1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Sanborn called the joint regular meeting to order at 5:32 p.m., which was legally noticed
on June 18, 2026.

4. CLOSED SESSION
Mayor Sanborn reported that there was nothing to report on the Closed Session Previously Held
on June 23, 2026 at 4:30 p.m. in Conference Room 2.A. Regarding: 1) Conference with Legal
Counsel - Existing Litigation pursuant to Government Code §54956.9(d)(1): City of Camden, et
al. v. 3M Co., Case No. 2:23-cv- 03147-RMG; and City of Camden, et al., v. E.I. DuPont de
Nemours and Company, et al.,No. 2:23-cv-03230-RMG U.S. District Court South Carolina;
consolidated into In Re: Aqueous Film-Forming Foams Products Liability Litigation,
Multidistrict Litigation Case No. MDL 2:18-mn-02873-RMG(Class Actions); and 2)
Conference with Legal Counsel— Significant Exposure to Litigation pursuant to Government
Code §54956.9(d)(2) and (e)(1): (One Case).

5. PRESENTATIONS
A. Mayor's Proclamation: Proclaiming July as Parks Make Life Better! Month in the
City of Rohnert Park. Mayor Sanborn read the proclamation and presented it to Director of
Community Services Bagley, General Services Operations Manager Bunte, Community
Services and Public Works staff.
B. City of Rohnert Park Foxtail Golf Club Update Presentation by Tom Bugbee from
CourseCo. Tom Bugee provided an overview of Foxtail Golf Club, their programs and events,
capital projects, financial performance, and vision for the future.
6. DEPARTMENT HEAD BRIEFINGS
A. Announcement of the Nomination Period for the November 3,2026, General
Election by City Clerk Sylvia Lopez Cuevas. City Clerk Lopez Cuevas announced dates for
the nomination period for the November 3, 2026 General Election in Districts 2 and 5, and
provided information on eligibility and how to obtain nomination papers
7. PUBLIC COMMENTS
Steve Keith reaffirmed that he wants the city to succeed, transparency and accountability, and
more public engagement.
Debra Sue Nelson spoke about cars crashing, speeding, and doing donuts in the area of Seed
Farm and Santa Alicia.

Recology Starting July 2026, Consistent with the Agreement between the City and
Recology for Refuse, Recyclable Materials, Compostable Materials and Street
Sweeping Services
8.I. Adopt Resolution 2026-054 Approving Project List for SB1 Funding from the State
Road Maintenance and Rehabilitation Account (RMRA) and Authorizing Submittal to
the California Transportation Commission
8.J. Adopt Resolution 2026-055 Approving the Implementation of an Unmanned Arial
System(UAS) Program and Authorizing a Five-Year Master Services Agreement with
Axon Enterprise Inc. for the Procurement, Maintenance, and Support of UAS
Equipment and Services in an amount not to exceed $192,681.35

A. Consideration and Adoption of Resolution 2026-056 Authorizing and Approving
Director of Human Resources Employment Agreement between the City of Rohnert
Park and Tracy Rankin. City Manager Piedra presented this item. Recommended
Action(s): Adopt a Resolution Authorizing and Approving the Director of Human Resources
Employment Agreement Between the City of Rohnert Park and Tracy Rankin.
Pursuant to Government Code Section 54953(d)(3)(A), City Manager Piedra provided an oral
summary report of the benefits and compensation paid to the Director of Human Resources
under the terms of this agreement.
PUBLIC COMMENTS: None.

and File the Preliminary Engineer's Report Describing the Improvements to be
Maintained by the "Landscape and Lighting District 2024-01 (Westside Residential)"
Assessment District for Fiscal Year 2026-2027, and Adopting Resolution 2026-058 of
Intention to Levy and Collect Assessments Based on the Preliminary Engineer's Report,
and Give Notice of a Public Hearing to Consider Approval of the "Landscape and
Lighting District 2024-01 (Westside Residential)" Assessment District for Fiscal year

2026-27, and Determining Both Actions Authorized by this Resolution are Exempt from
CEQA). Director of Public Works Hendersen and Deputy City Engineer Brandt presented
this item. Recommended Action(s): 1. Adopt a Resolution to order the City Engineer to
prepare and file the Preliminary Engineer's Report describing the improvements to be
maintained by the"Landscape and Lighting District 2024-01 (Westside Residential)"
assessment district for fiscal year 2026-2027, and determining that the actions authorized by
this resolution are exempt from CEQA. 2. Adopt a Resolution of intention to levy and collect
assessments based on the Preliminary Engineer's Report, and give notice of a Public Hearing
to consider approval of the"Landscape and Lighting District 2024-01 (Westside Residential)"
assessment district for fiscal year 2026-2027, and determining that the actions authorized by
this resolution are exempt from CEQA.

