 9-ft above the grade. They will have 21.6-in x 31.5-in faces.
Tenant decals will be white vinyl, with a maximum area of 27.5-in wide x 17.8-in high (4.68
sq.ft.)
Dimensional letter signs were considered to match Buildings G and F but are not possible
due to the placement of gutter spouts. Blade-mounted signs will allow individual suites to
be quickly and clearly identifled from the street entrance.
Materials: Powder-coated aluminum (black), vinyl decals (white)
DIMENSIONAL LETTER TENANT SIGNS, NON-ILLUMINATED
Buildings G and F are each marked for commercial usage, with room for one tenant per
building. These buildings will have two locations for tenant signage, one facing the parking
lot and one facing E Cotati Ave.
Tenants may have one sign over their entrance facing the parking lot. This sign must be non-
illuminated fiat-cut dimensional letters, stud mounted directly to the building face. Sign
letters can be either powder-coated aluminum or acrylic but must be black.
Materials: Powder-coated aluminum (black), UV-rated acrylic (black), stainless steel studs.
DIMENSIONAL LETTER TENANT SIGNS, ILLUMINATED
Tenants in Building G and F may also have one sign facing E Cotati Ave. This sign must be
illuminated.
Illuminated signs must be black acrylic, return-lit, and have a photocell and timer. Because
of the presence of residential buildings on the other side of E Cotati Ave, illuminated signs
may not be lit between the hours of 10 p.m. and 7 a.m.
Materials: UV-rated 1.5-in acrylic with painted letter faces (black), white LEDs, stainless

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROHNERT PARK, CALIFORNIA, APPROVING A SIGN PROGRAM (PLSI24-0026) FOR A COMMERCIAL SHOPPING PLAZA LOCATED AT 7301 CAMINO COLEGIO
(APN 143-340-061 & 158-270-065)
WHEREAS, the applicant, Nalin Wangel-Komisar of FastSigns of Santa Rosa has filed Planning Application No. PLSI24-0026 for a Sign Program in the C-N, Neighborhood Commercial District located at 7301 Camino Colegio (APN 143-340-061 & 158-270-065) in accordance with the City of Rohnert Park Municipal Code; and
WHEREAS, Planning Application No. PLSI24-0026 was processed in the time and manner prescribed by State and local law; and
WHEREAS, public hearing notices were transmitted to all property owners and
occupants within a 600-foot radius of the subject property and to all agencies and interested
parties as required by California State Planning Law, and a public hearing notice was published in the Community Voice for a minimum of 10 days prior to the public hearing; and
WHEREAS, on April 9, 2026, the Planning Commission reviewed Planning Application No. PLSI24-0026 during a scheduled public meeting at which time interested persons had an
opportunity to testify either in support or in opposition to the project; and
WHEREAS, on April 9, 2026, at the Planning Commission meeting, upon hearing and considering all testimony and arguments, if any, of all persons desiring to be heard, the
Commission considered all the facts relating to Planning Application No. PLSI24-0026.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ROHNERT PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct.
Section 2. Findings. The Planning Commission, in approving Planning Application No. PLSI24-0006 makes the following findings pursuant to RPMC 17.27.040.G to wit:
1.That the proposed location of the use is in accordance with the objectives of the zoning
ordinance and the purposes of the district in which the sign is located;
The proposed location of the use is in accordance with the objectives of the zoningordinance and the purpose of the district in which the sign program is located, in thatsignage will create cohesion and harmony for the Plaza and allow for appropriate
identification of commercial units on the site, while respecting adjacent residential uses.

2.That the proposed location of the sign and the conditions under which the sign would beoperated and maintained will not be detrimental to the public health, safety or welfare, or
materially injurious to properties or improvements in the vicinity;
The proposed location of the sign program and the conditions under which the signswould be operated and maintained will not be detrimental to the public health, safety or
welfare, or materially injurious to properties or improvements in the vicinity, in that the
sign program will create strict review of all tenant signage, ensure that signage is legible,scaled in accordance and in harmony with the character and appearance of the buildingand use that is being identified. In addition, the illuminated signs facing East Cotati willnot be illuminated between the hours of 10 PM and 7 AM, and the three monument signswill be located outside of the vision triangles so as not to interfere with pedestrian and
vehicular vision.
Section 3. Environmental Determination. The project is categorically exempt from
the California Environmental Quality Act, pursuant to California Code of Regulations, Title 14,
Chapter 3, Section 15301 (Class 1 – Existing facilities with no new construction and no potentially significant impacts on the environment).
NOW THEREFORE BE IT RESOLVED, that the Planning Commission does hereby approve Planning Application No. PLSI24-0026, approving a Sign Program at 7301 Camino
Colegio (APN 143-340-061 & 158-270-065) subject to the following conditions:
1.All signs shall adhere to the Sign Program attached as Exhibit A.
2.Approval Period, Expiration and Time Extensions. Sign Program approval will expire
one year from the date of issuance unless at least one sign in an approved sign programhas been installed in accordance with the conditions of approval. Prior to expiration ofthe Sign Program, the applicant may apply for an extension of up to one additional year,to be reviewed by the Planning Commission.
3.The permit or approval will be null and void if the zoning ordinance changes
significantly prior to the installation of the sign to a point that given the new regulations
in the zoning ordinance such a sign would not be permitted.
4.All new signs shall be subject to review by the Planning and Building Divisions prior toinstallation.
5.The two monument signs at the corner of Camino Colegio and East Cotati Avenueinstalled without benefit of permit shall apply for and obtain Planning and BuildingPermits prior to any other signs being submitted for approval.
6.Any substantive changes to the Sign Program or the conditions of approval shall be
subject to Planning Commission review.
BE IT FURTHER RESOLVED that said action shall not be deemed final until the
appeal period has expired, and that the appeal period shall be 10 calendar days from the date of
said action. No building permits shall be issued, nor shall the use be initiated, until the appeal
period has expired, provided there are no appeals.
DULY AND REGULARLY ADOPTED on the 9th day of April 2026, by the City of

