A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING THE PROJECT LIST FOR SB 1 FUNDING FROM THE
STATE ROAD MAINTENANCE AND REHABILITATION ACCOUNT (RMRA),
AUTHORIZING SUBMITTAL OF THE PROJECT LIST TO THE
CALIFORNIA TRANSPORTATION COMMISSION,AND FINDING THAT THIS
ACTION IS CATEGORICALLY EXEMPT FROM CEQA
WHEREAS, Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the Legislature and signed into law by the Governor
in April 2017 to address the significant multi-modal transportation funding shortfalls statewide
and to establish the Road Maintenance and Rehabilitation Account("RMRA") for basic road
maintenance, rehabilitation, and critical safety projects on the local streets and roads system; and
WHEREAS, SB 1 includes accountability and transparency provisions that will ensure
the residents of the City of Rohnert Park are aware of the projects proposed for funding in our
community and which projects have been completed each fiscal year; and
WHEREAS, the City of Rohnert Park("City")must adopt by resolution a list of projects
proposed to receive fiscal year funding from the RMRA and the list must include a description
and the location of each proposed project, a proposed schedule for the project's completion, and
the estimated useful life of the improvement; and
WHEREAS, the City expects to receive $1,236,595 in RMRA funds in FY 2026-27; and
WHEREAS,the upcoming Fiscal Year 2026-27 will be the tenth year in which the City
will receive SB 1 funding and will enable the City to continue essential road maintenance and
rehabilitation projects, safety improvements, and increasing access and mobility options for the
traveling public that would not have otherwise been possible without SB1; and
WHEREAS,the City has undergone a robust public process to ensure public input into
our community's transportation priorities/the project list; and
WHEREAS,the City used a Pavement Management System to develop the SB 1 project
list to ensure revenues are being used on the most high-priority and cost-effective projects that
also meet the community's priorities for transportation investment; and
WHEREAS,the SB 1 project list and overall investment in our local streets and roads
infrastructure with a focus on basic maintenance, safety, and using cutting-edge technology,
materials and practices, will have significant positive co-benefits statewide.
NOW, THEREFORE BE IT RESOLVED, ORDERED AND FOUND by the City
Council of the City of Rohnert Park:
1. The foregoing recitals are true and correct.
2. That, based on the evidence presented at the Council's duly noticed regular meeting
of June 23, 2026, the City Council of the City of Rohnert Park finds that the action of
approving a list of projects to be submitted to the California Transportation
Commission("CTC") in order to receive RMRA funds is not in itself a"project"
under California Environmental Quality Act("CEQA"). The listed project is,
however, a transportation system maintenance and repairs program that is
categorically exempt from CEQA under Cal. Code Regs. Tit. 14, § 15301(c) as it
involves the maintenance of existing streets, including traffic signal and street lights
upgrades, involving no expansion of existing or former use of the streets in the
project.
3. The following adopted project list may utilize FY 2026-27 Road Maintenance and
Rehabilitation Account revenues in their delivery. With the listing of this project in
the adopted fiscal year resolution, the City is affirming to the public and the State our
intent to fund this project with Road Maintenance and Rehabilitation Account
revenues:

1. Project Name: Transportation System Non-Routine Maintenance
Project Description: This project includes remedial maintenance of the
traffic signal system and street lighting to fix malfunctioning, damaged, or
failed equipment and focused on restoring operations to a safe and
functional state following a failure or incident; upgrades of striping,
signage, crosswalks, accessible ramps and bus stops; and repairs of
sidewalks and pathways; and bicycle system improvements.
Project Locations: Citywide
Estimated Project Schedule (Procurement/Operations): July 2026-
June 2027
Estimated Project Useful Life:
• Street lights and traffic lights: 30 years
• Street lights and traffic lights cabinets, components and lamps: 15-
20 years
• Concrete sidewalks and pathways: 40 years
• Accessible curb ramps: 20 years
• Street signage: 7 years
• Thermoplastic striping: 5 years
BE IT FURTHER RESOLVED that the City Manager or her designee is authorized to
submit the approved RMRA project list to the CTC and to adjust appropriations as necessary in
the City's Gas Tax Fund to receive the City's RMRA apportionment for Fiscal Year 2026-27 and
fund the project on the list of projects above.
