CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDERJROLL CALL Mayor Pro Tern Elward called the joint regular meeting to order at 5:31 p.m., which was legally noticed on May 21, 2026. Council Present: Jackie Elward, Mayor Pro Tern Susan H. Adams, Councilmember Gerard Giudice, Councilmember Samantha Rodriguez, Councilmember Council Absent: Emily Sanborn, Mayor Staff present: City Manager Piedra, Deputy City Attorney Vishwanath, Director of Finance Howze, Director of Community Services Bagley, Interim Director of Public Safety Mattos, Director of Public Works Hendersen, Interim Director of Human Resources Rankin, Interim Housing Manager Quig, Information Systems Operations Manager Cotter, and Assistant City Clerk Machado. 2. READING OF THE LAND ACKNOWLEDGMENT Read by Mayor Pro Tem Elward. 3. PLEDGE OF ALLEGIANCE Led by retired Deputy Chief Johnson. 4. PRESENTATIONS A. Mayor's Proclamation Celebrating and Honoring the Retirement of Deputy Chief Aaron Johnson. Mayor Pro Tern Elward read the proclamation and presented it to retired Deputy Chief Johnson. PUBLIC COMMENTS: Peter Alexander spoke about this item. B. Mayor's Proclamation: Proclaiming May 2026 as Affordable Housing Month in the City of Rohnert Park. Mayor Pro Tern Elward read the proclamation and presented it to Kaitlyn Garfield, Housing Land Trust Housing Director, and Brenda Smith, Generation Housing member. Presentation by Generation Housing and the Housing Land Trust(HLT) Regarding Affordable Housing. Kaitlyn Garfield, Housing Land Trust Housing Director, provided an overview of the program, who it serves, and the number of inclusionary units in Rohnert Park. 5. DEPARTMENT HEAD BRIEFINGS None. 6. PUBLIC COMMENTS Bess McKay commented on the Code Compliance Department's lack of accountability and response process and requested the Council review the concerns. Peter Alexander spoke about Memorial Day weekend,thanked John Whitwore, and spoke about Tom Steyer and Chad Bianco. Paul Carey spoke about blighted properties and using negative and positive incentives. 7. CONSENT CALENDAR 7.A Acceptance of Reports from Finance Department 1. By Minute Order Authorize the City Manager to Execute a Five (5) Year Lease Agreement for Seventeen (17) Digital Network Copiers and Service for Thirty-Two (32) HP printers with UBEO West, LLC 7.J. By Minute Order, Authorize the Purchase of Twelve (12)New Replacement Vehicles and One (1)New Vehicle in an amount not to exceed $980,000; and Authorizing the City Manager to Execute all Purchase Documents 7.K. By Minute Order, Authorize the City Manager to execute a Second Amendment to the Master Agreement for Consultant Services with GHD for Interim Director of Development Services, Increasing the Contract Budget by $35,000 for a New Not-to- Exceed Amount of$134,999 Disclosure of potential conflict of interest: Councilmember Giudice stated he has a potential financial conflict of interest because he leases premises in SOMO Village and recused himself from Item 7.D. PUBLIC COMMENTS: Paul Carey spoke about Item 7.G. ACTION: Moved/seconded (Adams/Rodriguez)to approve the consent calendar with the exception of Item 7.D. ACTION: Moved/seconded (Rodriguez/Adams) to adopt Item 7.D. Motion carried by the following 3-0-1-1 voice vote: AYES: Adams, Elward, and Rodriguez,NOES: None, ABSENT: Sanborn, ABSTAINS: Giudice. 8. REGULAR ITEMS A. Consider Introducing by Title Only and Waiving the First Hearing of Ordinance No. 944, an Ordinance Amending Rohnert Park Municipal Code Section 10.20.010 to Adjust Prima Facie Speed Limits. Director of Public Works Hendersen and Traffic and Streets Manager Sampietro presented this item. Recommended Action(s): Introduce by title only and waive the first reading of an ordinance to amend Municipal Code Section 10.20.010 and update the speed limits on roadways within the City. B. Conduct a Public Hearing Pursuant to Assembly Bill 2561/Government Code Section 3502.3 Regarding the City of Rohnert Park Vacancies,Recruitment, and Retention Efforts, and Receive Response from Rohnert Park Employees' Association (RPEA). Interim Director of Human Resources Rankin presented this item. Recommended Action(s): Conduct a Public Hearing, receive an informational presentation, accept the City's report on workforce vacancies, recruitment, and retention efforts, and provide an opportunity for the City's recognized employee organizations to make a presentation. Consideration and Adoption of Resolution 2026-046 Establishing Regulations for Candidates for Elective Office Pertaining to Candidates' Statements of Qualifications Submitted to the Voters at a Municipal Election to be Heald on November 3,2026 in the City of Rohnert Park. Assistant City Clerk Machado presented this item. Recommended Action(s): Adopt a resolution adopting regulations for candidates for elective office pertaining to Candidates' Statements of Qualifications (SOQ) submitted to the voters at an election to be held on November 3, 2026 in the City of Rohnert Park. Disclosure of potential conflict of interest: Councilmember Adams stated she intends to run for City Council and therefore has a potential financial conflict of interest and will recuse herself from this item. Councilmember Adams returned to the dais at 7:14 p.m. 9. COMMITTEE /LIAISON/OTHER REPORTS Councilmembers reported on their participation in City Standing Committees, Council Liaison Assignments, Outside Agency activities, and Mayor and Councilmember appointments, including reports provided pursuant to Government Code Section 53232.3(d). 10. COMMUNICATIONS Councilmember Giudice spoke about two Foundation grants: the Cross& Crown garden, opening May 30 and the peace obelisk, being unveiled June 13. Councilmember Rodriguez congratulated Sonoma State graduates and announced that SSU will be partnering with the City for the Juneteenth event. 11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA None. 12. PUBLIC COMMENT Cathy Slack provided an overview of this year's Party on the Plaza season. 13.
