Members of the City Council receive no additional compensation as a result of convening meeting of
the City of Rohnert Park Foundation.

PUBLIC COMMENTS: Public comments on matters not listed on this agenda, but which are within
the subject matter jurisdiction of the Board may be provided at the scheduled time. Members of the
public may address the Board on any item listed on the agenda when the item is called for
consideration. Public Comments are limited to three minutes per appearance, with time limits subject to
modification by the Board in accordance with the adopted City Council Protocols.

Speakers present at the meeting are encouraged to complete a Public Comment card and submit it to the
Board Secretary at the time of the meeting. This helps ensure an orderly and efficient meeting, but it is
not required.

Written Public Comments
To submit a written comment to the Board, visit www.rpcity.ca.gov/PublicComment and follow the
prompts. Comments are requested by 5:00 p.m. on the day before the meeting. Submitted comments
must identify the Meeting Date and Agenda Item Number. Public comments received by the deadline
will be distributed to Board members and available on Meeting Central prior to the start of the meeting.
Public comments received after the deadline will be distributed after the meeting. Written comments
will not be read for the record but will became part of the agenda packet. All comments sent to the
Board are considered public records and subject to disclosure under the California Public Records Act.

Agenda Title: Receive Final Annual Update Regarding Cycle 4 Small Grants Program
RECOMMENDED ACTION:
Receive Final Update Regarding Cycle 2024/2026 Small Grants Program
BACKGROUND:
On February 13, 2018, the Foundation Board approved the creation of the Foundation’s Community
Small Grants Program. The Small Grants Program is a competitive grant-making program that has
historically provided up to $5,000 to organizations to enhance the City. There have been four cycles of
funding for the Small Grants Program, with the first cycle funded in Fiscal Year 2018/19.
The 2024/2026 Small Grants Cycle 4 officially funded 19 Nonprofits applying for Small Grants
Funding, totaling $177,973.18, broken down into the following categories:
• Program Support - $90,000
• Community Beautification - $18,203.18
• Education - $69,770
The maximum amount that could be requested was $10,000 per applicant.
ANALYSIS
As of June 30, 2026, of the $177,973.18 allotted for Small Grants Funding for the 2024-2026 Cycle,
$152,752.35 was spent, leaving $25,220.83 unspent and considered savings for that cycle. Of the three
listed categories, here is a breakdown of spending:
• Program Support – $72,475.06 (of $90,000)
• Community Beautification – $18,182.76 (of $18,203.18)
• Education – $62,094.53 (of $69,770)

o $5,851.20 balance remains of $10,000 allocation.
o The last report received was in January 2026, and there was no response to staff emails
for final reimbursement.
o The City is currently reaching out to Boys & Girls Club to provide a final report.
• First Responders Resiliency, Inc. (FRRI):
o $10,000 balance remains of $10,000 allocation.
o The City of Rohnert Park Public Safety staff were made aware of the FRRI program in
2025, and while the program received a positive initial response, ultimately staff did not
request any sessions or meetings with FRRI due to it being a parallel service of what
was already offered through the City’s Employee Assistance Program.
• My World on a Page:
o $6,977.49 balance remains of $8,870 allocation.
o The last report received was in July 2025, and there was no response to staff emails for
final reimbursement.
o The City is currently reaching out to the grantee, The Sitting Room (who ran the My
World on a Page program), to provide a final report.

ENVIRONMENTAL ANALYSIS:
This action is exempt from the California Environmental Quality Act (“CEQA”) because it does not
qualify as a “project” pursuant to Public Resource Code Section 21065 and CEQA Guidelines Sections
15320, 15378 and 15061(b)(3), and because it can be seen with certainty that there is no possibility the

City’s action would cause either a direct physical change in the environment or a reasonably
foreseeable indirect physical change in the environment.
STRATEGIC PLAN AND COUNCIL GOALS/PRIORITIES ALIGNMENT:
This informational item meets the Rohnert Park City Council strategic goal is “Community Quality of
Life”, by enhancing the overall well-being of residents through the Rohnert Park Foundation’s work
with community nonprofits.

