MEETING - CALL TO ORDER/ROLL CALL
Mayor Sanborn called the joint regular meeting to order at 5:36 p.m., which was legally noticed
on June 4, 2026.

7.A Acceptance of City Bills/Demands for Payment dated May 12, 2026 through May 21,

7.B Approve City Council/RPFA/Successor Agency Joint Regular Meeting Minutes for
May 26, 2026
7.0 Receive Progress Report on the Status of the Emergency Public Safety Antenna and
Radio System Replacement Project(CIP2412), as required by the Public Contract Code
and by Minute Order, authorize the continuation of Resolution 2024-051 until the
emergency action is completed
7.D Waive the Second Reading of, and Adopt Ordinance No. 994, an Ordinance Amending
Rohnert Park Municipal Code Section 10.20.010 to Adjust Prima Facie Speed Limits
7.E Adopt Resolution 2026-047 to Award the Construction Contract for the Library
Building Systems Replacements Project CIP2411, located at the Rohnert Park Cotati
Regional Library, to DMR Builders for$1,038,000, Authorize the City Manager to
approve up to $ 259,500 (25%) in Change Orders, Approve the Project Plans and
Specifications, Authorize a Budget Amendment in the Amount of$163,336, and Find
the Project Exempt from the California Environmental Quality Act(CEQA)pursuant to
Sections 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction) of
CEQA Guidelines. (14 Cal. Code Regs. §§ 15301, 15302)
7.F Adopt Resolution 2026-048 Calling for the Holding of a General Municipal Election to
be Held on Tuesday November 3, 2026 for the Purpose of Electing One (1) Member of
the City Council from District 2, and One (1) Member of the City Council from District
5, Each for a Term of Four(4) Years; Requesting the Sonoma County Board of
Supervisors to Consolidate the General Municipal Elections with the Statewide General
Election; and Requesting that the Sonoma County Registrar of Voters Render Specified
Services to the City Relating to the Conduct of the General Municipal Election
7.G Adopt Resolution 2026-049 to Award the Construction Contract for the Wet Well
Lining Pump Station 2 Project CIP 1709 to Corcus Construction, Inc. for$1,120,115,
Authorize the City Manager to Execute Task Order No. 2026-03 for Construction
Management and Inspection Services with Brelje & Race in the Amount of$206,400,
Authorize Amendment No. 2 to the Consultant Services Agreement with Schaaf&
Wheeler in the Amount of$ 7,470, Approve Construction Change Order Authority up
to $224,023 (20%), Approve the Plans and Specifications, Authorize a Budget
Amendment in the Amount of$300,000, and Find the Project Exempt from the
California Environmental Quality Act(CEQA)pursuant to CEQA Guidelines Section
15301 (Existing Facilities) (14 Cal. Code Regs. §§ 15301)
7.H By Minute Order, Authorize the City Manager to Execute a First Amendment to the
Consultant Services Agreement with M-Group to provide Specialized Staffing Support
Services
7.1 By Minute Order, Authorize the City Manager to Execute Task Order No. 2026-03 with
GHD Inc. for the Design of the A Section/Commerce Water Line and Sewer Line
Replacement-Phase 2 Project(Project Nos. 2022- 20 & 2022 -20S) in the Amount Not
to Exceed $344,809 (This project is exempt from the California Environmental Quality
Act(CEQA)pursuant to Sections 15301 (Existing Facilities) and 15302 (Replacement
or Reconstruction) of CEQA Guidelines. (14 Cal. Code Regs. §§ 15301, 15302)

7.J By Minute Order, Authorize the City Manager to Execute a Consultant Services
Agreement with DCCM for the Design of the Sewer I&I Reduction B Section- Phase 2
Project(Project No. 2026-09S), in the Amount Not to Exceed $377,851 (This project is
exempt from the California Environmental Quality Act(CEQA)pursuant to Sections
15301 (Existing Facilities) and 15302 (Replacement or Reconstruction) of CEQA
Guidelines. (14 Cal. Code Regs. §§ 15301, 15302))

A. Consideration and Adoption of Resolution 2026-050 Authorizing and Approving
Director of Development Services Employment Agreement between the City of Rohnert
Park and Natalia Fossi. Interim Human Resources Director Rankin presented this item.
Recommended Action(s): Adopt Resolution 2026-050 Authorizing and Approving Director of
Development Services Employment Agreement between the City of Rohnert Park and Natalia
Fossi.
Pursuant to Government Code section 54953(d)(3)(A), Interim Director Rankin provided an oral
summary report of the benefits and compensation paid to the Director of Development Services
under the terms of this agreement.

Contingency Plan and Authorizing Filing with Required State and Local Entities.
Management Analyst II Bowser presented this item. Also present was EKI Environment&
Water Supervising Water Resources Planner Dawn Flores. Recommended Action(s): Conduct a
Public Hearing, receive testimony and Adopt Resolution 2026-051 Adopting the City of Rohnert
Park's 2025 Urban Water Management Plan and Water Shortage.

the Department of Public Safety Annual Report Regarding Military Equipment Use For
the Year 2025; Consider and Approve the Purchase of Additional Equipment, and
Introduce by Title Only and Waive the First Hearing of Ordinance No. 995 Adopting a
Military Equipment Use Policy. Interim Director of Public Safety Mattos presented this item.
Recommended Action(s): 1) Hold a community engagement meeting; 2) Receive public
comments; 3) Approve 2025 Department of Public Safety Annual Report Regarding Military
Equipment Use; 4) Introduce by Title Only and Waive the First Hearing of Ordinance No. 995
Adopting a Military Equipment Use Policy.

5-Year Capital Improvement (CIP) for Fiscal Years 2026-27 Through 2030-31 and CIP
Projects as Included in the City Budget for Fiscal Year 2026-27 2026. City Manager Piedra
and Director of Finance Howze presented this item. Recommended Action(s): 1) Adopt
City of Rohnert Park Joint Regular Meeting Minutes for City Council June 9,2026

Resolution 2026-052 Adopting the City of Rohnert Park Operating Budget for FY 2026-27; 2)
Adopt Resolution 2026-053 Adopting the 5-Year Capital Improvement(CIP)for Fiscal Years
2026-27 Through 2030-31 and CIP Projects as Included in the City Budget for Fiscal Year 2026-
27 2026.
Vice Mayor Elward stepped away from the dais at 7:06 p.m. and returned at 7:08 p.m.
Councilmember Adams stepped away from the dais at 7:21 p.m. and returned at 6:28 p.m.
Mayor Sanborn declared a recess at 7:42 p.m. and reconvened the meeting at 7:49 p.m.
Councilmember Rodriguez stepped away from the dais at 8:15 p.m. and returned at 8:20 p.m.