Project Information
Purpose
The Edgeway Plaza Master Sign Program has been established for the
purpose of assuring a functional, coordinated graphics program that will provide the Edgeway Plaza with business/tenant identification while
encouraging creativity, compatibility, and enhancement of the industrial
center and surrounding neighborhoods in the City of Rohnert Park.
Design Intent
The guidelines of this program are designed to compliment architectural
elements of the buildings and coordinate the type, placement, and physical dimensions of signage within Edgeway Plaza.
Signage shall not deviate from the sign criteria unless, in the sole
opinion of the Property Owner and upon approval from the City of
Rohnert Park, the deviation contributes to the overall design of the retail area, the Plaza, and the Tenant’s visibility. Deviations from
standards set forth in this Sign Program must be approved in writing by the Property Owner and the Rohnert Park Planner with a finding that
the deviation is an imaginative design that contributes aesthetically to
the Plaza and is a solution that could not easily be achieved with a complying sign.
Conformance with the Sign Program will be strictly enforced, and any
installed nonconforming or unapproved signs must be brought into
immediate conformance at the expense of the Tenant.
A. Procedure for Signage Application
The Sign Program requirements and the Tenant’s responsibility to
comply with the approved Sign Program shall be incorporated into all tenant/building owner agreements.
To obtain sign approval from the Property Owner, all tenants shall
submit the following:

1.Each Tenant shall submit or cause to be submitted to the PropertyOwner for approval prior to fabrication a copy of detailed drawings
to scale indicating the location, size, layout, design, dimensions,
colors, illuminations, materials, and method of attachment of allsigns.
2.Additionally, the Tenant will submit to the Property Owner one copy

label of approval, or equal, and shall comply with all local building and electrical codes and industry standards and practices.
M. Installation25.Location of signs: All signs or advertising devices advertising an
individual use, building, or business shall be attached to the building at a location, described herein, or in attached drawings.
26.All penetrations of the building structure required for sign installation shall be preapproved by the Property Owner and shall be neatly sealed and continuously maintained in watertight
condition. 27.All exterior signs shall be mounted in a manner to permit proper dirt
and water drainage, and so not to cause staining, discoloring, or in any other way cause blemishing to the building sign fascia. 28.Attachments of signs to building shall be made per specifications
contained herein, or attached drawings. 29.Tenant’s sign contractor shall repair any damage to the building
caused by the sign installation. Unrepaired damage caused byTenant’s sign and/or sign contractor shall be Tenant’s responsibilityto correct at Tenant’s expense. Tenant shall be fully responsible for
the operations of the Tenant’s contractor. 30.Tenant’s sign contractor must secure building permits. Fabrication
and installation must comply with all local building and electrical codes. 31.All contractors must be fully licensed (California Contractors License
C-45) and must provide the Property Owner with a certificate ofliability insurance naming Property Owner as an additional insured
prior to commencing any work on the property.

installation shall be obtained from and fees paid to the City ofRohnert Park by the Tenant.
9. An electrical permit may be required when electrical work is
required, as per the City of Rohnert Park’s guidelines.
C. Sign Contractor
10.Any sign contractor performing any work for any Tenant shall
have an applicable State of California Contractor’s license.11.The Property Owner reserves the right to exclude any sign
contractor from performing work on the site or buildings.
D. Insurance
12.Sign contractors shall carry Worker’s Compensation and Public
Liability Property Damage Insurance against all damage sufferedor done to any and all persons and/or property while engaged in
the construction or erection of signs in an appropriate amount as
required by the Property Owner and the City of Rohnert Park.Sign contractors shall provide the Property Owner with a
certificate of insurance naming Property Owner as ‘AdditionalInsured’ prior to starting work.
13.Contractor or Tenant shall indemnify the Property Owner from
any damages that may arise from the installation, maintenance,
or use of Tenant’s signs.
E. Sign Maintenance
14.Each Tenant is responsible for the maintenance and repair of its
signs and lighting.15.The Tenant shall keep the sign and its lighting in good appearance,
repair, and proper operating condition at all times.
16.When there is a change or discontinuance of a business oroccupancy such that a sign no longer represents a place of business
or occupancy, the sign must be removed or the name of the priorbusiness or occupant either removed, or the sign face covered in a
manner that blends with the building or supporting structure.
F. Tenant Copy
17.All Tenant signage shall consist solely of the Tenant’s trade
name, logo and recognizable trademark insignia or Brands.
G. Sign Removal at Vacation of Space or Building
18.At the time a Tenant vacates its space, the Tenant shall remove their
sign(s) and patch, paint and repair the surfaces to which the signs
were installed back to the original condition of the surface. Thisremoval, repair and waterproofing, as required, shall be at the
Tenant’s expense.19.If the Tenant fails to remove its sign(s) and patch and repair the
surfaces to which the sign(s) were installed back to the original
condition of the surfaces, the Property Owner will have such workperformed and charge the Tenant for the cost of the work.
H. Owner’s Right of Refusal
The Property Owner reserves the right to refuse acceptance of anydesign for aesthetic reasons, or for any reason whatsoever.
I. Codes

3. All signs to be powder-coated black aluminum with white vinyl tenant decals.Colored decals not accepted.