From January 1 – November 30, 2025:
•Served a total of 110 clients and an additional 15 caregivers/family members for a total of 125 Rohnert Park residents served. (80 was the project goal.)
•The majority of these clients (91, or 83%) live on less than $30,000 per year. Ceres provides meals for these clients free of charge.
•Alongside meals, Ceres provided specialized nutrition support for clients through access to our staff RDNs, educational resources, and CHW services to help connect them to additional services/resources beyond their enrollment in our program.
•Provided these nutrition supports to ensure our clients are set up to successfully carry healthy habits forward after they’ve left the program

Highlights:

Grant funds were strategically invested to address food insecurity by the John Reed Family Resource Center (FRC) in Rohnert Park. Evaluation findings indicate that the FRC effectively addressed basic needs while connecting families to critical services and resources. From February 10, 2025, to June 30, 2026:
•FRC provided food assistance to 1,290 families
•Distributed 521 diapers to families in need
•Delivered resource navigation services to 383 individuals.
•Facilitated referrals for 275 families
•Provided parent education support to 481 families
Families shared that these services helped them feel supported, connected to resources, and less isolated during challenging times. Many reported increased confidence in accessing community services and expressed appreciation for having a trusted and welcoming place to seek assistance and information.

•285 students attend, the most since 2020.
•57% of graduating seniors from Rancho Cotate attended our event. 59% of Technology graduates attended. Credo and El Camino.
•Attendees were transported by bus to Epicenter from Rancho Cotate High School as well as from Epicenter to Rancho when the night ended.
•Epicenter activities included arcade games, soccer, volleyball, basketball, trampoline park, bowling, billiards, food, and drink.
•Project Grad also brought in our raffle prizes, casino tables, wedding chapel, quiet zone, charging station, caricature artists, glitter airbrush tattoos, Lydles Beauty, Valentinos Barber Shop, Wheel Of Fortune, a money booth and more.
•Event ran from 9pm-3am.
•Over 100 volunteers help to make sure this celebration was fun and safe for all who attended.
Cotati-Rohnert Park Project Grad

Highlights:

•Increasing the park's visibility and helping visitors better understand its significance, the sign has enhanced both public awareness and the overall visitor experience.
•Students from grades 3 to 12 painted ceramic tiles that reflected the themes of peace, kindness, unity, and hope.
•Created and installed 240 ceramic tiles that would be permanently displayed on a custom-crafted metal structure located within the Community Peace Park. The Rotary Club hosted two community tile-painting events to ensure that all 240 tiles could be completed in time for installation.
•Beautified the Community Peace Park through ongoing maintenance and landscape improvements. Work included weeding, planting flowers and shrubs, irrigation repairs, and general park upkeep.
•Two volunteer workdays that brought together Rotary members and community volunteers, with approximately 30 individuals participated in these efforts, contributing many hours toward improving the appearance of the park.

Credo enjoyed a transformative week in nature,
where they had time for deep reflection and
time with their peers, helping them find clarity in
this transformative time in their lives.
•Below is a small selection of feedback received
from the students about this experience,

•Greater emotional intelligence
•Understanding of how to achieve deeper
connections to people and places.
•Knowledge of nature and backpacking.
•Positive techniques to self reflect and self heal.
•When asked to describe their experience of the
trip with one word, some words chosen were:
profound, connecting, enlightening, meaningful,
happiness, beautiful, freeing, wonderful and
many more.

•First Responders Resiliency, Inc.® (FRRI) reserved grant funds to ensure scholarship availability for Rohnert Park First Responders during the 2025 grant period, supporting up to two full conference scholarships and one partially subsidized scholarship, and these funds remain available for use beyond the reporting period
•Through the City's Employee Assistance Program (EAP), Rohnert Park Police & Fire have access to several resources including those created after staff resiliency programs were augmented in 2021. These programs gave Public Safety staff greater and immediate access to various treatment services, including free access to a wellness app on their phones.
•Staff was made aware of the FRRI program in 2025, and while the program received a positive initial response, ultimately staff did not request any sessions or meetings with FRRI due to it being a parallel service of what was already offered through EAP.
•FRRI will continue outreach to encourage future participation.
