HomeMy WebLinkAbout2026/08/11 City Council Resolution 2026-063 RESOLUTION NO. 2026-063 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING A BUDGET AMENDMENT FOR FY 2026-27 IN THE AMOUNT OF $194,183 IN THE CASINO SUPPLEMENTAL FUND AND THE GENERAL FUND AND AMENDING THE CITY'S CLASSIFICATION PLAN,TO INCLUDE: RECLASSIFYING AN OFFICE ASSISTANT TO AN ADMINISTRATIVE ASSISTANT II, CHANGING THE JOB TITLE FOR HOMELESS SERVICES COORDINATOR TO HOUSING COORDINATOR,APPROVING PROPOSED CHANGES TO SEVERAL JOB DESCRIPTIONS,UPDATING THE AUTHORIZED POSITIONS LIST,AND APPROVING THE CITY'S PAY RATES AND RANGES EFFECTIVE AS OF AUGUST 11,2026 WHEREAS, in order to reduce costs, the FY 2026-27 budget included 18 frozen positions,three of which were in the Development Services Department; and WHEREAS,the new Director of Development Services has assessed staffing needs and consultant reliance within the department and is requesting to fill two of the frozen vacant positions, Planning Manager and the currently classified Homeless Services Coordinator; and WHEREAS,filling of the two frozen positions in Development Services has a total cost of$372,368, with the FY 2026-27 fiscal impact of approximately $279,276; and WHEREAS,the Development Services the Director has determined that the department will be able to reduce the reliance on consultants by approximately $100,000, leaving a net shortfall of$179,276 for Development Service; and WHEREAS, Development Services also requested to change the Homeless Services Coordinator classification to Housing Coordinator and make minor modifications to the job description to capture the full scope of duties for this position; and WHEREAS, Human Resources advised RPEA of the proposed changes to the Homeless Services Coordinator position by providing the draft Housing Coordinator job description for review and RPEA had no objection; and WHEREAS,upon request from the City Clerk's Division of City Administration, staff initiated a job analysis of the Office Assistant position and determined that the job description did not accurately capture the higher-level administrative functions being performed by the incumbent and propose a reclassification of the incumbent to Administrative Assistant II; and WHEREAS, the reclassification of the Office Assistant in the City Clerk's division to an Administrative Assistant II results in an increased salary and benefits cost of$25,635 annually at top step, and the 2026-27 fiscal year impact is approximately $14,907; and WHEREAS,there are sufficient funds in the Casino Supplemental Fund to transfer to the General Fund to cover the FY 2026-27 General Fund costs of$179,276 for the filling of the Development Services positions and $14,907 for the reclassification of the Office Assistant in the City Clerk's division to an Administrative Assistant II totaling $194,183; and WHEREAS, upon request from the Community Services Department, staff created a new job description for Part-Time Front-Of-House Customer Service Representative I/II and recommend placement of the position in unrepresented Miscellaneous Part-Time Hourly Positions ranges H66 and H67; and WHEREAS, City Manager's Administrative Policy No. 1 —Personnel Rules and Regulations, requires that City Council, upon recommendation by the Personnel Officer, create and maintain a Classification Plan for the City; and WHEREAS, the new job descriptions for Housing Coordinator and Par-Time Front-Of- House Customer Service Representative are attached hereto as Exhibits "A" and"B respectively and proposed changes were made to several existing job descriptions attached hereto as Exhibits "C"through"E;" and WHEREAS, the new job descriptions and proposed changes to existing job descriptions have been approved by all applicable labor groups; and WHEREAS, the California Public Employees' Retirement Law, at Section 570.5 of the California Code of Regulations Title 2, requires the City of Rohnert Park to publish the City's Pay Rates and Ranges on the City's interne site and the City Council to approve the Pay Rates and Ranges in its entirety each time a modification is made; and WHEREAS,the City Council previously approved the City Pay Rates and Ranges document effective as of February 24, 2026 pursuant to Resolution No. 2026-020 and position and salary changes have been subsequently approved and require updating; and WHEREAS, staff recommend that the City Council adopt the updated City Pay Rates and Ranges document effective as of August 11, 2026 attached hereto as Exhibit F. NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Rohnert Park that it does hereby authorize and approve a budget amendment for FY 2026-27 in the amount of$194,183 in the Casino Supplemental Fund and the General Fund and amending the City's Classification Plan,to include: reclassifying an Office Assistant to an Administrative Assistant II effective July 12, 2026, changing the job title for Homeless Services Coordinator to Housing Coordinator, approving proposed changes to several job descriptions, updating the Authorized Positions List, and approving the City's Pay Rates and Ranges effective as of August 11, 2026. BE IT FURTHER RESOLVED that the Finance Director or designee is hereby authorized to make any and all necessary changes to the City's budget for Fiscal Year 2026-27 to effectuate the proposed changes including reducing General Fund contract service ($100,000) and salary savings ($179,276). BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to execute documents pertaining to same for and on behalf of the City of Rohnert Park. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from assigned supervisory or management staff. Exercises direct or general supervision over professional, technical, and/or administrative staff. CLASS CHARACTERISTICS This is a journey level specialized class that is responsible for the administration of various homeless services and affordable housing programs and projects, including meeting facilitation, contract administration, analysis, and program or project development and evaluation. Successful performance of the work requires independent judgment and a strong knowledge of federal, state and local homelessness and affordable housing policies, programs and funding sources. The work has technical and programmatic aspects, requiring the interpretation and application of policies, procedures, and regulations and may involve frequent contact with staff, legal counsel and the public, as well as performing various research functions. Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to a bachelor’s degree from an accredited college or university in sociology, public policy, business administration, or a related field, and three (3) years of professional work experience in homeless and/or social services programs and/or affordable housing, or a related field. Licenses and Certifications:  Possession of, or ability to obtain, a valid California Driver’s License by time of appointment and a satisfactory driving record. PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds. May also perform box office duties during the day. Performs related duties as required. DISTINGUISHING CHARACTERISTICS The Part-Time Front of House Customer Service Representative I/II has responsibility for performing duties as assigned in the areas of house management and box office operations at the Performing Arts Center. These tasks include lobby services, concession preparation and sales, ushering, custodial, and box office services. May be assigned as a Disaster Service Worker in the event of a disaster or emergency. SUPERVISION RECEIVED/EXERCISED Supervision is provided by the Performing Arts Center Manager. ESSENTIAL JOB FUNCTIONS Serves where most needed: Box office, concessions, theatre or lobby. These duties are a representative sample; position assignments may vary. FOH Customer Service Representative I When assigned house management duties, may perform the following: • Provide friendly, efficient service to patrons • Open and prepare lobby and concession areas of Performing Arts Center before performances • Lock and secure Performing Arts Center after performances • Perform and/or oversee general clean-up, vacuuming, and moving of lobby/events room furniture before and after performances • Help stock concession inventories • Organize and maintain in-house and local publicity (brochure rack) • Be well-informed on theatre season and be able to respond to a variety of requests for information concerning the Performing Arts Center functions, policies and performances • Provide general assistance to groups attending events • Operate a computer terminal and office equipment • Close out cash drawer, prepare preliminary cash report • Perform related duties as assigned When assigned box office duties, may perform the following: • Provide friendly, efficient service to patrons • Open and close the box office • Sell tickets and enter sales into the computer box office system • Enter into the computerized box office system single ticket and subscription sales from telephone, mail order, online, and window sales • Prepare daily box office reports City of Rohnert Park Part-Time Front-of-House Customer Service Representative I/II Page 2 of 4 • Be well-informed on theatre season and be able to respond to a variety of requests for information concerning the Performing Arts Center functions, policies and performances • Process cash, checks, and credit card sales; make change and process vouchers and gift certificates • Perform related duties as assigned In addition to performing all of the duties listed above, the Part-Time FOH Customer Service Representative II may also: When assigned house management duties: • Purchase and prepare refreshments for opening night parties • Pick up supplies from various local vendors • Provide lead direction to volunteer concession staff and ushers • Assist with coordinating special Performing Arts Center events • Coordinate performance information with box office, backstage, and/or rental representatives • Work with PAC Manager to build usher roster When assigned box office duties: • Prepare final daily deposits and reports • Program show information into the box office system. This applies to Spreckels Theatre Company shows as well as rental shows and special events. • Interact with ticketing service provider to troubleshoot any problems arising in the box office system • Provide support to Manager by providing requested reports and analytics • Interface with Authorize.net when necessary • Attend weekly staff meetings QUALIFICATIONS AND REQUIREMENTS Sufficient experience, training, and education to successfully perform the required duties of a Front-of-House Customer Service Representative I/II. EDUCATION, EXPERIENCE AND TRAINING Positions in this class typically require: • One to two years of theatre house management or box office work, host/hostess, or direct customer service work. SPECIAL REQUIREMENTS: • Must be available for night and weekend event work as required. • Per California State Law, smoking is not permitted inside City facilities/vehicles or within 20 feet of main entrances, exits, and operable windows. The ability to lift, push and drag equipment and supplies weighing up to 25 pounds is required. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Normal hearing is required for general safety. The noise level in the work environment may be moderate to loud depending on working conditions. FLSA Status: Part-time, Hourly Employee Unit: N/A (Not Represented) Approved By: Date Approved: EXHIBIT C PUBLIC WORKS OPERATIONS MANAGER- UTILITIES AND FLEET DEFINITION Under general direction, plans, organizes, directs, and coordinates activities of the Utilities Division within the Public Works Department; provides managerial oversight of the operation, maintenance and improvement the City's utility systems including potable water production and distribution, storm water collection and outfall, wastewater collection, pumping and outfall, and recycled water distribution and service connections; designated as the City's Chief Plant Operator by the State of California Water Resources Control Board; coordinates operations activities with other divisions and departments; participates in the planning, development and implementation of the operating and capital budgets; reviews maps and improvement plans, ensures compliance with utility system and environmental regulations and mandates; provides highly complex staff assistance to the Director of Public Works; and performs related duties, as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Director of Public Works. Exercises general direction and supervision over supervisory, professional, technical and maintenance staff through subordinate levels of supervision. CLASS CHARACTERISTICS This is a management classification responsible for planning, organizing, reviewing, and evaluating the operation, maintenance and improvement of the potable water production and distribution, wastewater collections and pumping, recycled and stormwater water systems, and fleet systems. Responsibilities include developing and implementing policies and procedures for assigned programs, budget administration and reporting, and program evaluation. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. This position is distinguished from the Public Works Maintenance Supervisor classes in that the latter are first-line supervisory classes in the City's Public Works Department and do not have full management responsibility.
