Statement of Purpose: The course will provide the agency Public Safety Officer with the areas of Arrest and Control required in the POST Perishable Skills Training Program (PSP). The trainee will refresh the necessary tactical knowledge and skills to safely and effectively arrest and control a suspect. This course provides updated legislative content of Penal Code Section 835a. The course consists of hands-on/practical skills as well as policies and legal issues on the topic of arrest and control training for in-service officers. II. COURSE OBJECTIVES: The trainee will: a. Demonstrate knowledge of their individual Department Arrest and Control and Use of Force Policies and current case law. b. Demonstrate knowledge of the importance of mental and physical conditioning as it relates to effective arrest and control techniques. c. Demonstrate a minimum standard of arrest and control skills with every technique and exercise, to include: 1. Judgment and Decision Making 2. Officer Safety 3. Body Balance, Stance and Movement 4. Searching/Handcuffing Techniques 5. Control Holds/Take downs 6. De-escalation/Verbal Commands 7. Effectiveness under Stress Conditions III. ARREST AND CONTROL POST Minimum Topics and Exercises: a.
