SOP-15 Missing Person ReportsRevised: January 19, 2021 Police Services Division SOP-15 February 1, 2011 SUBJECT: Missing Person Reports PURPOSE AND SCOPE: To ensure the timely response of internal processing of missing person reports and cancellations. NOTE: 14205 PC states- All local police and sheriffs' departments shall accept any report, including any telephonic report, of a missing person, including runaways, without delay and shall give priority to the handling of these reports over the handling of reports relating to crimes involving property. PROCEDURE: 1. COMPLETION OF MISSING PERSON REPORTS A. Officer Responsibilities: i. Complete the missing person report form with all relevant information and submit it to Dispatch for entry into CLETS without delay and within 4 hours. ii. Complete any/all teletype request forms. iii. Advise the on duty Sergeant that a missing person report is in Dispatch awaiting approval. B. Sergeant Responsibilities: i. Review and approve the missing person report immediately upon notification of its completion. C. Dispatch Responsibilities: i. Complete and print the entry into the CLETS MUPS database and any other system utilized (i.e. SVS) without delay and within 4 hours. ii. Complete and print any/all teletype/broadcasts sent out via CAD/CLETS. iii. Hold all missing person reports in dispatch until the next Records business day. iv. Bring all missing person reports and teletype paperwork to Records by 0700 on next Records business day. D. Records Responsibilities: i. Prioritize routing of missing person reports. ii. Scan and attach pdf of missing person reports to Incident report. iii. Prioritize data entry of missing person reports so that this task is completed the same day it is received. iv. File missing person reports. Revised: January 19, 2021 2. MISSING PERSON HIT CONFIRMATIONS A. Dispatch Responsibilities: i. Check RMS to confirm for missing person reports where report has been submitted to Records. ii. Check missing person reports to confirm for missing persons when report is still in Dispatch. B. LOCATING/CLEARING MISSING PERSONS i. Dispatch Responsibilities: 1. If the original missing person report is a Rohnert Park report fill out green "Return of Reported Runaway/Missing Person Report" form. 2. Cancel any teletype/broadcast in CLETS/CAD. 3. If the original missing person report is an outside agency report send a locate to the appropriate agency. 4. If the original reporting party is not the party cancelling the report, attempt to notify the reporting party of the original report that the missing person has been located, and document appropriately. ii. Records Responsibilities: 1. Prioritize routing of missing person supplements. 2. Scan and attach pdf of recovery information to Incident report. 3. Prioritize data entry of missing person recovery reports to show that the person has been located. 4. File missing person supplement.