C. Waive the Second Reading of and Adopt Ordinance No. 995, an Ordinance of
the City of Rohnert Park Adopting a Military Equipment Use Policy. Lieutenant Smith
presented this item. Recommended Action(s): Adopt and Waive the Second Reading of
Ordinance No. 995 adopting a Military Equipment Use Policy to include the purchase of
additional equipment: (a) fifteen(15) additional 40mm Less Lethal Launchers; (b) seventy-
five (75) additional 40mm CTS Sponge; (c) seventy-five (75)new rounds of CTS 40mm
Frangible Impact- OC Powder as an approved munition; and(d)three (3) new Unmanned
Aerial Systems (UAS).
Councilmember Adams stepped away from the dais at 6:25 p.m. and returned to the dais at
6:25 p.m.

D. Conduct a Public Hearing and Consider Waiving the First Reading of, and
Introducing Ordinance No. 996, an Ordinance Making Revisions to Rohnert Park
Municipal Code Chapter 17.10 to Increase the Minimum Density on Certain Low-
Income Housing Element Sites to Ensure Consistency with the Housing Element and
Comply with State Housing Law. Housing Manager Quig, Senior Planner Pickett, and
Director of Development Services Fossi presented this item. Recommended Action(s):
Conduct a Public Hearing and waive the first reading of and introduce an Ordinance
amending Rohnert Park Municipal Code Chapter 17.10 to increase the minimum density on
certain Low-Income Housing Element sites to ensure consistency with the Housing Element
and comply with State Housing Law.

Mayor Sanborn declared a recess at 7:28 p.m. and reconvened the meeting at 7:37 p.m.
E. Conduct a Public Hearing and Consider Waiving the First Reading of, and
Introducing Ordinance No. 997, an Ordinance Amending Group Home Regulations in
the Rohnert Park Municipal Code to Implement Housing Element Program HO-2.0
Zoning for a Variety of Housing Types and to ensure consistency with State Housing and
Fair Housing Law including Minor Technical Amendments and Clarifications. Housing
Manager Quig, Senior Planner Pickett, and Director of Development Services Fossi presented
this item. Recommended Action(s): Conduct a Public Hearing and waive the first reading of
and introduce an Ordinance of the City Council of the City of Rohnert Park, California
Amending Group Home Regulations in Title 17 (Zoning) of the Rohnert Park Municipal Code
(RPMC)to Implement Housing Element Programs and to Ensure Compliance with State
Housing and Fair Housing Law Including Minor Technical Amendments and Clarifications.

10. COMMITTEE/LIAISON/OTHER REPORTS
Councilmembers reported on their participation in City Standing Committees, Council Liaison
Assignments, Outside Agency activities, and Mayor and Councilmember appointments,
including reports provided pursuant to Government Code Section 53232.3(d).
11. COMMUNICATIONS
Councilmember Adams invited the public to attend a broadcast of the Tabernacle Choir at
Temple Square concert at the Senior Center on Thursday. Councilmember also shared that on
behalf of the City, she accepted a$500 donation for the Senior Center from the Rohnert Park
Pickleball Club.
Mayor Sanborn stated she gave the welcome to the Santa Rosa Symphony's visit to the Rohnert
Park Cotati Regional Library and invited the public to attend the farmers market on Fridays.
Councilmember Giudice thanked Lisa Wittke Schaffner and the North Bay Construction Corps
for rebuilding of Girl Scouts Hut,the Rohnert Park Foundation and Federated Indians of Graton
Rancheria for their investment in the City and recognized the Rotary Club for their work on the
Peace Park and Obelisk, and thanked the Valley Village residents for attending the community
chat.
Vice Mayor Elward thanked Cindy, Tramaine, Sonoma State University, and staff for producing
the Juneteenth event and congratulated the awardee.
12. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA
Vice Mayor Elward requested an item regarding the Bicycle and Pedestrian Advisory
Committee to provide guidance on their duties. Councilmember Giudice supports the request.
13. PUBLIC COMMENT
Steve Keith, Chair of the Bicycle and Pedestrian Advisory Committee, spoke about its
formation and lack of charter or founding document.
Michael Kosler spoke about the project at the corner of Camino Corto and Snyder Lane.
14. ADJOURNMENT
Mayor Sanborn adjourned the meeting at 8:04 p.m.
