SOP-SSD-2 Blue AlertSupport Services Division SOP-SSD-2 Date Issued: 3/29/2011 Date Revised:12/6/2016 SUBJECT: BLUE ALERT SYSTEM PURPOSE AND SCOPE: To provide immediate information to the public via media broadcasts and other notification resources with the intent to solicit help from the public in the safe and swift apprehension of violent suspects that have killed or seriously injured law enforcement officers and who continue to pose a threat to public safety. Note: For section 8594.5 of the CA Government Code, a ‘blue alert’ means a quick response system designed to issue and coordinate alerts following an attack upon a law enforcement officer. PROCEDURE: I. CONDITIONS THAT MUST BE MET FOR A BLUE ALERT TO BE ACTIVATED: A. A law enforcement officer has been killed, suffers serious bodily injury, or is assaulted with a deadly weapon, and the suspect has fled the scene of the offense. B. A law enforcement agency investigating the offense has determined that the suspect poses an imminent threat to the public or other law enforcement personnel. C. A detailed description of the suspect’s vehicle or license plate is available for broadcast. D. Public dissemination of the available information may help avert further harm or accelerate apprehension of the suspect. II. Sergeant/Watch Commander Responsibilities: A. In accordance with Section 8594.5 of the CA Government Code, “an authorized person at a law enforcement agency that is in vestigating the above described offense”, can request the issuance of a Blue Alert if all of the above four conditions are met. III. Dispatch Responsibilities: A. Provide the Sergeant/Watch Commander or other sworn personnel with the CHP Emergency Notification and Tactical Alert Center (ENTAC) number at (916)843-4199. This is a 24/7 point-of-contact number for law enforcement agencies. ENTAC email is: entac@chp.ca.gov. CHP will input the information into their (EDIS) Emergency Digital Information Service system as their primary means to distribute the Blue Alert information B. If suspect is apprehended, dispatch will contact ENTAC and advise them to cancel the Blue Alert.
